Regular Meeting *Wednesday, January 9, 2019 5:30 p.m.

MINUTES
I. Call to Order by Dotson Lewis at 5:34 pm
II. Roll Call of Members, Dotson Lewis, Bobby Broderick, Amy McCoy, Alissa Mejia, Casandra Lorentson,
Mandy Cox, Hannah Husby and Twila Stevens. Members absent: Jerry Plemons, Florence East and
Donnie Contreras.
III. Adoption of Minutes- Regular meeting — Adoption of Minutes from January 9, 2019— 1St, Amy McCoy,
2nd Bobby Broderick, Unanimous thereafter.
IV. Public Comment— None.
V. Police Department Report—Captain James Lerma, PD Liaison for the Parks & Recreation Advisory
Committee presented report. Call Logs/Reports: Blucher Park— 10 incidents; 8 investigations, 1 quality
of life and 1 suspicious person all initiated by CCPD. Oveal Williams Center—calls have decreased; 2
suspicious calls and 1 medical. South Bluff Park— 17 self-initiated by CCPD, 5 quality of life, 4
suspicious person and 3 investigations; 3 calls for shots fired which were fireworks. Dolphin Park— 1
capsized boat, no one in water; 2 quality of life, 1 loud music and 2 suspicious persons. Agnes
Underpass—area at Crosstown and Agnes. CCPD, Solid Waste Services and Park Operations clean
this area daily. CCPD and Parks Department will review municipal agreement with Texas Department of
Transportation on maintenance responsibilities for this area. Blucher Park continues to have issues that
are being addressed by CCPD for homeless camping in park.
VI. Presentations
• Community Enrichment Fund —Consensus for presentation to be tabled until end of meeting; if
no time allows then will be presented at next month's meeting.
VII. Old Business
• SQH —Additional information pending from SQH to present to City Council. The presentation will
be conducted before the new City Council.
• Special Purpose Designation Park—Blucher and Hans Suter Parks to be identified as Special
Purpose. CCPD and Legal Department will review information presented on criteria and
language to be included for designation. The Parks Director has the authority to approve the
designation and will be presented to PRAC.
VIII. New Business for Discussion and Possible Action
• Proposed Splash Pads and Shade Structures— (slide 19) Parks proposed for shade structures
are Lt. Alexander, Dan Whitworth and Sherril Parks. Discussion held as to site selection for
shade structures. The splash pads background information explained the need to consider water
and wastewater (utilities) access to the parks proposed. The proposed locations for splash pads
were presented. After much discussion, members requested, if feasible, to add a third site for
splash pad based on utilities available at site. The prioritized list of splash pad sites are (1)
Lindale, (2) Bill Witt and (3) Salinas Parks. Motion made by Mandy Cox, 2nd Bobby Broderick, to
add Bill Witt to the site selection; all approved. Motion made by Mandy Cox, 2nd Alissa Mejia to
prioritize list; all approved. Staff will present a better cost estimate for splash pads.
Motion made by Mandy Cox, 2nd Alissa Mejia, to prioritize splash pads and add list of shade
structures listed. All approved.
• Repurposed Park List— (handout in binder) Background information provided for parks on the
repurposed parks list. Discussion held. If repurposed park list was adopted, this would leave 172
parks left in park system. Motion to approve repurposed park list as presented - 1St Mandy Cox,
2nd Amy McCoy. In Favor—5; Opposed —3; Motion carried.
• Playground Equipment Grant Site Selection — Motion made to add North Pope instead of
Academy Park and add Collier and Oso Place for Playground equipment— 1St Bobby Broderick,
2nd Hannah Husby, All approved.
IX. Committee, Liaison/Staff Reports—
Island Strategic Action Committee— No report.
Watershore & Beach Advisory Committee— No report.
X. Director Report
• Collier Pool —Maintenance issues addressed include reapplying sealant, pool heater working
great and goal is to post daily"real time"water temperature on aquatics web page.
• London and Southside Area Advisory Committee—Casandra Lorentson volunteer to serve as
the PRAC representative.
• Master Plan —The consultant has completed, and document is being reviewed. This will be
brought to committee in three months.
• Administrative Office Relocation — In February, the City Hall offices will relocate to three houses
at Heritage Park—Galvan, Sidbury and Gungenheim.
