Regular Meeting *Wednesday, May 8, 2019 5:30 p.m.

MINUTES
I. Call to Order by Dotson Lewis at 5:30 pm
II. Roll Call of Members: Dotson Lewis, Jerry Plemons, Bobby Broderick, Amy McCoy, Alissa Mejia,
Casandra Lorentson, Flo East, Mandy Cox, Hannah Husby, Howard Schauer and Twila Stevens.
III. Adoption of Minutes- Regular meeting — Adoption of Minutes from March 13, 2019— 1St, Bobby
Broderick, 2nd, Jerry Plemons, Unanimous thereafter.
IV. Public Comment— None.
V. Police Department Report—Captain William Broyles distributed report on status of patrolled parks.
Discussion held as to homeless issue in Flour Bluff at Parker Park. The Special Park Designation being
drafted by the Legal Department for Blucher Park is in process of being finalized for review.

VII. Old Business
• SQH —This item is still pending to go before City Council.
VIII. New Business for Discussion and Possible Action
• Blucher Park Ordinance is under final review by CCPD; then will go before City Council in June.
• Games of Texas 2020 &2021 —will be presented at next PRAC meeting and is scheduled to go
before City Council in June.
• Mobile Estes Park- $41,029 for pipeline installation was acted on by City Council for funds to be
accepted into Community Enrichment Funds.
IX. Committee, Liaison/Staff Reports—
Island Strategic Action Committee— Dotson Lewis reported that updates on Packery Channel
were presented. Discussion on location for Beach Operations maintenance building location is
pending.
Watershore & Beach Advisory Committee—Jerry Plemons reported on beach refurbishing at
North Beach. Proposed ordinance to limit kite boarding. Discussion of Harbor Bridge and
proposed The Wakers project. The North Beach Task Force has not presented to the
Watershore Advisory Committee.
London & Southside Area Advisory Committee—Cassandra Lorentson presented summary of
town hall meetings held. One recommendation was to upgrade Bill Witt Park to access trails;
another recommendation was to create a better path of travel from Southside to downtown.
X. Director Report
• Jermel Stevenson, New Director, introduced himself to Committee and provided a briefing on the
Department.
XI. Committee Member Comments/Announcements/Agenda Requests-
• Amy McCoy publicly thanked the Parks and Recreation Department for their support and
assistance on the Parade and Buc Day events.
