Call to Order by Dotson Lewis at 5:30 pm II. Roll Call of Members: Dotson Lewis, Jerry Plemons, Bobby Broderick, Amy McCoy, Alissa Mejia, Casandra Lorentson, Mandy Cox, Howard Schauer, Flo East, Hannah Husby and Twila Stevens. Excused absence: Bobby Broderick and Amy McCoy. III. Adoption of Minutes - Regular meeting – Adoption of Minutes from July 10, 2019 – 1st, Howard Schauer, 2nd, Alissa Mejia, Unanimous thereafter. IV. Public Comment – None. V. Police Department Report – No Report – Captain William Broyles did not attend. VI. Presentations • FY 2020 Proposed Parks and Recreation City Budget – Overview provided by Jermel Stevenson, Parks and Recreation Director. Highlights include addressing natural resources, park mowing cycles, the need to hire more team members, and shade structures to save park system equipment. • FY 2020 Proposed Parks and Recreation Fee Schedule – Overview provided by Jermel Stevenson, Parks and Recreation Director. Highlights include reducing the number of Park and Recreation fees from 330 to 165 and the elimination of admission fees to all swimming pools beginning FY 2020. VII. Old Business • Splash Parks Update – working with Purchasing to determine features and timeline to have splash parks installed ready for use by May 2020. Planning to take to City Council next month. VIII. New Business for Discussion and Possible Action • None IX. Committee, Liaison/Staff Reports – • Island Strategic Action Committee – Thank you for lifeguard work done at the beaches and lifeguard stand by Bob Hall Pier; lifeguards recognized by City Council last week. Packery Channel using FEMA money to build it right to have a shoal under; shoaling report of drainage locations at next ISAC meeting next month. Jermel and Padre Isles Property Owners Association President will meet to discuss all the parks on the island. • Watershore & Beach Advisory Committee – North Beach nourishment approved. North Beach requires new sand every 5 to 10 years; sand desperately needed now due to Hurricane Harvey and spots where sand is close to boardwalk. Contract has been signed. Cost to City is $11,000; the remaining 97.5% will be covered by FEMA and the Texas General Land Office (GLO), but FEMA will cover most of the cost. North Beach will receive sand nourishment this winter. Packery Channel sand being moved by GLO and Corps of Engineers; work to begin soon. Camping issue at beach due to water getting closer to the dunes; people starting to camp in driving lanes. Requesting signage for areas where not to camp. Proposal to increase beach access fee to $15.00 for 2021; agenda item for next month. City and County cooperation relating to the beach for enhancement of services with lifeguards and maintenance of County beach. Dimmit Pier is salvageable while Cole Park Pier cannot be repaired. Pavilion in Packery Channel will be ready in November 2019. • London & Southside Area Advisory Committee – Meeting on July 12, 2019. Freese and Nichols presented the plan based on what community input was and asked for committee feedback to approve it. Documents uploaded to City website with presentation and summary at (https://www.cctexas.com/southsideandlondon). Discussed vision for London and Southside but focused on Southside. Councilman Gil Hernandez stating need for work of a Master Plan for Bill Witt Park; he is in favor of regional parks which this could be one. Discussed having more regional parks with all amenities; e.g., tennis courts and pools, where people could go during the weekend. Feedback was there was not much like that in the London area, but it is in the Southside. Big plan for Parks was a focus to use drainage ditches as walkable trail areas to connect everything together. Renderings shown; concern over types of plants used to beautify these spaces and maintenance. More feedback for shade structures to include in development plan as they are finding people are using more school playgrounds instead of park playgrounds. Focus on Bill Witt as Del Mar campus coming soon and focus on connecting Oso. Proposed Homeowners Associations for creating neighborhood parks instead of having a lot of smaller parks that Parks and Recreation has to take care of. One more committee meeting in October and one more community meeting. X. Director Report – Jermel Stevenson, Director • Pickleball available for Winter Texans. • Botsford Park – Risk Management asked for concession stand and bleachers be removed. Bleachers are old and rusted; they will be replaced. Working with group to remove them. Becky Perrin, Assistant Director • Reducing our Parks and Recreation Boards and Committees to five without losing service. Plan is to have subcommittees and liaisons. XI. Committee Member Comments/Announcements/Agenda Requests - • Informative tree presentation about trees. When to use shade structures versus natural. • Raise beach access fee. • Clarification for committee quorum. • Committee Workshop. XII. Adjournment at 6:58 p.m.
