CALL TO ORDER: The special called meeting of the Park and Recreation Advisory Committee was called to order by Chair Vic Menard 4:15p.m. II. ROLL CALL: The recording secretary called roll and announced a quorum was present. IV. ACTION ON ABSENT MEMBERS: In order to correct a procedural error from the December 13, 2000 meeting, Ms. Baker moved to excuse the absence of Ms. Milligan, Mr. Spears, Mr. Ochoa and Mr. Olivarez from the December 13, 2000 Regular Meeting. Ms. Billish seconded the motion. The motion carried. Ms. Milligan had seconded the original motion at the January 10, 2001 meeting. V. HEAR FROM THE PUBLIC: No public was present. VI. BUSINESS A. OLD BUSINESS: None. B. NEW BUSINESS 1. Consideration of Park Naming Request Ms. Yvonne Haag, assistant to the City Manager presented a park renaming request, as part of an initiative to recognize Terry and Bobby Labonte, described by Council Member Henry Garret as two Corpus Christi hometown heroes. Mr. Garrett, the committee chair, was unable to attend the meeting. In his place, Ms Haag, from the City Manager's office, read a proposal to rename Nueces River Park to honor the Labonte Brothers as the Terry and Bobby Labonte Park. Chair Menard voiced his concern about the dilution of the Mary Rhodes Pipeline Dedication area in the Nueces River Park. He recommended the Old City Hall park site as an alternate location because it had not been previously named in honor of anyone, and it, too, was in a prominent location in the City. Page I of 3 �r V Ms. Baker moved that the Park and Recreation Advisory Committee recommend that the City Council not rename the Nueces River Park in honor of the Labonte Brothers, that the Recognition Committee find another site which has not yet been named in honor of someone, and that the City Council consider authorizing the naming of the unnamed park area between the Memorial Coliseum and Sherrill Park (the Old City Hall site), the Terry and Bobby Labonte Park. Mr. Ochoa seconded the motion. Chair opened discussion on the motion. Mr. Ochoa and Ms. Milligan expressed their concern about future requests to name and rename parks and other facilities throughout the City. They voiced a desire to follow the existing City policy regarding park renaming and go through that entire process as outlined in the policy. Mr. Ochoa voiced a desire to deal with the 60-day waiting period as a separate issue and allowing the public to participate in the process. Billy Olivarez arrived at 4:56 p.m. Mr. Ochoa called the question. The vote was held and the motion carried unanimously. Chair Menard opened discussion and entertained a motion about waiving the 60-day waiting period/publication process. No motion was made. Chair Menard stated for the record that the Committee was very supportive of the effort to recognize the Labonte Brothers, and that the vote was in the spirit of the park naming policy. The Committee recommended finding another suitable location and suggested one. III. .ADOPTION OF MINUTES OF THE REGULAR MEETING OF JANUARY 10, 2001: Mr. Ochoa moved to accept as presented the minutes of the January 10, 2001 meeting. Ms. Billish second the motion. The motion carried. IV. ACTION ON ABSENT MEMBERS: Mr. Ochoa moved to excuse Mr. Tamez from the December 13, 2000 meeting and Chair Menard and Mr. Tamez from the January 10, 2001 meeting. Ms. Milligan seconded the motion. The motion carried. VII. SUBCOMMITTEE REPORTS: None. VIII. DIRECTOR'S REPORT: None. IX. REQUEST FOR INFORMATION/AGENDA ITEMS: None. X. ADJOURNMENT: As there was no further business, Ms. Milligan moved to adjourn the February 15, 2001 special called meeting of the Park and Recreation Advisory H'pWirwnnest orb,parkbordAminutes4001021501 Page 1 of 3 0 Committee.
