CALL TO ORDER: Chairs Debra Douglas, Chuck Anastos and Vic Menard called the
Special Called January 24, 2002 Joint Meeting of the Landmark Commission, the Arts
and Cultural Commission and the Park and Recreation Advisory Committee to order at
5:03 p.m.
II. ROLL CALL: The recording secretaries called roll and announced quorums were
present.
VI. BUSINESS
B. NEW BUSINESS
1. Presentation and Possible Action on Proposed Artesian Park
Development Project
Mr. John Dykemas of the architectural firm Bright and Dykemas
introduced the video recording from the City Council Meeting of January
8, 2002, at which Landscape Architect Peter Walker presented his concept
for the Artesian Park Development.
Mr. Walter Plitt(Chair of the Palo Alto National Park Association,
Brownsville, TX), Moses Canales (917 Stirman, 78411), Rosa Canales
(representing Descendants of Mexican War Veterans) addressed the
Committee and Commission members, voicing opposition to the proposed
design.
Ms. Bunny Tinker of the Landmark Commission read a statement that the
Artesian Park—Master Review Subcommittee was split 2 for and 2
against, and would not make a recommendation.

The Landmark Commission and the Arts and Cultural Commission moved
and seconded to take up this matter at their next regularly scheduled
meetings.
The Arts and Cultural Commission disbanded at 6:40 p.m.
Mr. Anderson moved to recommend the design to the City Council. Mr.
Olivarez seconded the motion. The motion passed.
VIII. ADJOURNMENT: As there was no further business to discuss, Mr. Spears moved to
adjourn the January 24, 2002 Special Called Park and Recreation Advisory Committee Meeting.
Mr. Olivarez seconded the motion. The motion carried. Chair Menard adjourned the January
24, 2002 Special Called Park and Recreation Advisory Committee Meeting at 6:50 p.m.
