ROLL CALL: The recording secretary called roll and announced a quorum was present. III. ADOPTION OF MINUTES OF THE REGULAR MEETING OF APRIL 10,2002: Mr. Alvarez moved to adopt the minutes of the Regular Meeting of April 10, 2002 as presented. Ms. Baker seconded the motion. The motion carried. IV. ACTION ON ABSENT MEMBERS: None V. HEAR FROM THE PUBLIC: Mr. Cisneros introduced Doug Baker from the Pope Park (North and South) renovation group who addressed the Advisory Committee. He discussed the plan that his group has designed, to improve the parks. The emphasis is on prohibiting vehicular traffic in the parks. Mr. Cisneros stated that the item will return on the June agenda as an action item. VI. BUSINESS a. Old Business 1. Presentation and Possible Action on South Guth Park Master Plan Ms. Miriam Wagenschein and Ms. Jeanne Gardner of the Pharaoh Valley Homeowners Association brought the Advisory Committee the Revised Master Plan for South Guth Park. Mr. Gregorio moved that the Advisory Committee support the Revised Master Plan to City Council. Ms. Billish seconded the motion. The motion carried. The Revised Master Plan will be on the May 28, 2002 City Council Agenda. b. New Business 1. Proposal and Possible Action on Waste Water Service for Bill Witt Park Dr. Scott Dinkins, President of the Padre Soccer League brought the Advisory Committee information about adding Waste Water Service to the soccer area of Bill Witt Park. Mr. David Hessong, President of the Pop Warner Football League, discussed Waste Water Service to the football area of Bill Witt Park. Mr. Spears seconded the motion. The motion carried. 2. Discussion and Possible Action on Don and Sandy Blllish Park Dedication Ceremony Mr. Cisneros announced that the Dedication Ceremony is scheduled for June 22, 2002 at 9:00 a.m. VII. COMMITTEE/STAFF REPORTS Mr. Olivarez reported on the Greens Committee. Ms. Billish reported on the Friends of the Parks initiative. VIII. DIRECTOR'S REPORT AND COMMITTEE CONCERNS As a part of the Director's Report, Mr. Rick Guerra of Frost Bank, a resident of the Packery Channel Park area, addressed the Advisory Committee. Packery Channel Park is site#64 on the Great Texas Birding Trail. Mr. Guerra discussed the North Padre Island Oak Motte Sanctuary at Packery Channel. As part of the Director's Report, Jim Carrillo of Half Associates presented a status report on the Master Plan. A finalized plan will considered as part of the June Advisory Committee agenda. He stated that it would take approximately $40 million to fund everything on his list. He also stated that Texas Parks and Wildlife (TPWD) looks at the priority list and implementation plan, cost estimate and possible funding sources. Chair Menard stated that he would like a Heritage Park statement added to the Master Plan. The Advisory Committee requested the following Agenda Items: An update on the State School property, action on the Master Plan, and review and possible action on the Golf feasibility study. IX. ADJOURNMENT: As there was no further business, Ms. Billish moved to adjourn the May 8, 2002 Regular Meeting of the Park and Recreation Advisory Committee. Mr. Spears seconded the motion.
