ROLL CALL OF MEMBERS: The recording secretary called roll and announced that a quorum was present. III. ADOPTION OF MINUTES of the regular meeting of September 11, 2002. Sandy Billish corrected Section VI. 2, Friends of the Park to state, Sandy Billish reported . . .' Maria Ramos moved to accept the minutes as corrected. Rome Gregorio seconded. The motion passed. IV. HEAR FROM THE PUBLIC: None. V. BUSINESS A. Old Business 1. Presentation by Forrest Richardson of the proposed golf course improvements. Without opposition, this item was tabled until the Special Called Meeting of the Greens Sub-Committee and the Park and Recreation Advisory Committee to be held Wednesday, October 15, 2002 at 5:00 p.m. on the grounds of the Gabe Lozano Golf Center. (Dorrinda Garza arrived at 5:15 p.m.) Due to scheduling conflicts, Staff Report was heard next. Presentation of the Corpus Christi Parks, Recreation and Open Spaces Master Plan 2002-2007 by James Carrillo of Halff Associates. Mr. Carrillo gave a PowerPoint presentation and showed maps depicting our current method of procuring and developing our neighborhood parks. He then gave suggestions for more efficiently developing larger, more centralized public areas. Action on this proposal is scheduled during the Special Called Meeting. (Anne Baker left at 6:30 p.m.) 2. Presentation by Dan Whitworth of the Park and Recreation Department overview. Mr. Whitworth presented several handouts exampling the structure of the department, its operational organization and financial history. Discussion was held regarding some identified problems and examples of solutions being considered by staff. COMMITTEE/STAFF REPORTS 1. Greens Committee Davie Cissna reported the Greens Committee did not have a quorum at their September meeting. However, there was discussion and an update on the surcharge fund was requested. Mr. Whitworth said the funds were still being held. Also, concern was expressed about the Capital Improvement presentation being rushed. Had there been enough public input into the suggestions? Mr. Whitworth related the process as it has occurred and the opportunities available for public comment. Additional discussion will be held at the Special Called Meeting. 2. Friends of the Parks Sandy Billish said the Strategic Planning meeting is scheduled for Thursday, October 10, 2002. All members are invited to attend. VII. COMMITTEE CONCERNS Billy Olivarez stated he has asked by the school golf coaches to request a reduced fee for students who wish to practice during the summer. VII. Request for Information,Agenda Items A. Dan Whitworth will provide: 1. Park and Recreation Department Revenue Budget information. 2. When possible, standards for management and maintenance performances. 3. If possible, comparative of Corpus Christi's performance to other cities our size. B. Workshop discussion: Date: Wednesday, November 13, 2002 from 5:00 pm—7:00 pm in the Basement Training Room of City Hall. Facilitator: Dan Whitworth will contact Scott Eliff. If Mr. Eliff is unavailable, then Susan Cable will be asked. Objective: to set goals for the next twelve months and select subcommittees to fulfill the associated tasks. VIII.
