ROLL CALL OF MEMBERS: The recording secretary called roll and announced that a quorum was present. Chair of the Greens Committee, J. V. Arrendando called to order the October 15, 2002 Special Meeting of the Greens Committee at 5:10 p.m. The recording secretary called roll and announced that a quorum was present. III. PRESENTATION by Forrest Richardson & Associates of the proposed capital improvements to the municipal golf courses. Mr. Richardson presented specific proposals for Gabe Lozano Golf Course and Oso Beach Golf Course. He described three categories of work for each facility, essential measures on fundamental issues, practical enhancements, and future expansion opportunities. IV. ACTION on Proposed Golf Improvements At the end of the presentation, Rome Gregorio thanked Mr. Richardson and relinquished the floor to J. V. Arrendando. The Greens Committee passed their motion to accept the Forrest Richardson & Associates proposal. They then recommended accepting the proposal to the Park & Recreation Advisory Committee. Their business being concluded, the Greens Committee was adjourned and the floor was returned to the Park& Recreation Advisory Committee. Rome Gregorio asked the question of the Park & Recreation Advisory Committee. Dorrinda Garza made a motion to accept the Forrest Richardson & Associates proposal. Billy Olivarez seconded. There was no additional discussion. The motion passed. V. ACTION on the Corpus Christi Parks, Recreation, and Open Spaces Master Plan Dan Whitworth, Director of the Park & Recreation Department, gave a brief overview of the presentation given at the regular meeting of Wednesday, October 9, 2002. Ann Baker made a motion to move forward and accept the proposal as given by James Carrillo. Dorrinda Garza seconded. There was no additional discussion. The motion passed. VI. HEAR FROM THE PUBLIC: Simon Gonzales lives at 1513 Sixth Street. Regarding the golf course improvement plan, Mr. Gonzales asked if our area's growth patterns and the City's liability were considered. V. Arredondo, Chairman. MEMBERS PRESENT: Bill Alley, Billie Graham, Carl Vaughn, Bob Scott, Dale McFarland, J.V.Arredondo, Ray Falcon. MEMBERS ABSENT: Ruby Fontana. PARK & RECREATION ADVISORY BOARD LIAISON PRESENT: Tiger Olivarez, Davie Cissna. STAFF PRESENT: J. D. Batten, David Ondrias, Bruce Haddad, Dan Buder, Dan Whitworth, Adria Schreiber-Garza,Margie Rose. NEW BUSINESS: This meeting was held in order to hear a presentation by Forrest Richardson &Associates regarding the proposed capital improvements of the municipal golf courses. The meeting was a simultaneous meeting of the Municipal Greens Committee and the Park and Recreation Advisory Committee ("PRAC"). Color copies of the proposals were given to members of each of the committees. Mr. Rome Gregorio, Chair of PRAC, introduced Mr. Forrest Richardson who began his presentation with a brief overview of the master plan process and the steps taken by both the City and the National Golf Foundation up to this point. Mr.Richardson then moved on to his presentation on Gabe Lozano Sr. Golf Center,indicating that his work dealt with three areas: existing conditions, enhancements and future expansion opportunities. He reviewed improvements/enhancements to the Regulation-18 "Championship Course" and then reviewed the "Precision Course,"his term for the enhanced and expanded Executive 9. The existing Executive 9 would essentially be completely reworked to become a Par 30-32 18-hole course aimed for use by the youth, beginning players and those who desired simply a"quick round of golf" Upon completion of the review of the proposed. changes to Gabe Lozano, Mr. Richardson answered questions from both committee members and the general public. Mr. Richardson then moved on to the proposed changes to Oso Beach Municipal Golf Course. His basic concept for this course was to make it"a journey." He identified three 9-hole loops: The Town 9(current front 9 holes), The Woods 9(current back 9 holes)and The Beach 9 (a proposed 9 holes in area located next to the Oso Waste Water Treatment Plant). He also discussed the two options available for building a driving range: a conventional driving range located where #7 and the City's nursery are currently located and an "aqua range" located on the parcel of land commonly referred to as the Barrera Property. V. Arredondo for Municipal Greens Committee action. Ms. Billie Graham made a motion to accept the proposal as presented. Mr. Ray Falcon seconded the motion. After further discussion, the motion was amended by Mr. Bob Scott to read that the Municipal Greens Committee accept the proposal in its entirety and recommend implementation in its entirety. Mr. Bill Alley seconded the motion and it was passed by unanimous approval. Mr. Arredondo then passed the committee's approval of the proposal to Mr. Gregorio.
