PARK AND RECREATION ADVISORY COMMITTEE

CALL TO ORDER: Chair, Sandra Billish called the meeting to order at 5:05 p.m.
II. ROLL CALL OF MEMBERS: The recording secretary called roll and announced that a quorum was
present.
III. ADOPTION OF MINUTES:
Regular meeting of February 12, 2003. Rome Gregorio moved to accept the minutes as submitted.
Billy Olivarez seconded. The motion passed.
IV. HEAR FROM THE PUBLIC: None
V. BUSINESS:
A. New Business—
1. Presentation by Michael Womack of the Texas Agricultural Extension Service and the
Xeriscape Committee on Landscape Ordinance Issues
Michael Womack gave a PowerPoint presentation of proposed changes to the Landscape
Ordinance that was originally adopted in 1988. This ordinance encourages Xeriscape
landscaping of Commercial areas. Mr. Womack described the proposed changes to reduce
water consumption, improve air quality and produce more shade in Commercial areas. Mr.
Womack also stated these changes were needed because Commercial Landscaping greatly
influences residential practices. He showed a purple sticker that our local nurseries will be
using to designate hearty, Xeriscape plants to assist with residential planting and planning.
Yolanda Marrufo of the City Water Department and as the coordinator to the Xeriscape
Committee also assisted with the presentation.
2. Presentation by Andrew Quittner of the new ADA rules
Andy Quittner, Assistant City Attorney, gave a PowerPoint presentation on the newly adopted
ADA requirements as they apply to the Park and Recreation Department. Effective October 3,
2002 all rules apply to new construction or to existing structures when they are altered.
Accessibility to facilities is the greatest concern being addressed at this time. Golf courses need
to be completely accessible. A single person golf cart is exampled for use on putting greens.
Swimming pools must have a slopped entry into the water and two entrances into the facility.
Fishing Piers need a two-inch lip to restrain a wheel chair from rolling off the pier or a retaining
rail that meets certain height requirements. Sport Courts and Fields must have an accessible
route connecting boundary areas. General park facilities need picnic tables and grills at
appropriate wheelchair heights. All facilities and sites must have accessible parking and routes
to the facility. Programs, services and facilities of the Park & Recreation Department are being
evaluated for applicable compliance.

B. Old Business— None
VI. COMMITTEE/STAFF REPORTS:
A. Arbor Day Celebration
Dorrinda Garza said she is continuing work on this project with other community groups. The target
festival weekend is November 8th with other events occurring during the preceding week.
B. Friends of the Parks
Sandra Billish reported the committee is processing questionnaires and will meet on April 2n".
C. Green's Committee
Billy Olivarez reported complaints about the hours of operation, product cost and personnel of the
Snack Bar Concession at the Lozano Center. The sand trap work at Lozano has been completed.
Davie Cissna lead discussion about the Golf Improvement plan that is scheduled to go before the
City Council on March 25". Sandy Billish volunteered to attend the Council meeting to relate that
the Green's Committee and the Park & Recreation Advisory Committee have approved spending
the surcharge funds to improve the existing golf courses.
D. Planning Committee
Davie Cissna provided a handout of the committee's goals. Discussion was held and information
was exchanged about coordinating their work with other groups.

VIII. REQUEST FOR INFORMATION,AGENDA ITEMS:
Agenda items:
Linda Hodge requested to be on the April agenda to give a presentation on the services provided by
the Senior Community Services Division. She also would like to be on the May agent to give a
presentation on the Summer Youth Programs.
Rome Gregorio requested more information on the recent expansion of the Hike and Bike Trail.
IX. ADJOURNMENT:
As there was no further business, Anne Baker made a motion to adjourn the meeting at 6:45 p.m.
Rome Gregorio seconded. The motion passed.
