CALL TO ORDER: Chair, Sandy Billish called the meeting to order at 5:00 p.m. II. ROLL CALL OF MEMBERS: The recording secretary called roll and announced that a quorum was present. 111. ADOPTION OF MINUTES: Regular Meeting of January 14, 2004 Anne Baker made a motion to accept the minutes as submitted. Gloria Aguilar seconded. The motion passed. It was also noted that Planning is now called Neighborhood Services. IV. HEAR FROM THE PUBLIC: none (Maria Ramos arrived at 5:02 p.m. Cliff Bost arrived at 5:04 p.m. Rome Gregorio arrived at 5:05 p.m.) BUSINESS: A. Presentation—Beach Update David Ondrias introduced Kristin Connor, Beaches Manager. Ms. Connor is on special assignment until July 31" for Ms. Margie Rose, Assistant City Manager to evaluate all aspects of our beach responsibilities. Ms. Connor will return to the committee with reports as appropriate. Todd Jensen, Beach Maintenance Supervisor, showed a map depicting the City annexed Gulf Beach area and gave an update of our maintenance process. Mr. Jensen noted Vehicle Beach Parking Stickers are required for parking in most areas of the beach. A new business office was recently opened at Fire Station #16 but the maintenance facility has not been completed yet. (Megan Welch arrived at 5:15 p.m.) B. New Business— Billish Park Sandy Billish requested discussion on the Billish Park Improvement project be tabled until the regular March meeting. The committee agreed. C. Old Business—none VI. COMMITTEE, LIAISON/STAFF REPORTS: GREENS COMMITTEE Davie Cissna reported rounds of golf are still down which will probably cause a deficit in the year end revenues. He also reported on the surcharge improvement project. The sand trap and pot hole work is complete. Contracts have been awarded for the irrigation work. Procurement of additional trees is in process. The three employees hired for the surcharge work are currently on the Gabe Lozano drainage project and will begin work at the Ow Beach Course about the end of April. Mr. Cissna requested a report on the surcharge spending. Mr. Semtner said he would forward an updated report to Mr. Cissna. Mr. Cissna also related that the pull cart fee had been lowered and the affiliated golf associations were asked to suggest ways to improve rounds played. The Junior Program under the leadership of Tiger/Billy Olivarez was going extremely well. SCANNED PLANNING/DEVELOPMENT Clifford Bost said there had not been a meeting. Therefore, there was nothing to report at this time. PROGRAM DEVELOPMENT Dorrinda Garza said their group met with Linda Hodge last week to discuss and begin work on an Inclusion Open House at the Joe Garza complex. Programs will be demonstrated and public comment will be sought. The committee still has a goal of an all-league meeting. FINANCE/BUDGET Rome Gregorio said there had not been a meeting. Therefore, there was nothing to report at this time. PARK DEDICATION ORDINANCE REVIEW Anne Baker said there had not been a meeting. Therefore, there was nothing to report at this time. FRIENDS OF THE PARKS (FOP) Sandy Billish said the group was not a corporation and is working on their 501C3 designation. Their current projects are procuring trees for the Ben Garza Park and a citizen's request for a Mother's grove. FOP will bring a report to the committee in April. VII. COMMITTEE, LIAISON/STAFF REPORTS David Ondrias reported on the following: >Seawall Benches—After the Seawall work is complete the benches will be replaced with new benches consisting of a stainless steel frame and white, high density polyethylene (HDPE) seating. Groupings of benches may be used. Final plans are not complete. Money to replace the benches was covered in the contract. Mr. Ondrias will bring update reports to the committee. >The City Council adopted an ordinance amending the Code of Ordinances, Chapter 24, Human -'� Relations by adding Article V, Discrimination Against Individuals With Disabilities. >Beautify Corpus Christi is discussing a collaborative effort for the City's tree nursery. VIII. COMMITTEE CONCERNS -BaiquiR-Riehard announced a Beautify Corpus Christi fundraiser event on February 27'". Volunteers are needed.L w44-4. 'tbods.c- (Rome Gregorio left at 5:57 p.m.) Linda Hodge announced that several staff members will attend the March TRAPS meeting in Wichita Falls as Corpus Christi will host the state meeting next year. It was noted that a Public Meeting will be held to discuss the CDBG projects in the Council Chambers on Wednesday, February 18'' beginning at 5:30. Members were encouraged to attend. Sandy Billish lead a brief discussion on the recent Citizen Survey noting the desire for adult programs. Linda Hodge noted that these programs were already under consideration and additional information will be forthcoming as developments occur. A copy of the Citizen Survey will be provided to members at the March meeting. David Ondrias announced that the Directors position will be advertised Nationally. Mr. Ondrias will continue as Acting Director. (Maria Ramos left at 6:35 p.m.) IX. REQUEST FOR INFORMATION,AGENGA ITEMS: Davie Cissna requested an item to address his request for the Park & Recreation Advisory Committee to be made an action committee or power board. Linda Hodge offered to give a PowerPoint presentation on the CIP and CDBG proposed projects. The committee accepted. Q A special called meeting was set for Wednesday, February 25th to discuss the CIP project list. `` Members were encouraged to view the recent Council meeting for pertinent information. )/x.
