PARK AND RECREATION ADVISORY COMMITTEE
Regular Meeting
July 14, 2004, 5:00 p.m.

I. CALL TO ORDER: Chair, Sandy Billish called the meeting to order at 5:05 p.m.
II. ROLL CALL OF MEMBERS:
The recording secretary called roll and announced that a quorum was present.
III. ADOPTION OF MINUTES OF THE REGULAR MEETING OF June 9,2004
Anne Baker moved to accept the minutes as submitted. Dorrinda Garza seconded. The motion passed.
Due to scheduling conflicts,the committee heard the agenda out of order.
V. BUSINESS
A. Presentations
3. Bayfront Master Plan
Raymond Gignac, architect and Ron Massey,Assistant City Manager, reviewed a PowerPoint presentation
and lead discussion on the proposed Shoreline Boulevard Master Plan-Corpus Christi.
Anne Baker made a motion to support the concept of Option 4 of the Shoreline Boulevard Master Plan —
Corpus Christi as presented. Dorrinda Garza seconded. Additional discussion yielded concern regarding
possible commercial development within the green space areas. The motion passed with 2 members
opposing.
A handout was provided by Ron Massey detailing the language used by the Planning Commission
regarding this plan. Copies will be distributed to all members.
1. Coastal Bend Regional Park Foundation
Greg Perkes presented the sixteen hundred acre, one hundred year plan for the Coastal Bend Region Park
Foundation, Inc. The first phase is a five-year plan to be opened in March 2009. The proposed park area
is boundaried by Ayers Street/Chapman Ranch Road, County Road 43/Way out Weber Road, and Farm to
Market Road 763/Petronila Highway.
Anne Baker made a motion to support the concept of Coastal Bend Regional Park as presented. Dorrinda
Garza seconded. The vote was called but suspended.
Davie Cissna made a motion to amend the motion to support the concept of a Coastal Bend Regional Park.
Dorrinda Garza again seconded the motion. The vote was called and passed unanimously. Greg Perkes
abstained from voting as he is a member of the Coastal Bend Regional Park Foundation Board.
IV. HEAR FROM THE PUBLIC:
Michael Manjarris requested to be on the August agenda to present his proposal for a Sculpture Garden in the
Water Garden and Art Museum area. Chair, Sandy Billish agreed.
V. BUSINESS
A. Presentations
3. Committee for Persons with Disabilities
Linda Fallwell-Stover, chair of the Committee for Persons with Disabilities (CFPWD)stated their committee
is working on an inclusion statement and welcomes input from the committee members. She invited the
members to the CFPWD August 4th meeting. When complete the inclusion statement will be brought
before the Park& Recreation Advisory Committee for review and with a request for support.

C. Old Business
Sandy Billish reviewed the terms for all members. Members wanting to continue serving must write a letter
to the City Secretary's office requesting reappointment. Two members will need to be replaced. Staff will
collect new member applications from the City Secretary's Office and provide that information to the
committee for review Voting will be on the August agenda.
VI. COMMITTEE, LIAISON/STAFF REPORTS
Director's Report
Sandy Billish reported that Margie Rose, Assistant City Manager, Interim Director, stated the City Manager will
make an announcement regarding the Park& Recreation Director position next week.
Staff Report
Linda Hodge announced the TRAPS Conference will be held in Corpus Christi in March of 2005. Thursday and
Friday of this week the TRAPS Board will be holding their quarterly meeting at the Holiday Inn, Emerald Beach.
During the month of July there will be several inclusion activities around the city to bring citizens awareness to
the Park&Recreation programs.
The fund raising project, Dancing with Dolphins, has arrived in Corpus Christi. Currently, three dolphins are on
display in Sherrill Park.
There will be a Staff Retreat in September to set goals and review this year's accomplishments. A report will
be provided the committee in October.
Finance
Sandy Billish stated the group has not recently met. Hunter Young was invited to join the sub-committee.
Planning Development
Cliff Bost was absent. Davie Cissna reported the committee has not recently met.
Program Development
Dorrinda Garza stated the group has not recently met.
Park Dedication Ordinance
Anne Baker and Karen Woodard met with city staff and an outside consultant group hired by the City to focus
on development of the Oso Creek and Southside area of town. This sub-committee will work in collaboration
on the Keystone Park issue of the Master Plan.
Greens
Davie Cissna reported City Council supported the Greens Committee and staff recommendation to terminate
the Mel's Catering contract. Golf rounds played are down about 20%from this time last year. There is concern
about the erosion of#Hole 13 at the Oso Course. Staff is working on a solution. The Surcharge Fund is being
reviewed.
VII. COMMITTEE CONCERNS—
Sandy Billish announced the monthly agenda and minutes will be sent via email to all members having
computer access. Printed copies will be available upon request.
VIII. Request for Information,Agenda Items
Sandy Billish requested an update on the status of the Master Plan recommended Keystone Parks.
IX. ADJOURNMENT
Anne Baker made a motion to adjourn the meeting. Greg Perkes seconded. The meeting was adjourned at
7:00 pm.
