I. CALL TO ORDER OF THE PARKS RECREATION ADVISORY COMMITTEE: _. A.

II. ROLL CALL OF MEMBERS:
The recording secretary called roll for the Park & Recreation Advisory Committee and announced that a
quorum was present.

Ill. CALL TO ORDER OF THE GREENS COMMITTEE:
Chair, Bill Alley called the meeting to order at 5:02 p.m.

The recording secretary called roll for the Greens Committee and announced that a quorum was present.

V. Business
Presentation, Meadowbrook Subdivision Area Drainage Improvement Project
Dan Leyendecker of LNV Engineering presented two revised proposals to solve the drainage problem of
the Meadowbrook Subdivision that included modifications to the Oso Beach Golf Course. This project is
critical to alleviate home flooding of the Meadowbrook area.
The two new options provided the following changes.
Option#1. There is no visual island in the lake. A new irrigation lake is designed beside the existing
irrigation lake. The fill or storage areas are widened,extending the shoreline. Additional small areas of
storage are added.
Option#2. There is no visual island in the lake. Storage areas are more esthetically sculptured,
somewhat larger with modifications to the 14"'tee box while maintaining the lake to the left of play.
Committee members re-discussed their concerns regarding:
>Replenishment of the habitat, including trees, plants and wildlife, in the construction area.
>Elevation clarifications, drainage patterns, erosion control, and debris control.
>Golf Cart Bridge usage and possible need to rebuild.
>Project time frame. The project is estimated to be completed within 3 years.
Committee members discussed their agreement to recommend combining Option#2 with the additional
irrigation lake shown in Option#1. Members liked the more sculptured course levels, rather than the
more level engineering design and felt the additional irrigation lake to be beneficial.

VI. Hear from the Public
Chair,Sandy Billish called for public comments. There were none.
VII. Action on the Meadowbrook Project
Chair, Sandy Billish invited the Greens Committee Chair, Bill Alley to call their motion.
Billie Graham made the motion that Plan B with modifications to create a second irrigation reservoir as
in Plan Ago forward. Ray Falcon seconded. Motion passed.
Bill Alley returned the floor to Sandy Billish to call the Park&Recreation Advisory Committee's motion.
Rome Gregorio made a motion to agree and support Billie Graham's motion from the Greens
Committee. Davie Cissna seconded. Discussion was held. Chair,Sandy Billish called for the vote.
The motion passed with three members opposing.
Carl Suding amended the motion to include appropriating$100,000.00 to go for dean-up, restoration of
the spoiled areas to include tees,fairways, hard trails, erosion control and beautification of the banks
and irrigation to complete the Meadowbrook Drainage Project,Oso Creek Golf Course section.
Appropriation is to be requested from the Storm Water Department to the Park&Recreation
Department. Greg Perkes seconded. Motion passed with one member opposing.
VIII. Adjournment of the Greens Committee
As there was no further business on this item, Bill Alley announced there would not be a regular
meeting of the Greens Committee on Wednesday and called for a motion to adjourn. Ray Falcon made
a motion to adjourn the Greens Committee. Milo Garcia seconded and expressed appreciation for all
efforts associated with this project. The Greens Committee was adjourned at 5:55 p.m.
IX. Adjournment of the Park& Recreation Advisory Committee
As there was no further business on this item, Sandy Billish called for a motion to adjourn the Park&
Recreation Advisory Committee. Davie Cissna made a motion to adjourn. Greg Perkes seconded. The
