CALL TO ORDER OF THE PARKS&RECREATION ADVISORY COMMITTEE Chair, Sandy Blllish called the meeting to order at 5:04 p.m. II. ROLL CALL OF MEMBERS The recording secretary called roll and announced that a quorum was present. Sandy Nish introduced and the committee welcomed the two new members, Russell Stowers and Garrett Dorsey. III. ADOPTION OF MINUTES Regular Meeting,April 12,2000 Buddy Sparks made a motion to accept the minutes. Mari Whitworth seconded. Motion passed. IV. HEAR FROM THE PUBLIC-none V. BUSINESS A. PRESENTATIONS,DISCUSSION AND POSSIBLE ACTION Coopers Alley Island Landscape Project Chair,Sandy Nish tabled the item as there were no presenters. B. NEW BUSINESS,DISCUSSION AND POSSIBLE ACTION-none D. OLD BUSINESS 1. Oso Creek-Oso Bay Greenbelt.Parks and Trails System Master Plan Art Sosa summarized the two public meetings held since the April PRAC meeting, and lead the review and discussion of the proposal. Greg Perkes noted he would abstain from the vote because of his previous work on the project and his personal Interest in a planned adjacent project. Mad Whitworth made a motion to accept the concept plan as proposed. Buddy Sparks seconded. Motion passed. Art Sosa introduced Richard Thompson, Urban Forester for the Parks&Recreation Department. (Teresa Canillo arrived at 5:15 pm, Donlnda Garza arrived at 5:19 pm.) 2. Sub-Committee Assignment Review Finance/Budget Hunter Young will chair,with Garrett Dorsey and Buddy Sparks Greens Cad Suding will be the liaison with Billy Olivarez, Junior Golfers Representative Park Dedication Ordinance Review SCANNED v N Staff Sally Gavlik and Art Sosa will continue their work on the Unified Development Code (UDC). Planning Development Jaime Pyle will chair with Greg Perkes, Cad Suding and Art Sosa will continue as staff liaslon Program Development Doninda Gain wlU chair with Teresa Carrillo, Russell Stowers and Mari Whitworth All committees are to notify the secretary, K Chute at 826-3464, of their meeting time and place. VI. COMMITTEE,UAISONISTAFF REPORTS FINANCE/BUDGET SUB-COMMITTEE: Reba George provided a handout illustrating the Parks & Recreation Revenue and Expenditure Summary for the General, Parks Grants and Community Enrichment Funds. Discussion was held regarding d the Latchkey on s. ional inforation was requested the Beach g one the it following collecteditems:unds, a presentation from City stage on iit the Hotel Occupancy Tax Fund, update on the Golf Fund including the Surcharge Fund status, and the Trust Fund accounts. Sandy Billish requested an agenda gem of a Finance Report to indude an update on the 2004 Bond projects including distributed funds. Billy Delgado and Art Sosa will work toward completing those reports for mailing before the next meeting. GREENS SUBCOMMITTEE: Carl Suding reported their April meeting did not result in a quorum. However, those present did discuss the Gabe Lozano renovation project including the estimated September completion date and the Meadowbrook Drainage Project. Additional conversation was held about the National Golf Foundation Report,Marshall section noting that Marshals should not play during peak hours. PLANNING DEVELOPMENT SUB-COMMITTEE: Carl Suding reported their review of 29 plats; three with park land dedications, six provided funding instead of land, four in prelkninary status, and one in revision. Their commi0ee supports staff recommendation on the eligible plats. PROGRAM DEVELOPMENT: Noting unforeseen family situations, Dordnda Garza said there had not been a meeting, However, she had spoken to the Athletics Superintendent who said their parenVcoaches training program has begun. Currently the coaches are being trained so they will be able to train their participant's parents. Staff is preparing for the Summer Programs. SPECIAL PROJECTS Art Sosa clarified questions asked regarding the UDC's completion time line stating there are still several months processing before it will be completed. Members will receive a copy of the Parks & Recreation material alter Council acceptance of the code. The term dwelling and dwelling unit is addressed in the Definition Section of the UDC. Development Services currently does not require landscaping around Retention Ponds. Private lakes are not required to be fenced. Our processing time for plat review is within 30 days. So far, the Parks& Recreation process has been completed within that timeframe. A park might be developed in the Lola Johnson Road and Laguna Shores Road area. Additional information will follow as it develops. DIRECTOR: Sally Gavlik was unable to attend the meeting but had asked Art Sosa to provide clarifications for previous member's questions. This had been accomplished during the meeting discussions. Sandy Billish announced she and Charlotte Hutchinson would accompany Sally Gavlik to the National Recreation and Park Association Summit in Chicago next week. VII. COMMITTEE CONCERNS: none w y VIII. ADJOURNMENT As there was no further business, Buddy Sparks made a motion to adjourn the meeting. Greg Perkes seconded. The meeting was adjourned by Sandy Bluish at 6:05 pm.
