I. CALL TO ORDER OF THE PARKS& RECREATION ADVISORY COMMITTEE
Chair, Hunter Young called the meeting to order at 5:06 p.m.
II. ROLL CALL OF MEMBERS
The recording secretary called roll and announced that a quorum was present.
III. ADOPTION OF MINUTES
Regular Meeting, August 16, 2006
Carl Suding made a motion to accept the minutes. Teresa Carrillo seconded. Motion passed.

V. BUSINESS
A. PRESENTATIONS
Introduction of new Parks&Recreation Staff
Sally Gavlik, Director, introduced the following new staff; Margaret Prieto, Latchkey Program Manager,
Josh Wentworth,student park planner/designer, Clint Wyatt, Recreation Centers Program Manager,
Valerie Villarreal,Juvenile Assessment Center Superintendent. Claudia Lichtenberger,CCapwell
Obesity Grant Administrator could not attend but will be introduced at another meeting.
Staff was welcomed by the members with questions asked and answered about their work.
The Department org chart was requested and will be provided by staff.
Josh Wentworth presented the Enrichment Fund books. This project examples his work to provide a
tool for tracking park land,funds,and their distribution for improvements. Discussion was held.
B. PRESENTATIONS, DISCUSSION AND POSSIBLE ACTION
1. People's Street Band Shell Report and Proposal
Peter Davidson, Marina Superintendent, presented information about the Band Shell located on the
People's Street T-Head, built in 1948. In 1958 it received the Garden Club's Beauty Spot award.
The structure was built of concrete and steel rebar. The steel is rusting and popping off concrete.
The structure cannot be saved because of the materials used to build it. The Historical Commission
and the Museum of Science and History do not have record of it being a historical site. The Clean
Sweep Program can demolish the structure free of charge. The rubble can be used to help areas of
shoreline erosion. The Downtown Management District(DMD)has hired Robert Gignac,to provide a
new landscape design. The DMD is also raising funds for this project.
Dorrinda Garza made a motion to support staffs recommendation to City Council to remove the old
Band Shell on People's Street T-Head. Buddy Sparks seconded. Discussion was held and Buddy
Sparks called for the question. The committee unanimously voted to support the motion.
2. Bayfront Presentation
Sally Gavlik distributed the 2006 Bayfront Development Plan. Review of the features and discussion
was held. No action was requested of the committee.

D. OLD BUSINESS
Sally Gavlik provided the Legislative Report. Booklets from the National Recreation and Park
Association,A call to Action,A National Agenda for Urban Parks and Recreation in America were
given. Copies of the 2006-2007,Texas Parks& Recreation Society(TRAPS)Legislative Platform with
their sample resolution and memorandum requesting support by all city and county governments were
also distributed. Review and discussion was held.
Doninda Garza made a motion to recommend City Council approve a resolution that supports
increased funding for the Texas Recreation& Parks Account Local Park Grant Program and the Texas
State Park System. Teresa Canillo seconded. Motion passed without opposition. The committee
requested staff process the resolution and memorandum to City Council.
Sally Gavlik distributed the Hotel Occupancy Tax(HOT)breakdown information provided by Eddie
Houlihan,Assistant Director of Management& Budget. Ms. Gavlik led discussion and answered
questions.
The committee requested the following specific information:
A copy of the legislation on HOT regarding the collections and disbursements,
What does the Convention and Visitors Bureau and the SMG spend the HOT monies for,
Who is in charge of overseeing the HOT?
The committee requested Eddie Houlihan be invited to the October meeting.
Sally Gavlik distributed the final version of the Oso Creek—Oso Bay Greenbelt, Parks&Trails System
Appendix D,to the City of Corpus Christi Parks&Recreation, and Open Spaces Master Plan.
Members may review the plan and add it to their notebooks.
VI. COMMITTEE, LIAISONISTAFF REPORTS
FINANCE/BUDGET SUB-COMMITTEE:
Hunter Young reviewed the FY 2006 Revenue and Expenditure Report. The Beach Parking Permit
information is not complete. Continued discussion will be held in October.
The committee held discussion about the HEB Tennis Center, new management to be hired; the Latchkey
revenue loss and the closing of some sites; the increase of revenue at Heritage Park; the golf surcharge
saving increase that will be used for improvements to the course(s),closure expenses during improvements,
and capital improvements like the golf carts. The monthly cost of graffiti clean-up was also noted. And the
Marina slip construction as reflected in their figures.
GREENS SUB-COMMITTEE:
Carl Suding reported a quorum for their August 30th meeting. It was noted that the Gabe Lozano
construction looks good. The Oso Beach construction is about 95% complete. Tiger Olivares said the
Youth Golf program was also going good. The anticipated new IP phones will assist with reserving T-Times.
The committee is changing their meeting dates to the last Tuesday of each month.
PLANNING DEVELOPMENT SUB-COMMITTEE:
Jaime Pyle was unable to attend. Billy Delgado reported the review of 25 plats, 1 with approved land
dedication, 4 with money in lieu of land, 3 with future park potential, and 16 without parkland requirements
or was previously satisfied. The committee approved staffs recommendations.
PROGRAM DEVELOPMENT:
Doninda Garza said their committee has been in contact with staff and the City Council's Youth Advisory
Committee. Ms. Garza also requested a meeting of their committee with Sally Gavlik for discussion and
future direction.
SPECIAL PROJECTS:
Billy Delgado provided an update on the CDBG and Bond Projects. Mr. Delgado lead discussion on
additional projects and noted the Parks & Recreation Departments work with the Engineering Department
on small contracted projects will save administration fees that can be applied to the project. November 3'd,
at 11 am the Nancy Todd Garrett Memorial Park will officially be re-opened. Citizens are donating trees for
that park.

DIRECTOR:
Sally Gavlik announced, Chris Semtner as the permanent Superintendent of the Tourist District. She also
noted Maureen Mahoney had taken a State position in Austin. Congratulations were expressed.
VII. COMMITTEE CONCERNS
Teresa Carrillo expressed her desire to see more attention and improvement to the downtown parks. The
committee agreed.

As there was no further business, Buddy Sparks made a motion to adjourn the meeting. Doninda Garza
