CALL TO ORDER Chair, Hunter Young called the meeting to order at 5:01 p.m. II. ROLL CALL The recording secretary called roll and announced that a quorum was present. Chris Semtner introduced Wes Vardeman, Program Manager, Cultural Services Division. The committee welcomed this new staff member. III. ADOPTION OF MINUTES May 14, 2008, Regular Meeting Buddy Sparks made a motion to accept the minutes as presented. Dorrinda Garza seconded. Motion passed. IV. HEAR FROM THE PUBLIC none V. BUSINESS A. Presentation for Discussion and Possible Action 1. Norma Urban Park Conceptual Proposal Chip Urban presented the proposed plan for Norma Urban Park. (Greg Perkes arrived at 5:10 pm) Mr. Urban described a cement area for continued use during the Boat Show and other display events, landscaping tolerant of the salt spray, wind and heat, meditation area, and the hope for art sculptures. Parking areas will remain the same. Coordination of the City's lift station work is also planned. Dorrinda Garza made a motion to recommend the Norma Urban Park proposal to City Council. Greg Perkes seconded. Motion passed. Sally Gavlik announced this item is on the August 26"' Council agenda. B. Presentation 1. Oso Conservation Park conceptual design presentation by Joshua Wentworth This item was tabled. 2. Tree Inventory Update by Randall Stivers, IV SCANNED 1114 *11110 This item was tabled. Sally Gavlik informed the committee of the notification from the Texas Parks and Wildlife Department (TPWD), that Corpus Christi Parks & Recreation Department will be awarded two grants for use in the Oso Bay project; the Recreation Trails Grant of two-hundred thousand, and the Outdoor Recreation Grant of five-hundred thousand. Ms. Gavlik and Reba George will accept these grant awards on August 215'at a meeting in Houston. The committee congratulated staff. C. Old Business for Discussion and Action Cemetery Ordinance Sally Gavlik provided background on the City's two historical cemeteries. She also explained how the new City Ordinance follows the State guidelines. Ms. Gavlik clarified the City does enforce the cemetery curfew and the Parks & Recreation Department provides maintenance. Buddy Sparks made a motion to approve the proposed cemetery ordinance. Dorrinda Garza seconded. Motion passed. Hunter Young gave the floor to Sally Gavlik who presented plaques to two members who will no longer be serving on the committee; Dorrinda Garza who completed six years of service, and Buddy Sparks who served for four years. Cake was served while congratulations were given. VI. COMMITTEE, LIAISON/STAFF REPORTS FINANCE/BUDGET: There was no meeting. Hunter Young noted the provided financial reports and will address any questions from the members. GREENS: Rene Gutierrez was absent. There was no report. MARINA ADVISORY COMMITTEE: Greg Perkes noted their consideration of possible future funding as their own department, or as a general fund supported department. Problems with trash in the storm water run off, special events trash, and the Miradores maintenance is also being discussed. The Finance Committee requested a breakdown of Marina funds. PLANNING/DEVELOPMENT: Garrett Dorsey stated 8 plats were reviewed with one multiplex plat eligible for funds dedication. The committee supports the recommendation from staff. Additional funds from the Unified Development Code (UDC) changes were noted. PROGRAM DEVELOPMENT: Due to miscommunication of the meeting site, Dorrinda Garza noted the committee did not meet. Richard Thompson was prepared to present information about the Tree City Program. This item will be addressed on their September agenda. MARKETING/PROMOTION: Greg Perkes stated there was no meeting. Stacie Talbert provided a report from the staff committee. The Fall/Winter Guide is being completed. Ms. Talbert provided information relating to advertising options, along with the composition of an advertising grid for timeline and deadline coordination. Additionally, staff will be announcing a department mascot, the Starfish. A naming contest will be held in January. SPECIAL PROJECTS: A written report was submitted to the Committee. Billy Delgado thanked Joshua Wentworth and Stacie Talbert for their work during his absence. WATERSHORE AND BEACH ADVISORY COMMITTEE: Garrett Dorsey did not attend. There is no report. DIRECTOR: Sally Gavlik thanked Ron Woods for attending a public meeting on the Bond 2008 project. The Parks & Recreation Department have assisted with City Management and Council's requests. Ms. Gavlik announced a collaborative project with the Water Department. Water lines on Padre Island must be flushed. Our departments are working to irrigate the island parks with this water. Another project introduced by Ms. Gavlik was Tuff's Cove. This forty-five acre frontage along Wilson's Bay is the result of a 1973 lawsuit. The location of this land allows the GLO to long term lease additional property to the City. Thus, the department is working toward a boat ramp, parking lot, and other possible amenities within the next eighteen months to two years for that area. VII. COMMITTEE CONCERNS/COMMENTS The Committee decided to schedule the Tour of Parks & Recreation Department sites, facilities and programs on Saturday, November 1'r, from 9 am — noon, to end at a recreation or senior center for a Jason's Deli lunch. If needed, a short meeting could be held to address any necessary items. Superintendent, Stacie Talbert will present information at the September meeting about programs offered by the Parks & Recreation Department. This will be the first of the 2008-2009 series of division presentations. Damage to park trees by weed eaters was discussed. Protective wraps were discussed. VIII: REQUEST FOR INFORMATION, AGENDA ITEMS Information on the Conservation Park was requested for the September agenda. Sally Gavlik clarified the discussion during the City Council's meeting and how the department had re-written some of the Bond 2008 information to accommodate those plans. Review of the sub committees for possible combination and membership participation was requested for the September agenda. IX. ADJOURNMENT As there was no further business, Buddy Sparks made a motion to adjourn the meeting. Dorrinda Garza seconded. The meeting was adjourned by Chair, Hunter Young at 6:21 pm. ittt Pal,IVV.
