CALL TO ORDER Vice Chair, Rene Gutierrez called the meeting to order at 5:10 p.m. II. ROLL CALL The recording secretary called roll and announced that a quorum was present. New member, Carlos Haney, was introduced. III. ADOPTION OF MINUTES February 11, 2009, Regular Meeting - Lisa Torres made a motion to accept the minutes as presented. Carrie Robertson seconded. Motion passed. IV. PUBLIC Comment— none V. BUSINESS FOR DISCUSSION AND POSSIBLE ACTION A. Rename Request CC Beach Promenade to CC Beachwalk As JoAnn Gilbertson was not present, Sally Gavlik and Carrie Robertson reviewed the proposal for the committee. Currently, staff has received a verbal request to rename the area depicted on the hand-drawn poster noting a walk area from CC Beach, through the Water Taxi, ending about the Coliseum area on McGee Beach. Committee members requested staff contact the adjacent property owners/managers to receive their comments and compile a report. Discussion was also held regarding this proposal as a positive marketing tool, similar to the River Walk in San Antonio. It was also noted that the proposal had been supported at the previous Watershore and Beach Advisory Committee meeting. Staff will request the Marina Advisory Committee add this presentation to their next available meeting agenda. VI. COMMITTEE, LIAISON/STAFF REPORTS Because the focus of this meeting was the committee's vision statement and goals, other committee reports were not given. DIRECTOR: ® Sally Gavlik announced Stacie Talbert recently received the National Recreation and Parks Society (NRPA), Young Professional Award during the NRPA Legislative Session. Congratulations were expressed by the members. Ms. Gavlik additionally noted meetings with Senators John Cornyn and Kay Bailey Hutchinson, Congressmen, or their staff representatives for, Chet Edwards, Lamar Smith, Mac Thornberry, Ciro Rodriguez, Solomon Ortiz, Joe Barton Ruben Hinojosa, and Ralph Hall. Meetings were held to discuss the NRPA Legislative Agenda regarding an increase to the Texas Parks & Wildlife Cl) Department (TPWD) grants, the Urban Park and Recreation Recovery Act, Community Development Block Grant Program (CDBG), No Child Left Inside to include parks along with school district uses, f 'S and Texas Department of Transportation (TXDOT) Enhancements, Rails to Trails, Safe Routes to School, and Trials Program. Members asked how they could show support. They were urged, as individual citizens, to let Congressman Solomon P. Ortiz know they strongly support these five areas of legislation. ASSISTANT DIRECTOR: Stacie Talbert announced Becky Perrin will begin as the departments Program Services Superintendent on April 13, 2009. She will be introduced at an upcoming meeting. Ms. Talbert also reported on the Texas Recreation and Parks Society (TRAPS) Walk the Halls of the Austin Capitol event on February 24, 2009. Members Sylvia Samaniego and Lisa Torres participated in the event to support appropriating all funds from the Sporting Good Items Tax to fully fund TPWD grants and. Meetings were held with Senators Chuy Hinojosa, Todd Hunter, Abel Herrero and Solomon Ortiz, Jr. The committee expressed appreciation to Ms. Samaniego and Torres for their participation. VI. A. Rename Request CC Beach Promenade to CC Beachwalk continuation JoAnn Gilbertson arrived and re-iterated most of the presented information, noting the design included additional signage to provide distance to attractions along the route. Questions were asked and answered. Ms. Gavlik provided the following process information. Staff must receive the written, complete request form. A form copy was given to Ms. Gilbertson. Since this project has been proposed as a marketing tool, it should be reviewed by the Convention and Visitor's Bureau, Keith Arnold. Notification of the proposal to adjacent businesses and land owners must be given to receive their comments. The Marina Advisory Committee needs to receive the proposal and take action on it. Public notification and public meetings must be held regarding the consideration of a name change. Research must be completed regarding the current Bay Trail name usage. Staff will begin their due diligence research when the completed form is received and provide PRAC a complete report before action will be requested of the committee. Thereafter, staff will assist to prepare the item for City Council consideration. Vice Chair, Rene Gutierrez recessed the meeting at 5:55 pm for a short break. B. 2009-2010 Vision Statement and Goals Workshop Vice Chair, Rene Gutierrez called the meeting to order at 6:05pm. Discussion began regarding the committee's new vision statement and goals project. Upon question, Ms. Gavlik offered the following. The Parks & Recreation Department has thirteen advisory committees, each with a specific focus, who all report to the Parks & Recreation Advisory Committee (PRAC). PRAC recommends to Council. All committee members bring information from the community. Members are the department's eyes and ears to help staff gather ideas so services can meet the community needs. Committee members keep the communication flowing between the community and the committees. Discussion continued. VII. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA VIII. ADJOURNMENT As time necessitated the leaving of a member, and there would not longer be a quorum, Lisa Torres made a motion to adjourn the meeting. Ron Woods seconded.
