MHOS PIAT: Mr. Jim McCown, Chairman, Mr. Claude Axel, Mrs. Gwen Bryant, Mr. Roger Garrison, Mr. Bill Hall, Mrs. Janette Hallmark, Mr. Jack Ratkavic, Mr. Jimmy Rodriguez*, Mr. Gus Ruiz, Ms. Toby Shor- Oshnan, Vice-Chhairnan*, Mr. Cefe Valenzuela. MDI ABSENT: Mr. Manuel Flores STAFF PRESENT: Mr. Malcolm Matthews, Director of Park and Recreation, Mr. Mike Gordon, Assistant Director, Mr. J. O. Lopez, Recreation Superintendent. CALL TO acnc Chairman McCain called the regular monthly meeting of the Park and Recreation Advisory Committee to order at 4:07 p.m. A quorum was present. ACITCN CH MINUTES: Mr. Axel referred to September 12th minutes, page 3, stating the address for Rev. Mayfield should reflect 1720 Archdale. Mr. Hall referred to page 3, stating the word "Softball" should be included when referring to Bill Witt OmmOex. Mrs. Hallmark moved that the minutes be approved as amended. Mrs. Bryant seconded and the motion passed unanimously. Chairman McCown called for action on the special called minutes of Septentber 20th. Mrs. Hallmark moved that they be approved as printed. Mr. Valenzuela seconded and the notion passed unanimn sly, CHAIRMAN'S RETORT: None. SOBlTIITTEE MOPES: The Com¢nittee heard brief reports fon Mr. Valenzuela, liaison to the Greens Committee and from Mrs. Bryant, liaison to the Heritage Park Tenants Association. Chairman McCown stated that he has established a Northwest Development SUbcamnittee and appointed Janette Hallmark as liaison. The Committee heard presentations by Mr. Tarry Baker, 11599 leopard Street, and Mr. Garnett Brooks, 102 Amistad, regarding development of the Nueces River Park area. DIR ECIVR'S RETORT Request to Rename Elgin Park to Dr. Henry Clav Dilworth, Jr. Park - Mr. Matthews gave a brief history on Elgin Park. Rev. Richards, 2010 Mandy, presented Chairman McCown with a petition in favor of the naming of the park, containing 174 signatures. Mr. Samuel Stoney, 1709 Hemlock, spoke in support of this renaming. *Ms. Shor-Oshman arrived at 4:20 p.m. ^ , *Mr. Jimmy Rodriguez arrived at 4:30 p.m. �c;' d`ov m`a, r Request to Rename Oceanview Park to Catalina Martinez Park - Mr. Matthews gave a brief history on this park. Mr. Matthews reported that beginning in November, an item will be on the Committee's agenda for action an absent members. Responding to a recommendation from the City Secretary, advisory minutes will be shortened to one page, if possible. DLSCUSSTON nos proposal to Rehabilitate the 6-points RPA Bus Stop - The Committee heard a proposal by Steve Ortmann and Scott Johnson on the rehabilitation of the 6-Points RTA bus stop. Mrs. Hallmark moved that the amnittee accept the staff recommendation to move forward with this project as presented by the representatives from RTA. Mr. Axel seconded and the motion passed with Mr. Hall abstaining. Discussion of Site Location for Padre Little reams - Mr. Lopez gave the Committee an update on the request to relocate Padre Little league to Bill Witt Softball Complex. Chairman MOCbwn requested that the agreement be mailed to the Committee in order to have sufficient time for review. Mr. Valenzuela moved that the Committee recommend an eleven month contract, from November through October. Mr. Garrison seconded and the motion passed with Mr. Hall abstaining. Dicn,asion of leased Property Maintenance - Mr. Lopez gave a status report on maintenance arrangements on leased City properties. Mr. Garrison suggested that a clause be included in the leasers that the league be charged for the maintenance costs if it is necessary for Park crews to clean the property. A lengthy disn,ssion followed, however, no action was taken on this item. CURRENT CCN E: None. HEAR PISA[ THE PUBLIC: Mr. Mario Rineon, 4210 Barren, discussed maintenance equipment problems faced by youth organizations and expressed interest in City auctioned equipment. He felt leagues should stop playing on old landfill properties, as continual problems are encountered from settling. Additionally, he felt the City should consider the Combining of various leagues.
