PARK AND RECREATION ADVISORY COMMITTEE
June 12, 1991 - 4:00 P.M
MEMBERS PRESENT: Jim McCown, Chairman, Gwen Bryant, Bill Hall, Janette
Hallmark, Jack Ratkovic, Jimmy Rodriguez, Cefe Valenzuela
MEMBERS ABSENT: Toby Shor Oshman, Vice-Chairman, Claude Axel, Roger Garrison,
Gus Ruiz
STAFF PRESENT Malcolm Matthews, Director, Mike Gordon, Assistant Director
CALL TO ORDER. The regular monthly meeting of the Park and Recreation Advisory
Committee was called to order in the Committee Room at City Hall.
ACTION ON ABSENT MEMBERS: The motion was made by Mrs. Bryant to excuse Mr.
Valenzuela's and Mr. Ratkovic's absences from the May meeting. Mrs. Hallmark seconded
and the motion passed unanimously.
CHAIRMAN'S REPORT: None.
SUBCOMMI1 1 EE REPORTS:
Teen Center Mrs. Bryant stated progress is continuing with this committee.
Heritage Park Tenants Assoc.: Mrs. Bryant reported that Mr. Matthews submitted a
maintenance plan for the homes which was well received. She asked that the Committee
pass a resolution in support of the plan.
Northwest: None.
Special Events: Mr. Rodriguez reported that progress is continuing on the Special
Olympics 'Texas Beach Party" July 4th weekend.
DIRECTOR'S REPORT
Joint Meeting - Mr. Gordon reminded the members of a special called joint meeting on
June 18th at 6:30 p.m. to discuss lighting along the bayfront.
Texas Paralyzed Veterans' Association - Mr. Robert Kilpatrick, Texas Paralyzed Veterans'
Association, presented the Adaptive Programs Supervisor, Ms. Diana Hankins, with a check
for $5,000 to assist in operation of her summer programs. The grant will assist the needs
of both youth and adults who are hearing impaired, attention deficit, or mentally retarded.

Advertisement of Department's Programs - Mr. Gordon reviewed a location map which
indicates all of the department's facilities. This was a cooperative effort at no cost to the
agency. Approximately 30,000 copies have been distributed across the city.
He also reviewed the departmental tabloid which appeared in the Corpus Christi Caller
Times. This was also at no cost to the department and is anticipated to appear semi-
annually, outlining the department's programs and schedules.
DISCUSSION ITEMS
Discussion of Proposed 1991-92 Budget - Mr. Matthews reviewed each activity in the
department's budget for 1991-92. He explained the department's major priority is the
establishment of a facility maintenance crew. Extensive discussion followed.
Mr. Creed Coffee, representing the Greens Committee, addressed the Committee on the
need to reduce the Administrative Charge against the Golf Fund and the proposed increase
in green fee rates. A lengthy debate followed on the budget.
Chairman McCown called for a special called meeting on Tuesday, June 18th, to conclude
discussion on the proposed budget. As a quorum no longer existed, a consensus of those
present agreed to the special called meeting.
Discussion of Committee Goals- Due to the lateness of the hour, the Chairman asked that
this item be delayed until the next meeting.

As there was no further business, Chairman McCown adjourned the meeting at 7:45 p.m.
