MEMBERS PRESENT: Toby Shor Oshman,Chairman,Jimmy Rodriguez,Vice-Chairman, Claude Mel, Gwen Bryant, Joe Garcia, Curtis Rich, Jack Ratkovic, Cefe Valenzuela. MEMBERS ABSENT: Roger Garrison, Robert Gunnels, Gus Ruiz. STAFF PRESENT: Malcolm Matthews, Director of Park & Recreation, Dan Whitworth, Assistant Director for Programs CALL TO ORDER: The regular monthly meeting of the Park and Recreation Advisory Committee was called to order at 4:00 p.m. in the first floor committee room at City Hall. The Chairman noted that a quorum was present. APPROVAL OF MINUTES: Chairman Shor Oshman called for action on minutes of the regular meeting of November 11th. Mr. Rich moved that the minutes be amended to reflect the following changes: On page 2, 9th paragraph, third sentence,under discussion of Youth Sports Assistance Funding, the correct league be shown as Oso Pony League. On page 3, 2nd paragraph, first sentence, the amount recommended for American Little League should be reflected at $6,900. Mr.Rich also asked that the cover sheet be changed to be consistent with the minutes. As there were no further corrections, Mr. Rich moved that the minutes be accepted as amended. Mr. Valenzuela seconded and the motion passed unanimously. DIRECTOR'S REPORT: Youth Basketball - Mr. Matthews reported that the youth basketball program has grown from 650 to over 900 youngsters. Because of the increase, the adult program has been transferred to the YWCA. Softball Privatization - Staff summarized progress on the possibility of accepting requests for proposals to operate the softball program in the city. It is currently anticipated that the RFP will be mailed to interested parties in January. This item will be on the Committee's agenda in January. Youth Sports Assistance Funding- Mr. Matthews brought the Committee up to date on the status of American Little League. They held an election of officers and are now in good standing with required by-laws. The Committee's recommendation on the Youth Sports Assistance Program will be going to the City Council in January. The number of participants in all the leagues will be verified because the Committee recommended that the funds be divided among them on a per participant basis and there seems to be a few discrepancies in participants. Golf Operations - An update on the transfer of the golf operations to the Phoenix Group Holdings, Inc. was given with mention of the December 12th and 13th as dates to meet the Phoenix Group at the golf courses. Harbor Lights Celebration - This year, an artificial "tree of lights" was used in the Harbor Lights Celebration, rather than a live tree. Its scale is larger than the previous live trees which will make the tree more visible. CHAIRMAN'S REPORT TRAPS Legislation - Mr. Matthews stated staff has received a request from the Texas Recreation and Park Society headquarters to get local board members more involved in a grassroots movement for parks and recreation in the upcoming legislative session. SUBCOMMITTEE REPORTS: Heritage Park Tenants Association - Mrs. Bryant reported that "Christmas Past" was very successful and the tenants are interested in enlarging it next year. CURRENT CONCERNS- - Mr. Rich asked if a letter had been written to the youth sports leagues regarding their representatives at Committee meetings. Mr.Matthews replied that a letter would be mailed within the next few weeks to each of the league presidents. - A lengthy discussion was held regarding a workshop meeting to formulate possible goals and objectives for the Committee. It was agreed to have an additional meeting in January, with a time and date to be set. HEAR FROM THE PUBLIC- None.
