MINUTES
PARK AND RECREATION ADVISORY COMMITTEE
November 9, 1994
MEMBERS PRESENT: Toby Shor, Chairman, Roger Garrison, Robert Gross, Paul Koepke,
JoAnne McNeill, Gus Ruiz, Hector Salinas, Sharon Stewart, Cefe Valenzuela
MEMBERS ABSENT: Jimmy Rodriguez, Vice-Chairman

Athletics Supervisor, Billy Delgado, Assistant Athletics Supervisor, Judy Dreyer, Recording

CALL TO ORDER: The regular monthly meeting of the Park and Recreation Advisory
Committee was called to order at 4:00 p.m. in the Committee Room at City Hall by Chairman
Shor. She stated a quorum was present.
APPROVAL OF MINUTES: Mr. Ruiz moved that the minutes of the October 12th meeting
be approved as received. Mr. Koepke seconded the motion and it passed unanimously.
ACTION ON ABSENT MEMBERS: There were no absent members at the October meeting.
PRESENTATION OF TWO $4,000 CHECKS BY REPRESENTATIVES OF CITGO
AND SOUTHWESTERN REFINING IN SUPPORT OF CITY'S YOUTH BASKETBALL
PROGRAM: Mr. Whitworth stated the City Youth League Basketball Program is very
successful and serves approximately 1,300 youth. Some youth, however, are unable to attend
practices or games that are held in various CCISD gyms across the city. Staff recognized this
issue and has worked with the Weed & Seed Program, YMCA and the Police Athletic League
to develop a neighborhood program to meet their needs.
• Tom Sands, representing Southwestern Refining, presented the Committee with a check for
$4,000, stating that his organization feels working with the youth of the community has a lot
of potential and is very pleased to be involved with the program.
Mr. Chuck Cazalas, representing CITGO Refuting, presented Chairman Shor with a $4,000
check, stating CITGO felt this was one more way for the community and the refinery to be
working together and was very pleased to be a part of that association. He stated that Coles
Elementary School is a member of their advisory committee and was pleased to see that
schools are also a part of the program.
Mr. Whitworth advised the Committee that a press conference was held earlier in the day
which kicked off the Spurs Basketball Program, held in conjunction with several other
programs, all of which send a drug-free message to the kids.

Mr. Whitworth stated he would like to recognize the Athletics staff, Bob Heil and Billy
Delgado, for their work in the neighborhood basketball project, as they originally approached
management with the idea and saw it through to completion. In addition, the basketball
program operated by the City of Corpus Christi has been recognized by the Texas Amateur
Federation as the best in the state.
DIRECTOR'S REPORT:
Introduction of Committee Member: Mr. Whitworth recognized Mr. Robert Gross, who was
recently appointed to the Committee, filling the unexpired term of Mr. Ratkovic.
Ethics Ordinance: Copies of the Ethics Ordinance were passed out for the Committee's
review. Mr. Whitworth briefly reminded them of their responsibilities under this ordinance.
Natatorium Update: The Natatorium is scheduled for completion in February, 1995. The
original date had been January, 1995, however, recent heavy rains slowed the project
somewhat.
Marina Improvements: Because of the cross-jurisdiction with the Water/Shore Advisory
Committee, the Committee has been kept advised of Marina improvements. Those
improvements to "A" and "B" piers are now complete and the Committee will be invited to the
"pier party" to be held November 18th at 6:00 p.m.
Naming of Cole Park Amphitheater: Action on the request to name the Cole Park
Amphitheater in honor of William B. Anderson will be on the Committee's December agenda.
Legal notice has been posted in the newspaper, calling for any comments and will be posted
again prior to the December meeting, as required by ordinance.
Youth Sports Registration: Mr. Whitworth stated it will run for two weeks at various locations
across the city.
Senior Citizen Centers Update: Mr. Whitworth advised the Committee the Zavala Sr. Center
Open House is scheduled November 29th at 9:00 am. The Oveal Williams Center is
scheduled for December. A senior center is scheduled to be constructed in West Guth Park,
replacing the Teen Tee-Pee. Negotiations are underway the architect on that project at this
time.
Gateway Project Update: A decision is due by TexDoT on November 30th and will be
reviewed by the TPWD in January, 1995.
Neighborhood Park Associations: As per a request for information from one of the Committee
members, Mr. Whitworth advised that there are currently ten different groups working with the
department. They assist in purchasing of trees or plant material, playground equipment,
watering of parks, etc. The department is pleased to work with these groups, as they provide
supplemental funds for undeveloped parks and help decrease vandalism.

SUBCOMMITTEE REPORTS: None.
CURRENT CONCERNS: Mr. Garrison questioned the status of the ISTEA grant. Mr.
Whitworth stated that he felt it would be beneficial to the Committee to have an overview of
the Gateway and ISTEA projects, as well as the Vision 2000 overview, presented by Mr.
Matthews.
Mr. Garrison also expressed concern over what he felt was inadequate lighting of the Ullburg
sculpture on Shoreline. Mr. Whitworth explained that at the time, it was installed, electricity
was not available to all the Shoreline medians. However, electricity has now been added to
those medians and he would check to see what could be done to address the concern.

ADJOURNMENT: As there was no further business, Mrs. Castro moved the meeting be
adjourned at 4:35 p.m. Mr. Valenzuela seconded and the motion passed unanimously.
