March 10, 1999-5:00 p.m. City Hall Committee Room - 1201 Leopard Street.Corpus Christi, Texas Members Absent Staff John Dunn Robert Gross Robert Ibarra Marco Cisneros Joe Ochoa JoAnne McNeill Vic Menard Mike Gordon Marvin Spears Mae Milligan Oscar Hinojosa Carlos Mendez Gerardo Alvarez Billy Olivarez Addle Ives CALL TO ORDER: In the absence of Chair Vic Menard and Vice Chair Robert Ibarra, Park and Recreation Advisory Committee member JoAnne McNeill called the regular March 10, 1999 meeting of the Park &Recreation Advisory Committee to order at 5:05 p.m. ROLL CALL: The recording secretary called roll and announced that a quorum was present. APPROVAL OF THE MINUTES: Ms. McNeill called for the approval of the minutes of the February 10,1999 regular meeting of the Park and Recreation Advisory Committe. John Dunn moved to accept the minutes as written. Joe Ochoa seconded and the motion carried. ACTION ON ABSENCES: Ms. McNeill called for action on absences for the regular meeting of February 10, 1999. Joe Ochoa reported he had called city staff prior to the meeting to inform them he would not be attending due to a work-related matter. Marvin Spears moved to excuse Mr. Ochoa's absence. Robert Gross seconded and the motion carried. UPDATE ON CAPITAL IMPROVEMENTS PROJECTS: Carlos Mendez, Superintendent for Park Planning, gave an update on Capital Improvement Projects(C1P) to include CDBG projects. Discussion and questions were heard from the Committee regarding on-going projects. Mr. Mendez also gave the committee an update on grant work that is currently underway. ACTION ON THE 5-YEAR LEASE FOR THE CORPUS CHRISTI SENIOR SOFTBALL ASSOCIATION LEASE: Marco Cisneros, Director for Park and Recreation, gave an update on. the 5-year lease for the Corpus Christi Senior Softball Association lease. John Dunn moved to approve the 5-year lease for the Corpus Christi Senior Softball Association. Marvin Spears seconded and the motion carried. DIRECTOR'S REPORT:Mr. Cisneros reported that in future Committee mail outs of minutes and agendas,he would be including an information sheet to keep Committee members abreast of issues regarding the Park and Recreation Department. Mr. Cisneros reported on the successful Planning Commission meeting that was attended by Committee members, Joe Ochoa and Robert Ibarra who voiced the concerns of the Park & Recreation Advisory Committee. Mr. Cisneros expressed he would like to have a brainstorming meeting with staff and the Committee on park issues and also schedule another meeting with the Planning Commission and the Park & Recreation Advisory Committee regarding parkland dedication. Robert Gross felt it would be best to have a separate meeting outside of the regular monthly Park& Recreation Advisory Committee meetings for both groups to meet and discuss related issues. Mr. Gross also felt that at this meeting the issue of"pocket parks" could be addressed. Mr. Ochoa moved to have staff make arrangements to schedule a meeting for both the Planning Commission and the Park and Recreation Advisory Committee. The motion was seconded and passed unanimously. Mr. Cisneros covered with the Committee a letter of thanks for a job well done received from customers of the Corpus Christi Marina staff sent via e-mail. Mr. Cisneros also covered with the Committee a letter sent from Mike Gordon, Assistant Director of Park Operations, to the Gabe Lozano Golf Center and the Oso Golf Course staff regarding the manner in which the implementation of the new tee-time program was conducted. Mr. Cisneros stated all golf staff at both courses received the letter from Mr. Gordon. Mr. Cisneros also gave the Committee an update on the status of the renaming of the Hans Suter Wildlife Refuge located at South Guth Park. Mr. Cisneros informed the Committee the first public notice was printed in the Corpus Christi Caller-Time on February 16, 1999 and the seconded printing would be on March 18, 1999. Mr. Cisneros also added this item would be brought to the Committee for approval at the April 1999 regular meeting of the Park and Recreation Advisory Committee. SUBCOMMITTEE REPORTS: None. CURRENT CONCERNS: Robert Gross asked staff what measures were being taken at the Hans Suter Wildlife Refuge to curtail crime given the recent outbreak. Mr. Cisneros replied the police would be included in trying to rectify the matter. Mr. Cisneros stated this topic had been discussed at Tuesday's City Council meeting. JoAnne McNeill was hopeful the police could keep on top of- the fthe problem in order to insure that any improvements done to the park and wildlife refuge would not be damaged. Marvin Spears inquired if the Planning Commission could give a 5 and 10 year plan projection of development of Corpus Christi north side. Staff would be coordinating a presentation for the April 14, 1999 regular meeting of the Committee. HEAR FROM THE PUBLIC: None. ADJOURNMENT: As there was no further business, Joe Ochoa moved to adjourn the regular March meeting of the Park and Recreation Advisory Committee. Marvin Spears seconded and the motion carried.
