PARK AND RECREATION ADVISORY COMMITTEE
REGULAR MEETING

CALL TO ORDER—Chair Menard called the regular May meeting of the Park and Recreation
Advisory Committee to order at 5:05 p.m.
ROLL CALL — The roll was called, and the recording secretary announced that a quorum was
present.
(Chair Menard interrupted the order to inform the Committee that Oscar Hinojosa had been
appointed to the Human Relations Commission and would be leaving the Park & Recreation
Advisory Committee. Mr. Hinojosa left at 5:15 p.m.)
APPROVAL OF THE MINUTES—Chair Menard called for the approval of the minutes of the
regular April 14*meeting of the Park&Recreation Advisory Committee. Robert Ibarra moved to
accept the minutes as written. Joe Ochoa seconded the motion, and the motion carried.
ACTION ON ABSENCES FROM THE APRIL 14TH REGULAR MEETING—Robert Gross
was absent due to business commitments. Joe Ochoa was not able to attend due to his participation
in Buccaneer Days events. Mae Milligan called on April 141 to inform the board she would be out
of town on the day on the meeting. Robert Ibarra moved to excuse Mr. Gross,Mr. Ochoa and Ms.
Milligan's absences from the April 14'"regular meeting. Billy Olivarez seconded the motion, and
it passed.
DISCUSSION ON USE OF COMMUNICATION TOWERS IN CITY PARKS — Tony
Cisneros,Director of Park&Recreation and staff liaison, informed the Committee that the city had
recently adopted an ordinance regulating the erection of communication towers on city property.
Companies wanting to put towers in the city parks have approached Park and Recreation and been
told that the Advisory Committee would have to discuss the issue thoroughly before any decisions
could be made.
All members of the Committee expressed opposition to the erection of communication towers in any
city park. Mae Milligan wanted to know if the neighborhood around a park would be consulted
before a tower was placed in the park. Mr. Cisneros suggested the possibility of meetings being held
to allow the residents of the neighborhood to have input on the issue of a tower erected in their park.
Joe Ochoa moved that the Committee stand against tower erection in any city park. The motion was

seconded by Robert Marra, and passed unanimously.
PRESENTATION OF CORPUS CHRISTI PARK AND RECREATION SUMMER YOUTH
RECREATION PROGRAMS — Due to problems with computer software, the PowerPoint
presentation would occur at the June 9th regular meeting of the Park and Recreation Advisory
Committee.
DIRECTOR'S REPORT — Director, Tony Cisneros, allowed Sandra Billish to address the
Committee. Mrs. Billish requested that the Committee look into the development of Gypsy Park.
She wanted to know what fimds were available for the development of Gypsy Park.
Chair Menard informed Mrs. Billish that in 1986 a bond issue was passed to get money for
undeveloped parks, and the money designated for Gypsy Park in the preliminary stages of priority
determinations had been used for much needed improvement of the wastewater system in the area.
At that time, Mr. Cisneros presented the Committee the master plan already developed for Gypsy
Park. Mr. Cisneros also commented that the development would be placed on hold until funding for
the project was available. Mrs. Billish asked about the possibility of the neighborhood raising the
money for the project. Mr. Cisneros said he would like to discuss the possibility with her,but they
should keep in mind monies raised would also need to take into consideration maintenance and up
keep of the park after development.
SUBCOMMITTEE REPORTS
Greens Committee—Billy Olivarez reported fertilizer had been placed on both golf courses on May
10th. Mr. Olivarez also reported that the lady's tee-boxes have been repaired. Also, Mr. Olivarez
informed the Committee that the Old Robstown Road sidewalk had been edged. Mr. Olivarez also
reported the courses were having problems with kids riding their bikes across the greens.
CURRENT CONCERNS—There were no current concerns.
HEAR FROM THE PUBLIC—There was nothing more to be heard from the public.
ADJOURNMENT—As there was no further business,Chair Menard called for adjournment at 6:50
p.m.
