Call to Order/Roll Call
A quorum was established at 4:30 p.m.
Members present: Jillian Becquet, Dr. Ira J. Freeman, Dr. Bryan Stone, Kathleen de la Garza,
Ernest Bert Rucker, Dr. Christine Robbins, and Randy J. Dees, Sr. Craig Thompson (arrived at
4:32 p.m.),
Member(s) absent: Monica Rawlings
Approval of Minutes:
• October 24, 2019 Meeting
Motion to approve by Kathleen de la Garza, seconded by Dr. Ira J. Freeman. Passed
unanimously.
III. Public Comment: Comment from the audience on matters not scheduled
No one was present for public comment.
IV. Discussion and Possible Action
• 2020 Landmark Commission Dates
o Craig Garrison suggested alternate dates of November 19 and December 17 due
to the holidays.
o Motion to approve by Dr. Christine Robbins, seconded by Randy J. Dees, Sr.
Passed unanimously.
• CLG Grant Updates (Craig Thompson present here).
o Craig Garrison addressed the following: 1) Downtown TX Grant and his
participation on a panel at the APA Conference in Waco, Texas and 2)
Chairperson Becquet and DS Staff submitted a grant application to Texas
Historical Commission to assist with RFP Process for a Historical Preservation
Plan.
Landmark Awards Timeline (Craig Garrison recommended dates)
o Craig Garrison suggested timeline mimic last year's dates.
o Chairperson Becquet commented to shift dates by a month and make it official in
December 2019.
o Commissioners chose to vote on directing staff to announce the program in mid-
January, with submittal being due by March 1, 2020, review by end of March and
awards awarded in May 2020.
o Motion to approve dates by Craig Thompson, seconded by Dr. Christine
Robbins. Passed unanimously.
Committee Updates
o Chairperson Becquet attended the DS Task Force Meeting and commented on
the announcement of Yvette Dodd -Wallace, DS -UDC contact.
o Chairperson Becquet called for a Committee to oversee the UDC Policy. Craig
Thompson and Dr. Ira J. Freeman volunteered to join Chairperson Becquet on
Committee (aka UDC Review Committee).

o Andrew Dimas gave background on consolidating 5 -different historical layers into
1 in 2010. We can take advantage of information already gathered.
o Chairperson Becquet commented the current UDC is overly simplified.
o Craig Thompson mentioned there were revisions previously requested that were
not included (i.e. tax credits); even after researching other cities.
o Chairperson Becquet asked for volunteers and created the UDS Review
Committee to learn the issues with the UDC and research other cities. Craig
Thompson and Dr. Ira J. Freeman agreed to join.
V. Historic Preservation Officer's Report
• CLG Training
o Nina Nixon -Mendez announced Landmark Commission training will be on
January 10, 2020 at 10:00 a.m. at Frost Bank Building's 3rd floor conference
room. More information will be provided at a later date.
• Landmark Commission Webpage
o Nina Nixon -Mendez briefed Commission on Development Services' efforts for a
groundbreaking website for Landmark Commission: 1) first brainstorming
meeting with the City's Communications and GIS Staff was held today
(November 21, 2019); 2) Informed Commission they would have opportunity to
participate in the review.
o Also, a Certificate of Appropriateness for demolition for the December meeting is
scheduled and we look forward to a quorum.
o There are still 2 -vacancies on the Board. Please send interested individuals to
our office and we will assist in completing their application(s).
VI. Items to be scheduled on the next agenda
• A previous workshop was mentioned and how a similar workshop could benefit the
Commission and could meet in February 2020 to review the UDC.
Discussion ensued on the following topics:
• The UDC amendment deadline is April 1, 2020.
• Craig Thompson described how previous workshops targeted small projects to help gain
momentum by brainstorming.
• Dr. Christine Robbins volunteered to be on UDC Review Committee (at 5:02 p.m., after
discussion on Item V).
o Craig Garrison confirmed the committee would be meeting prior to the workshop
and they agreed.

Nina Nixon -Mendez informed them that the request to remove the historic overlay for the Hector P. Garcia
Building was recommended for denial to PC.
