Call to Order/Roll Call • A quorum was established at 4:33pm. • Members Present: Chair Jillian Becquet, Vice-Chair Craig Thompson, Dr. Ira J. Freeman, Dr. Christine Robbins, Dylan Farley, Randy J. Dees, Sr. • Members Absent: Ernest Bert Rucker, Lisa A. Garza, Denise Gallimore II. Approval of Minutes: August 23, 2018 Meeting • Motion was made to approve by Vice-Chair Thompson, seconded and passed unanimously. III. Discussion and Possible Action: • Landmark Commission Awards: A motion to create an awards subcommittee with Chair Becquet, Vice-Chair Thompson, Ms. De La Garza and Dr. Freeman as members and for the City to send out a press release requesting nominations for either a building or project from the community was seconded and passed unanimously. It was decided all nominations be submitted no later than November 1, 2018 for consideration by the committee who would then bring their recommendations to the full Commission at the January 2019 meeting. Presentation of the awards at a City Council meeting was discussed. Vice-Chair Thompson volunteered to secure funding to frame the awards. • November and December meetings; it was discussed whether they should be cancelled or combined into a meeting in early December. No motion was made. • Andrew Dimas made a presentation to the Commission regarding the Landmark Designation and Historic Overlay process; issuance of Certificates of Appropriateness; Vacant Building Ordinance with additional insight from Ms. Nina Nixon-Méndez, Director of Development Services. Ms. Nixon-Méndez pointed out that a neighborhood concerned about the restrictions imposed by a historic overlay could commission asset of design guidelines specifically for that neighborhoods. Mr. Dimas suggested that a building or area could be informally recognized as historic before officially being designated as historic IV. Due to a loss of quorum, the meeting adjourned at 5:29p.m.
