I. Call to Order/Roll Call
• A quorum was established at 4:32pm
• Members present: Chair Jillian Becquet, Vice-Chair Craig Thompson, Randy J. Dees Sr.,
Ernest Burt Rucker, Dr. Christine Robbins, Bryan Stone
• Members Absent: Dr. Ira J. Freeman, Lisa A. Garza, Denise Gallimore, Kathleen de la Garza
II. Approval of Minutes for the September 27, 2018 Meeting
• Motion to approve with corrections made by Craig Thompson; seconded by Randy Dees;
Motion passed unanimously.

III. Update on Landmark Commission Committees
• Awards: It was reported that no nominations had been submitted to Development Services
staff regarding the Landmark Commission awards. Staff recommended postponing the
deadline to February 1, 2019. A motion to formally adopt the February 1st deadline was made
by Randy Dees; seconded by Bert Rucker; the motion passed unanimously. A revised news
release will go out with the new deadline.
• Historic Designations: Andrew Dimas gave the Commission a brief overview of the history of
the Mount Carmel Home Assisted Living facility which is currently up for rezoning. Staff
recommends the commission consider designating the building a historic landmark.
IV. Scheduled Demolition of a Building over Fifty Years Old in Age
• Lutheran Church on Furman Avenue: Commission agreed the building qualifies for
“Demolition by Neglect,” but want to make sure to preserve information about the facility,
perhaps on History Pin.
V. Certified Local Government (CLG) Grant
• Craig Garrison gave the Commission a review of a potential grant for the City of Corpus
Christi from the Texas Historical Commission (THC) to act as an administrator for
DowntownTX.org, a website to inventory historic buildings in the Downtown area.
VI. Draft Certified Local Government (CLG) Handbook
• Mr. Dimas and Nina Nixon-Méndez reviewed the handbook with the Commission. He
mentioned the City has a Historic Preservation Ordinance from 1996 and suggested the
Commission consider reviewing and updating the ordinance.
• Staff is developing a Certificate of Appropriateness form. This application form will be
available to persons who wish to remodel or demolish properties that have a historic
designation as per the Unified Development Code (UDC). Additionally, this application will
assist in review of properties that are regulated by the vacant building ordinance.
Commissioners were asked to review the draft and submit any comments/suggestions to
staff.
