Dees, Sr., Dr. Bryan Stone, Kathleen de la Garza (4: 35pm) • Members absent: Craig Thompson, Monica Rawlings • A quorum was established. III. Approval of Minutes: September 26, 2019 Meeting • Bryan Stone moved to approve; Bert Rucker seconded. Motion passed unanimously. IV. Public Hearing - Rezoning Property at or near 3001 Morgan Avenue • Case No. 0919-07 AGCE Corp: Ordinance rezoning property at or near 3001 Morgan Avenue (located along the south side of Morgan Avenue, west of Bright Street, and east of Elgin Avenue) from the "IUH" Light Industrial District with the Historic Overlay to the "IL" Light Industrial District. The subject property is the former physician's office of Dr. Hector P. Garcia. Andrew Dimas gave the staff report; staff recommended denial of the rezoning. Letters in opposition to removal of the Historic Overlay were received from Cecelia Garcia Akers, daughter of Hector P. Garcia, and Lori K Atkins, Director of Special Archives for TAMUCC. It was reiterated that with the Historic Overlay, a Certificate of Appropriateness is only required for work being performed on the building's exterior. No site plans were provided by the owner. Public Hearing: Alice Yruegas asked if the change of zoning would impact the neighborhood. Staff informed her the removal of the Historic District overlay will not negatively impact the citizens living in the area. Anthony Gutierrez, a representative of AGCE Group, informed the commission that the company purchased the building without knowing about the Historic Overlay. He stated the company intends to keep the building's footprint, and he suggested a commemorative plaque be placed in the courtyard about the MINUTES LANDMARK COMMISSION MEETING CITY OF CORPUS CHRISTI - City Hall Council Chambers 1201 Leopard Street October 24, 2019 4:30 P.M. building's history. The company wants the exterior to blend with the WellMed building across the street, and plan to use it as medical offices. Commissioners indicated they are willing to work with AGCE Group through a Certificate of Appropriateness to maintain the Historic Overlay but allow the company to renovate and reconstruct portions of the building. Rick Dees made a motion to deny removal of the Historic Overlay; Christine Robins seconded. Motion passed unanimously. V. Discussion and Possible Action • CLG Grant: Jillian Becquet and staff member, Craig Garrison, are in the process of writing a grant to pay for a consultant to update the 1993 Historic Preservation Plan. • Committee Updates: Landmark Awards Committee: Ira Freeman offered to chair this year's committee. VI. Historic Preservation Officer's Report: Nina Nixon -Mendez informed the commission that the Texas Historical Commission offered to come to Corpus Christi to offer CLG training to the commissioners and relevant staff. Staff will contact commissioners with dates and times. Vll. Items to be scheduled on the next agenda: CLG Grant updates; Landmark Awards timeline VIII.
