Electrical Advisory Board
Thursday, August 8, 2019 at 3:00 p.m.

MINUTES
I. Call to Order: 3:18PM
II. Roll Call:
A. Members present: David Carranco, James Hernandez, Doug John McMullan, Lyndon
Smiling, Paul Cervantes, Robert Sandate.
B. Members absent: William Ashcraft
C. A quorum was established.
III. Approval of Minutes: Regular Meeting: August 9, 2018
A. Motion to approve made by Lyndon Smiling; seconded by Paul Cervantes. Motion passed
unanimously.
IV. Election of Officers: Motion to hold elections made by Lyndon Smiling; seconded by David
Carranco. Motion passed unanimously.
A. Motion to nominate James Hernandez for Chairperson made by David Carranco; seconded
by Robert Sandate. Motion passed unanimously.
B. Motion to nominate Paul Cervantes for Vice Chair made by Robert Sandate; seconded by
David Carranco. Motion passed unanimously.
V. Public Comments
1. None.
VI. Discussion and Possible Action for Amending the National Electric Code to Permit Single
Receptacles for Refrigerators and Freezers
A. Norman Walters, Chief Electrical Inspector, gave the staff report.
B. Motion to recommend labels on the receptacle for dedicated circuits for
refrigerators/freezers made by Paul Cervantes; seconded by James Hernandez. Motion
passed unanimously.
VII. Discussion and Possible Action for Eliminating Receptacles at Peninsula Countertop
Spaces per NEC 210.52 C3
A. Staff recommended making the requirement to install a receptacle optional, in cases where
putting in a compliant receptacle is difficult.
B. Motion to table until staff gathers more data made by James Hernandez; seconded by
Robert Sandate. David Carranco and John McMullan voted to approve; Paul Cervantes
voted against.
VIII. Discussion and possible action regarding requiring companies to obtain permits and
inspections for the installation of telecommunication cabling.
A. Gene Delauro gave the staff report, recommending permits be issued for
telecommunication cabling in new commercial construction.
B. Motion to direct staff to put together language regarding the process for telecom permits
made by James Hernandez; seconded by Paul Cervantes. Motion passed unanimously.
IX. Building Official's Report: Gene Delauro updated the board on the following items:
A. Department Updates: Legislative update- HB 852 prohibits municipalities from basing permit
fees on the valuation of the building. Development Services is taking an ordinance to City
Council to adopt the 2015 International & Spa Code.
B. Permit recap 2019 to date
X. Identify Items to Place on Next Agenda: James Hernandez made a motion for a special meeting
to determine whether to hold hearings for electrical contractors whose work was performed by
unlicensed individuals or individuals without required supervision; Paul Cervantes seconded.
Motion passed unanimously.
