Call to Order: 1:31PM II. Roll Call ➢ Members present: Garry Camp, Robert Knowles, Hilary Davis, Pete Cavazos. ➢ Members absent: Ramiro Munoz. III. Approval of Minutes: Regular Meeting held on May 16, 2019; Special Meeting held on June 6, 2019 via phone ➢ Motion to approve made by Robert Knowles; seconded by Hilary Davis. Motion passed unanimously. IV. Appeals ➢ None V. Discussion and action regarding a resolution to adopt the 2015 International Swimming Pool & Spa Code per HB 2858. ➢ Motion to approve resolution made by Robert Knowles; seconded by Hilary Davis. Motion passed unanimously. VI. Discussion and action regarding a resolution to modify Section 38-3 Applicability; Affirmative Defenses (Lemonade Stands) of the City's Code of Ordinances per HB 234. ➢ Motion to approve resolution made by Pete Cavazos; seconded by Robert Knowles. Motion passed unanimously. VII. Staff gave an update regarding changes to the residential permit and plan review fee methodology per HB 852. ➢ The Texas State Legislature adopted HB 852 on May 21, 2019, which was effective immediately. The bill states municipalities cannot use project valuation to determine residential permit fees. Development Services based fees on valuation and restructured the fee schedule to comply with the new law. VIII. Public Comment ➢ None. IX. Building Official's Report: Gene Delauro updated the board on the following items: A. Department Updates. Fire Protection Engineer position is proposed for the 2020 fiscal year, bringing fire systems review in house. Bill Green retired from the City; Michael Dice was hired to take his place over Land Development. TDLR has received a number of complaints about unlicensed individuals performing work. Review of house moving fees determined Corpus Christi is higher than other cities; staff is working on fees more in line with department costs. B. Permit Recap 2019 to date X.
