Call to Order: 3:42pm II. Roll Call ➢ Members present (in person): Garry Camp, Pete Cavazos ➢ Members present (via phone): Ramiro Munoz, Robert Knowles ➢ Staff present. Gene Delauro, Yvette Dodd -Wallace, Jacob Warren ➢ Members not present: Hilary Davis III. Appeal — DISCUSSION AND POSSIBLE ACTION ON THE FOLLOWING: 1. Appeal a) Appeal request from the Corpus Christi Housing Authority "Thanksgiving Homes": Request to waive the freeboard requirement — Code of Ordinances, Chapter 14, Article V, Flood Hazard Prevention Code, Sec 14-552 (1) for the following lots: 1517 Dorado and 2037 Hudson ➢ Yvette Dodd -Wallace: The Corpus Christi Housing Authority is requesting to waive the freeboard requirement, a self-imposed requirement of the City of Corpus Christi, for 1517 Dorado and 2037 Hudson. No development plans have been received for review as the Housing Authority has requested a variance prior to permit review to determine the foundation type for these affordable homes. These properties are mapped in the preliminary Special Flood Hazard Area. The City is working on a map revision that could reduce the natural flooding and decrease the Special Flood Hazard Area and base flood elevation. Staff is recommending approval of a variance for a one - foot freeboard requirement only. These structures are still required to meet minimum base flood elevation standards. ➢ Robert Knowles: Proposed a motion to approve the variance. ➢ Garry Camp: Proposed a discussion. ➢ Garry Camp: Does this set a precedence? ➢ Ramiro Munoz: I don't think it does. Different areas wouldn't have comparable existing or rebuilt structures as a standard. Infill lots are different compared to constructing a new subdivision. SPECIAL MEETING Building Code Board of Appeals Thursday, October 3, 2019 at 3:30 p.m. Frost Bank Building, 2406 Leopard, Corpus Christi, Texas Executive Conference Room or Via Conference Call ➢ Garry Camp: I agree. Since this is an infill project, it should be handled as a unique situation. ➢ Yvette Dodd -Wallace: The City is working with FEMA to revise the Special Flood Hazard Area. All other Flood Insurance Rate Maps have been finalized. ➢ Garry Camp: Seconded the motion to approve the variance. ➢ Pete Cavazos and Ramiro Munoz motioned to approve the variance. 4-0 IV. Public Comment ➢ Ramiro Munoz: Calls for public comment. ➢ Gene Delauro: Let the record reflect that there were no members of the public in attendance today. ➢ Ramiro Munoz: Closes public comment. V.
