MINUTES
1) Call to Order: 1:52PM
2) Roll Call:
a) Members Present: Garry Camp, Robert Knowles, Randy Farrar, Ramiro Munoz
b) Members Absent: Chuck Anastos
3) Election of Officers: Chair and Vice-Chair
a) Robert Knowles nominated Ramiro Munoz for Chairperson; Randy Farrar seconded. Mr.
Munoz was elected as Chairperson unanimously.
b) Ramiro Munoz nominated Garry Camp for Vice-Chair; Robert Knowles seconded. Mr.
Camp was elected as Vice-Chair unanimously.
4) Approval of Minutes: Regular Meeting held on May 17, 2018 and August 16, 2018
a) Randy Farrar moved to approve the August 16, 2018 minutes; Ramiro Munoz second ed.
August 16, 2018 minutes approved unanimously.
b) Ramiro Munoz moved to approve the May 17, 2018 minutes; Robert Knowles seconded.
May 17, 2018 minutes approved unanimously.
5) Approval of Absences:
a) Regular Meeting held on August 16, 2018: Garry Camp, Robert Knowles
i) Randy Farrar moved to approve the absences of Garry Camp and Robert Knowles;
Ramiro Munoz seconded. Garry Camp and Robert Knowles’s absences were excused
unanimously.
6) Appeal: Marissa Guerrero, 1917 Modesto Street, Corpus Christi, Texas 78417
a) Appeal of floodplain permit disapproval for an addition to a structure located in the
Preliminary Special Flood Hazard Area as adopted by Council for construction purposes
on September 18, 2018. The base flood elevation is 30’ and the current finished floor is
25.5’.
i) Gene Delauro, Building Official, gave the staff report, noting staff’s recommendation to
grant the appeal. Yvette Dodd, Floodplain Manger, explained there were no f loodplain
requirements at the time the house was constructed.
ii) Randy Farrar moved to grant the appeal; Gary Camp seconded. Appeal of floodplain
permit denial granted unanimously.
7) Presentation: David Day and Juan Garcia, Casa Engineering
a) Presentation, discussion and possible action regarding piles designs adopted by the City
in comparison to the International Code standards and FEMA’s minimum requirements.
8) Discussion and Possible Action on the Texas Department of Insurance proposed draft rules to
adopt new windstorm building codes based on the 2018 editions of the International Residential
Code and International Building Code.
a) Robert Knowles moved to support adopting the draft rules; Gary Camp seconded. Board
voted unanimously to support adopting the Texas Dep artment of Insurance proposed draft
rules to adopt new windstorm building codes.
9) Public Comments
a) None.
10) Building Official’s Report
a) Cost of Service consultant is nearing completion of the study. Mr. Delauro will bring the
finished report to the Board for review.
b) Permit Recap 2019 to date
11) Members requested information on the current vacancies on the Board.
a) The Board was informed of two vacancies, someone with the building industry and a
person unaffiliated with the industry.
b) Gene Delauro suggested the possibility of combining all three building boards into one
board.

a) MGT Cost of Service Study Report
