Call to Order The meeting was called to order by Connie Bowen at 12:30 p.m. H. Roll Call of Members Roll was called, and a quorum was confirmed. III. Discussion and Approval of Minutes from November 20th, 2019 Linda Gibeaut motioned to approve the minutes. The motion was seconded and passed unanimously. IV. Discussion and Approval of Absences from November 20', 2019 Sharon Ray. Linda Gibeaut motioned to approve. The motion was seconded and passed unanimously. V. Department Presentation and Discussion • Region 11 Zoonosis Report — Mr. Gillis reviewed the Zoonosis Report and noted that there are no new cases of rabies in our area. There were no questions or concerns brought up by the board. • Current Shelter Report and Clinic Report — Mr. Gillis referred to the 2018/2019 Comparison Report. The overall live release rate was just shy of 87%, up almost 8% from 2018. Ms. Bowen inquired on how there are some animals dispositioned as fosters. Mr. Gillis explained a few scenarios including one dog that was adopted from us and owner surrendered due to a temporary housing situation and CCACS was able to assist with a foster so that the owner did not have to surrender. Mr. Gillis notated the violations are up 21% from 2018 to 2019. Ms. Gibeaut commended the increase of microchip numbers due to our microchipping events. Ms. Bowen mentioned finding 3 animals and being able to reunite the pets with the owners due the animals being chipped. • Program Manager Update — Mr. Gillis went over his written Directors Report addressing key points. The new kennel project is still in process with a follow-up inspection next week. The air conditioning units in the main building and some kennel units are being replaced with an estimated completion time of the end of January. There was a proposal submission on January 8th for emergency generator replacement, once authorized to proceed the contract has 90 days to complete. The clinic and ACO positions are filled, 1 kennel tech position is open. A new ACO supervisor candidate is in background check phase. There is another free microchipping event anticipated in February/March in the Delta sector. The American Pets Alive Conference will be held in Austin from February 28" to March I". City Councilman Ben Molina will be attending, possibly Commissioner Vaughn and 4 staff members from CCACS. Mr. Gillis acknowledged notable 2019 accomplishments. An overall live release increase from 80% to 88%. Clinic performed 69% more spay/neuters in 2019 than 2018. Adoptions increased by 33%. The number of citations issued increased by 21%. CCACS conducted 2 free microchip events implanting 669 microchips. Expanding services by opening on Sundays. A walk-in refrigerator for animal cruelty evidence was purchased. Two grants were received. One from Maddie's Fund for Foster Program Training for $5000 and one for $2,500 from Bissel Pet Foundation in recognition for a successful "Empty the Shelter" adoption event. Old Business for Discussion and Possible Action • A motion to move discussion of ordinances to old business for the next meeting and to remove discussion on minimizing the number advisory meeting held throughout the year was made and passed unanimously. VII. New Business for Discussion and Possible Action CCACS Ordinance Committee Report/Presentation- Officer Escalante, Officer Chiarello, Officer Stephens. Shelter Ordinance Report presented by Officer Escalante. A motion was made to move CCACS Ordinance Report/Presentation to be added to Subcommittee Reports under Department Presentation VIII. Public Comments Melissa Lincoln questioned the board, are they able to provide assistance to other jurisdictions with changing their ordinances. The board reminded Ms. Lincoln that they were not permitted to answer any questions. IX. Identify items to be placed on next agenda Tethering Ordinance X. Adiournment There was a motion to adjourn by Ms. Connie Bowen at 1:19 p.m. All approved and meeting was adjourned. Ronald D. This represents a 36% decrease from the 22 cases reported in 2018 (Table 1). The counties reporting cases in 2019 (with the number of cases in paren- theses) were: Hidalgo (5), Kleberg (1), Live Oak (1), Refugio (1), San Patricio (1) and Webb (5). Thir- teen of these cases occurred in bats (Table 2), including 9 Tadarida brasiliensis (Mexican free -tailed bats), 3 Lasiurus intermedius (Northern yellow bats) and 1 Nycticeius humeralis (Evening bat) and one of these cases occurred in a cat, Felis catus (Domestic Shorthair).
