MEMBERS PRESENT: Shirley Mims, Chairman * Lamont Taylor, Vice Chairman Ralph Hall Elizabeth C. Hoelscher ** Mike Karm Alma Meinrath Jake Sanchez *** William Sanderson Ro Wickham STAFF PRESENT: Brandol M. Harvey, AIA, AICP Director of City Planning and Urban Development Marcia Cooper, Recording Secretary Harry Power, City Planner CALL TO ORDER Chairman Mims called the meeting to order at 6 : 30 p.m. and described the procedure to be followed. She stated that the first order of business was Election of Officers . Chairman Mims entertained motions for Chairman nominations . Motion by Wickham, seconded by Sanchez, that Commissioner Mims be nominated for Chairman. There were no other nominations for Chairman. Commissioner Mims was elected Chairman by acclamation (Taylor, Karm and Sanderson being absent) . Chairman Mims thanked the Commission for their confidence. Chairman Mims entertained motions for Vice Chairman nominations . There were no nominations , and Commissioners concurred to delay electing a Vice Chairman until later in the meeting. * Vice Chairman Taylor arrived at 6 :43 P.M. ** Commissioner Karm arrived at 6 : 33 P.M. *** Commissioner Sanderson arrived at 6 : 35 P .M. SCANNED Planning Commission Meeting August 14, 1991 Page 2 TABLED ZONING A) 791-1 Roland' s Tire Service: "B-1" to "I-2" Located at the southwest corner of Gollihar Road and Evelyn Street This application was tabled for two weeks at the applicant' s request on July 17 , 1991, and again on July 31, 1991 . Mr. Harvey indicated that this application has been withdrawn by the applicant, and warrants no further consideration. TIME EXTENSIONS A) 019105-P4 Carroll Place Unit 7 , Block 1, Lot 5 (Final - 2 . 00 acres ) Located north of Holly Road and west of Carroll Lane Mr. Harvey stated that the owner' s engineer is requesting a six month time extension on this plat in order to complete requirements . Staff recommends approval . Motion by Hall, seconded by Sanchez, that a six month time extension be granted on this plat. Motion passed with Hall, Hoelscher, Karm, Meinrath, Sanchez, Wickham and Mims voting aye, Sanderson and Taylor being absent. B) 019108-P6 Pontiac Tracts, Tract G (Final replat - 2 .476 acres) Located north of Interstate Highway 37 and east of Buddy Lawrence Drive Mr. Harvey stated that the owner is requesting a six month time extension on this plat in order to complete survey and replatting procedures . Staff recommends approval. Motion by Karm, seconded by Wickham, that a six month time extension be granted on this plat. Motion passed with Hall, Hoelscher, Karm, Meinrath, Sanchez, Wickham and Mims voting aye, Sanderson and Taylor being absent. OTHER MATTERS Mr. Harvey reported on City Council action taken on the following zoning applications : Planning Commission Meeting August 14 , 1991 Page 3 691-5 Mr. Manuel N. Cantu, Jr. - Approved as recommended by Planning Commission 691-6 Aqua Park Inc . - Special Permit for open amusement center as recommended by Planning Commission MATTERS NOT SCHEDULED Chairman Mims mentioned that she had received information on the APA Conference to be held October 2-5 . Mr. Harvey indicated that enough registration slots have been paid for to allow any Planning Commissioner who desires to attend the Short Course to do so. He added that he would like to know by mid-September how many Commissioners would like to attend. Chairman Mims encouraged Commissioners to attend the conference, as she felt that it will be very beneficial . EXCUSED ABSENCES None APPROVAL OF MINUTES Motion by Karm, seconded by Wickham that the minutes of the regular meeting of July 31, 1991 be approved. Motion passed with Taylor being absent. * * * * * * * * * * * * Commissioner Hall expressed concern that there might have been abuse of the process by Roland' s Tire Service application, as he requested tabling twice, and then withdrew the application. Mr. Harvey explained that it would be appropriate for the Planning Commission to be aware that the process can be abused, and take that into consideration before granting a delay. Commissioner Sanchez agreed, adding that it should not be taken lightly. * * * * * * * * * * * * Chairman Mims announced that nominations for Vice Chairman will be taken at this time. Planning Commission Meeting August 14 , 1991 Page 4 Motion by Wickham, seconded by Hoelscher, that Commissioner Karm be nominated for Vice Chairman. Motion by Sanchez, seconded by Karm that Commissioner Taylor be nominated for Vice Chairman. There were no other nominations for Vice Chairman. Commissioners elected Commissioner Karm as Vice Chairman. Voting for Karm: Hoelscher, Karm, Sanderson, Wickham and Mims . Voting for Taylor: Hall, Meinrath, Sanchez and Taylor. Chairman Mims thanked Commissioner Taylor for his services as Vice Chairman during the past year, and congratulated Vice Chairman Karm on being elected Vice Chairman.
