HomeMy WebLinkAboutMinutes Planning Commission - 02/06/1991 - Special PLANNING COMMISSION SPECIAL MEETING FOR THE SOUTH CENTRAL AREA DEVELOPMENT PLAN COUNCIL CHAMBERS - CITY HALL FEBRUARY 6, 1991 - 6:30 P.M. MEMBERS PRESENT: Shirley Mims, Chairman Lamont Taylor, Vice Chairman Mike Karm Thomas Shirley Ralph Hall Jake Sanchez MEMBERS ABSENT: William Sanderson Ro Wickham STAFF PRESENT: Brandol Harvey, Director of Planning Robert Payne, Senior Planner Mic Raasch, Senior Planner Carlos Mendez, Superintendent of Park Planning CALL TO ORDER Chairman Mims called the meeting to order at 6:30 p.m. Ms.Mims stated that significant public input had been received at the public hearings, and it was the Commission's responsibility to now finalize recommendations on the South Central Area Development Plan and forward to the City Council. STAFF PRESENTATION Mr.Harvey gave an overview of the South Central Area Development Plan process. He indicated Staff has provided the Commission with revised Plan recommendations based on Planning Commission direction provided during the three public hearings the Commission held on November 28, 1990,December 19, 1990, and January 16, 1991. Mr. Payne proceeded to present the revisions to the recommendations submitted by Staff at the November 28, 1990 public hearing. Mr. Payne indicated that numerous changes were reflected in the current draft Plan. These changes were indicated with new text underlined and deletions bracketed and dashed. Planning Commissioners discussed the revised recommendations during Mr. Payne's presentation and made several refinements to the recommended Plan. The Planning Commission recommended that Policy Statement B.6 be changed to recommend the Landmark Commission,Nueces County Historical Commission,Texas Historical Commission,the property owner and the City, develop a strategy to preserve the Old Nueces County Courthouse by August 1992, instead of January 1993. The Commission recommended further that if the old Courthouse has not been definitely committed to restoration or adaptive reuse by August 1994, instead of 1995, the City should pursue approvals necessary for removal of the structure. The Commission made minor wording changes in several policy statements. Planning Commission Workshop Meeting South Central Area Development Plan February 6, 1991 Page 2 The Commission unanimously recommended that Alternative 1:U.S. 181 Right-of-Way,West of BASP be developed as the permanent festival park site. Commissioner Taylor made the motion to approve the proposed South Central Area Development Plan as revised by the Planning Commission and forward to the City Council. Motion passed unanimously.
