I. CALL TO ORDER - The Monday, February 7, 1994 meeting of the Sister City Steering Committee
was held in the Committee Room of City Hall. The meeting was called to order at 6:05 p.m.by Drue
Combs, General Chairperson.
II. ROLL CALL - Attendance was taken and a quorum was present.
III. ACTION ON JANUARY 10, 1994 MINUTES - Raymond Lopez motioned to accept the minutes of
the January 10, 1994 meeting. Sam Polk seconded the motion, and the vote was unanimous.
IV. TREASURERS' REPORT- Marion Loucks reported that there was $1,538.37 in the Trust Fund and
$17,720.08 in the General Fund.
V. DISCUSSION ITEMS:
A. Sister City Student Exchange Program dates - Drue Combs, reporting for Johnnie Norman,
announced the dates for the 1994 student exchange program recommended by Yokosuka, Japan. It
was proposed that Corpus Christi students travel to Yokosuka on July 15th and return on July 29th,
Yokosuka students travel to Corpus Christi on July 29th and return home on August 11th. Fred
Hoffmann motioned that we accept the dates recommended by Yokosuka, Japan. Ramon Lopez
seconded the motion, and the vote was unanimous.
B. Sister City International Conference registration. Ramon Lopez motioned that the registration
fee for four committee members to attend the Annual Sister Cities International Conference be
financed through the Sister City Committee's Trust Fund. Seconded by Joe Garcia, the vote was
unanimous.
C. Language Training as a requirement for the student exchange representatives. Ramon Lopez
recommended Spanish language classes as a requirement for student exchange participants traveling
to Veracruz and Toledo. Discussion was held regarding the need for language training as a
requirement or optional. The committee agreed to make language training available to student
participants and host families on an optional basis.
VI. GENERAL COMMITTEE REPORTS
A. MONTERREY, MEXICO - Rudy Delgado reported meeting with the Corpus Christi Diocese
regarding housing accommodations for the proposed "College for Kids" summer exchange program
with Monterrey. Mr. Delgado explained that the proposed program would include (40) participants

and the Diocese was concerned that the planning and responsibility for such a large group may not
be feasible. Mr. Delgado will follow up with further details at the March meeting.
B. YOKOSUKA, JAPAN - See Discussion Item A.
C. TOLEDO, SPAIN - Fernando Iglesias reported on the visit by Spanish delegate, Mr. Jose Maria
Escribano. Mr. Iglesias reported that the visit was a success and that Mayor Mary Rhodes presented
Mr. Escribano a key to the city and an honorary citizenship certificate. Mr. Iglesias also reported that
another delegation from Aldeacentenera,Spain will visit Corpus Christi in October 1994 for a cultural
exchange.
D. VERACRUZ, MEXICO - No report given.
E. AACHEN, GERMANY - Fred Hoffmann reported that he has made a contact in Aachen and
anticipates communication soon.
F. PROJECTS COMMITTEE- Michael Flores reported the progress of the benefit golf tournament
and requested assistance with the solicitation of sponsorships.
G. ATHLETICS - Joe Torres introduced Ms. Tara Maylett, representative of the two youth soccer
teams to participate in the Mastercard International/Sister Cities Cup in Louisville, Kentucky (July
26 - 30, 1994). Ms. Maylett reported that the teams are in the process of fundraising with a goal of
$9,000 - $10,000 to cover expenses for each team.
H. RETIREMENT DINNER FOR HARRY PLOMARITY - Elida Gonzalez reported that a
recognition event for Harry Plomarity is still being considered for the month of March.
I. EVALUATION COMMITTEE-Drue Combs reported the summation of the Evaluation Committee
regarding the 1993 Student Exchange Program. ,
J. Student Exchange Activities- Mary Saenz presented a preliminary calendar of events for the 1994
Sister City Student Exchange Program.
VII. CURRENT CONCERNS
A. Drue Combs recommended that the committee hold the August meeting.
VIII. ADJOURNMENT - The meeting was adjourned at 8.25 p.m.

SUJMMARIZE THE RESULTS OF THE PROJECT:
This project is DYNAMITE ! The children are excited and learn so
much! Many of them have attended several sessions . One mother
told us they had tickets for "Sesame Street Live" but her daughter
was more excited about coming to "Passport to Understanding. "
The volunteers of the Tempe Sister City Corporation have developed
several significant programs over the years - high school students
exchanges , high school teacher exchanges , elementary school teacher
exchanges , art and music exchanges , several annual festivals, the
Hackett House, an international cooking school, a gift shop, etc .
We had never before reached out to young children. "Passport to
Understanding" was developed for them. It just may be our most
exciting effort yet!
HOW DOES • THE PROJECT ENHANCE YOUR OVERALL SISTER CITIES
ORGANIZATION:
It pulls us together! It gives us new energy! New enthusiasm!
The "Passport to Understanding" series has the enthusiastic support
of all our members ! It is definitely worthwhile and we all want to
develop it further. Our support is best expressed in the words of

WHAT BENEFITS WERE DERIVED FROM THIS PROJECT BY THE PARTICIPANTS -
THE COMMUNITY - THE SISTER CITY - AND, YOUR SISTER CITY PROGRAM.
1 . Community Awareness grows with each "Passport to Understanding"
program.
The children LOVE these programs !
Their mothers LOVE these programs !
The teachers LOVE these programs !
The media LOVE these programs !
The result is that we have several new members and volunteers - and
hundreds of new supporters in the community!
2 . "Passport to Understanding" programs are self-supporting!
Actually they cost very little . An admission price is charged to
cover expenses ! (Therefore any size Sister City organization can
produce a similar program) .
3 . A new bridge of understanding has been formed between the
elementary teachers and the Tempe Sister City organization.
Perhaps pen pal or class-to-class programs can follow with one of
our sister cities .
4 . Friends from our various Sister Cities are excited about this
program and have helped in many ways . New Zealand Consul General
Terry Baker and his wife flew from Los Angeles to assist with our
program on New Zealand. Temi Pota Kolacevska from Skopje taught
Macedonian folk dances . . .etc .
5 . At each "Passport to Understanding" program we provided a list
of books (available at our public library) that deal with children
in other lands . The children attending will hopefully have an
opportunity to continue their "global studies " at home as they read
these books . We also hope to provide more international story
books for the library with funds received from local Kiwanis,
Rotary, etc.
6 . Tempe Sister City is receiving more recognition every day! We
even made the "Children's Page" in the Sunday newspaper - not an
easy accomplishment. In addition we have been asked to do a
workshop at the annual conference of IACP - International
Association of Culinary Professionals - in New Orleans in April .
Barbara Colleary, Culinary Chairman of our "Cuisines of the World"
program will present a video and a program on how we help children
learn about the children of other lands through culinary
projects . Julia Child is expected to attend this workshop!
7 . We can help other schools with their "global studies "
programs . We have had several calls from teachers in Phoenix and
a written request from a teacher in Parker, Arizona.

WHY WAS THIS PROJECT CHOSEN AND DESCRIBE THE OBJECTIVE:
The world is changing rapidly. New nations are being born and old
ones are disappearing. What happens on the other side of the world
will ultimately affect each of us !
The children of today will inherit the world of tomorrow. To reach
out to children - to cultivate their interest in things
international . . . other peoples , other cultures , other
environments , other customs . . . is the goal of Passport to
Understanding. We are introducing children to the noble goal of
Bringing the World Together . . . One Friendship at a Time !
WHAT SPECIFIC ACTIVITY OR ACTIVITIES DID YOU CARRY OUT TO
ACCOMPLISH THE OBJECTIVES OF THE PROJECT:
The activities vary depending upon which country or countries we
are featuring. Basically, it works like this : We divide the
children into small groups and move them from activity to activity.
We try to include a craft, a game, a culinary activity, map
studies, a discussion of the plants and animals, a music or dance
activity, etc . We present this information on their level of
understanding.

THIS PROJECT. PLEASE ITEMIZE AMOUNTS AND IN-KIND OR DONATED
SERVICES TO CARRY OUT THE PROJECT.
This project is self-supporting and costs very little to complete.
This is exciting! We worked with groups of 30 children and once
with 60 children. (Thirty was easier! ) Teachers donated their
time . Paper, art supplies , publicity materials and food for the
culinary activity were purchased with the money collected for
admission. Admission prices ranged from $5 to $10 per child and
included lunch.

WHAT COMMUNITY GROUPS AND ORGANIZATIONS WERE INVOLVED WITH THIS
PROJECT - HOW DID YOU NETWORK WITH THEM - AND HOW WERE THEIR
SERVICgjS UTILIZED IN CARRYING OUT THE PROJECT:
Sister city volunteers - adults, Ambassadors, and Youth Group
members - pitched in to help. Elementary school teachers
volunteered to help. We also worked with the Tempe Elementary
School District to provide a summer enrichment class based on
"Passport to Understanding" . As the program grows we plan to seek
some funding from local service clubs who like to support programs
for children. This way we can offer "scholarships " to needy
youngsters .

This Student Exchange Agreement is Sade by
(student) and Sister City Steering Coxsittee of
Corpus Christ! (committee). Committee desires to sand student to
(Sister City) and student is willing to
participate in exchange program with Sister city and, therefore,
student agrees to the following:
I. Learn as such of the language as possible of the Sister
Citi you are to visit. !minimally, you should be able to
nom turioate social phrases.
11. Learn as much as possible about Corpus chriati - as you
are designated as Goodwill Ambassadors of the city.
III. Promote International peaoe and understanding by sharing
the lessons of your trip with classmates and other
=lens of Corpus Christi as directed by committee.
IV. Pexticipate in all training sessions prior to the trip,
and all evaluations and de-briefing after the trip as
regOired by committee.
V. Aet*rn all loaned materials within 10 days of your return

VIII. Writean article about your impressions of the experience
