I. CALL TO ORDER- The Monday, March 10, 1994 meeting of the Sister City Steering Committee was
held in the Committee Room of City Hall. The meeting was called to order at 6:00 p.m. by Drue
Combs, General Chairperson.
II. ROLL CALL - Attendance was taken and a quorum was present.
III. ACTION ON FEBRUARY 7, 1994 MINUTES - Ramon Lopez motioned to accept the minutes of the
February 7, 1994 meeting as corrected by Drue Combs for Sec. V., C. to read 'The committee agreed
to make language training available and to encouraged student participants and host families to
attend". Sam Polk seconded the motion, and the vote was unanimous.
IV. TREASURERS' REPORT - Marion Loucks reported that there was $1,590.09 in the Trust Fund and
$17,720.08 in the General Fund.
V. DISCUSSION ITEMS:
A. Student Exchange Participant Agreement - Drue Combs presented a draft of the student
exchange participant agreement to the Sister City Committee for review and comments. Ramon
Lopez suggested that arabic numbers be used instead of roman numerals. It was also suggested that
parents sign this agreement. Jose Garcia motioned to include this agreement in the student exchange
program packet that is sent to the high schools. Michael Flores seconded the motion, and the vote
was unanimous.
B. Discussion regarding the Sister City Committee's support for a multicultural children's program
entitled "Passport to Understanding". Marion Loucks explained that the "Passport to Understanding"
program is an educational summer youth program being developed by the Multicultural Center as a
pilot project. The program will concentrate on a variety of ethnic cultures, featuring language, food,
games and art presented at a level of understanding for children. The program is planned for the first
week of June 1994. Ramon Lopez motioned that the committee support this program and that
information about our sister city countries be included. Sam Polk seconded the motion, and the vote
was unanimous.
C. Request for financial assistance in the amount of $600 by the two area youth soccer teams to
participate in the Mastercard International/Sister Cities Cup in Louisville, Kentucky. Joe Tones
reported that the two teams to participate in the Mastercard International Soccer tournament have
not been confirmed by the tournament officials to date. Sam Polk motioned to defer discussion and

action for the April 1994 meeting when the teams have received confirmation of participation. Joe
Garcia seconded the motion, and the vote was unanimous.
VI. GENERAL COMMITTEE REPORTS
A. MONTERREY, MEXICO - Rudy Delgado reported that "Conquest Airlines" now has a direct
flight to Monterrey, Mexico from San Antonio, Texas. There will be an inaugural flight from
Monterrey that will stop in Corpus Christi for the Buccaneer Celebration in April 1994.
Mr. Delgado also reported the status of the "College for Kids"program, announcing that the program
would need to be promoted and supported heavily by one school in Monterrey for the program to be
successful.
B. YOKOSUKA, JAPAN - Johnnie Norman reported that the approved dates for the student
exchange program have been proposed to Yokosuka, Japan and there has been no response. Ms.
Norman also reported that there was no response regarding the Volunteerism Program. Ms.Norman
recommended that the student exchange selection committee also serve as the selection committee
for the Volunteerism Program.
C. TOLEDO, SPAIN - Mr. Iglesias reported that Toledo will try to send (4) students for the summer
exchange program.
D. VERACRUZ, MEXICO - Marion Loucks reporting for Mr. Lopez, announced that information
was received regarding grant opportunities for cultural exchanges with Mexico. Ramon Lopez will
contact the Mexican Consul for more information.
E. PROJECTS COMMITTEE - Michael Flores reported that the solicitation of sponsorships for the
golf tournament were slow and the committee has set a deadline of March 25th for corporate
contributions. Mr. Flores also presented a listing of door prizes that Johnnie Norman developed.
F. Student Exchange Activities - Mary Saenz presented a preliminary report on the calendar of
events for the 1994 Sister City Student Exchange Program.
G. Selection Committees - Adrian Dansby reported that all eleven (11) high schools had submitted
their applicants for the Sister City Student Exchange Program, and that student interviews are
scheduled for March 22 and 23, 1994.
VII. CURRENT CONCERNS - No reports
III. ADJOURNMENT - The meeting was adjourned at 7:35 p.m.
