Meeting Minutes CITY SECRETARY'S OFFICE
Monday, October 25, 2010
Call Meeting to Order - Curtis A. Rock, Chairman, called the meeting to order at 2:33
p.m.
II. Approval of Minutes - Minutes of September 27, 2010 were approved.
III. Presentations and Discussions -
a. Monthly Traffic Fatality Report: Capt. Vesely reported eighteen (18) fatalities to
date for the year 2010.
b. Monthly Bicycle and Pedestrian Subcommittee Report: Ms. Gretchen Arnold gave
the report to TAC due to Ms. Karen Beard's absence at the meeting. Ms. Arnold
said the committee is still waiting on a response from the Legal Department
regarding the status of the "Safe Passing" ordinance. She said the Transportation
Advisory Committee (TAC) and Bicycle and Pedestrian Subcommittee (BPS) had
passed their recommendations for this ordinance months ago. Ms. Arnold
commented the committee is looking into and receiving public input regarding
making Laguna Shores Rd. bicycle friendly. It was also brought up to make sure
that the current widening of Up River Rd. (1H37 Access Rd.) be bicycle friendly.
Mr. Charlie Cardenas confirmed with the TAC that the Bicycle and Pedestrian
Subcommittee members are "legal" in terms of appointments. Mr. Rock and the
board discussed sending a letter to Mr. Carlos Valdez, City Attorney, concerning
the status of the "Safe Passing" ordinance.
c. Discussion of Pearl St. Street Closure with Possible Action tobe taken: Mr.
Cardenas said this item would not be discussed at this meeting because it should
not have been in the agenda.
d. Police Department Traffic Enforcement Complaints: Capt. Vesely reported that
they have been working on the traffic enforcement complaint maps and Lt.
Sherman said the attached enforcement complaints are as of October 22, 2010.
Lt. Sherman named the four districts in the maps:
1. Map No. 1 —Flour Bluff Area is called Bravo District.
2. Map No. 2—Annaville Area is called Adam District.
3. Map No. 3—Downtown Area is called Delta District.
4. Map No. 4—Southside Area is called Charlie District.
e. Staples and Saratoga Median Construction Project: Mr. Cardenas presented a
schematic drawing of the project to the committee. He explained the
construction process and limits. The project is to start on Saratoga Blvd. from
Staples St. to Rodd Field Rd. then on Staples St. from Saratoga Blvd. to Oso Pkwy.
The construction process includes, milling down 4" in two lifts on both sections.
Mr. Cardenas explained the median openings along both Saratoga Blvd. and Staples

St. The committee asked questions on access to and from HEB on Staples. Mr.
Cardenas explained this median project would control the flow coming in and out
of HEB. Mr. Cardenas stated the entire project would last about 18 months.

Actions -
a. Appointments to the Bicycle and Pedestrian Sub-committee: None
V. Identify items to be placed on a future agenda -
Presentation from Legal Dept. Regarding "Safe Passing" Ordinance
Stop Sign Study for Everhart Rd. and Aberdeen Rd.
