Call Meeting to Order - Curtis A. Rock, Chairman, called the meeting to order at 2:30
p.m. Mr. Rock introduced Mr. Chase Carlisle as the newest member to the.
Transportation Advisory Committee.
11. . Approval of Minutes-Minutes of May 24, 2010 were approved.
III. Presentations and Discussions-
a. Monthly Traffic Fatality Report: Sgt. Pena reported twelve (12) fatalities to
date for the year 2010.
b. Monthly Bicycle and Pedestrian Subcommittee Report: Tabled until next month.
c. Safe Passage Ordinance Update: Tabled until next month.
d. Upcoming New Construction Projects: Mr. Cardenas distributed two hand-outs
concerning the 2004 and 2008 bond projects. The handouts referenced several
projects which are being designed and constructed at the present time. Mr.
Cardenas said the charts explain which projects are being completed, which are
under construction and which are in design. The handouts also show how many
total projects there are. Mr. Cardenas mentioned roadway, Parks and
Recreation, public health and safety projects are involved. Mr. Cardenas asked
the board to please take a closer look at the street projects, which are the first
propositions on both 2004 and 2008 bond projects and commented these projects
are all under design all at the same time in the 2008 bond project and wilt affect
the southside of Corpus Christi. He continued to say the Yorktown Blvd. Project
from Staples St. to Cimarron Blvd. has started and Airline Rd. from Saratoga Blvd.
to Rodd Field Rd. should be starting very soon this summer and it's under design.
Williams Dr. from Rodd Field Rd. to Airline Rd. is also under design, as is Staples
St. from Brawner Pkwy. to Gollihar Rd.
Ms. Cudd asked if this project will be done in two phases and Mr. Cardenas
responded that there is going to be some time that will overlap a little bit and
that's N. Staples St. from Brawner Pkwy. to Gollihar Rd. There is a South Staples
project also #20 and #21, that is also in two phases, from Saratoga Blvd. to
Williams Dr., on the southside and there is some time where it overlaps a little
bit near Hotly Rd. This project is going to be under construction and starts up
very soon this summer as well. Please look at the Kostoryz Rd. near Home Rd.
and Kostoryz Rd. by SPID and this wilt also be going under construction very soon,
so within the next two to four months there is going to be a lot of construction
projects in progress of the 2008 bond project. The design process began about a
year or two ago. After design, of course, comes construction, it just so happens
everything started to be completed around the same time as far as design is
concerned and now we are trying to move forward with construction. Ms. Cudd

mentioned the street overlays on the handout do not name the streets. Mr.
Cardenas said they don't and he will obtain a list for the board. Mr. Cardenas
said there is only a certain amount of funds available to do a certain amount of
streets. The streets are prioritized when they are ready to be overlaid. There
are sometimes spots that need base repairs and pavement design but on the
overlay there is no repair of drainage or sewer, just the roadway. He said that's
a great project because we get more bang for our buck with overlay projects. He
continued to say there have been several overlay projects and they're in the
middle of one right now. Home Rd. is still under construction and started as an
overlay project. However, while making base repairs, there were some drainage
issues so there had to be a big change order on the project which made it very
expensive but there was no choice. That one turned into a major project but it
started off as an overlay. The handouts did not identify which streets got
overlaid and which ones are getting overlaid, but again the big thing on the bond
projects is a lot of the newer streets are being done on the southside all at once,
Yorktown Blvd., Airline Rd., Staples St., and then TXDot is conducting some work
on the southside. Saratoga, and Staples as well, by Montana Mike's. King's
Crossing will be getting a lot of construction within the next year or so. The good
news is that's not going to last forever and the ending product will be very
satisfactory. The bad news is the inconvenience for a little white.
Ms. Cudd asked if there is a reason why all these projects have to be done at one
time. Mr. Cardenas said the City only has a certain amount of time to crank these
projects out. Even though the bonds are 20 years, we actually have only four
years to finish. Since the bond passed in 2008, they need to be finished by 2012.
He said there were some snags so we are still doing 2004 projects. We need to
quickly design and construct these projects and finish them as soon as possible. It
just so happens they're starting to fall into place. The southside appears to be
hit first then we are going to start over here north of SPID within two more
years. They're just starting the design so that will be another year before all that
design work is complete. Mr. Robert Jacobi asked about the projects on the 2008
bond issue listed as under design and said some of the projects are nearing
completion design and the others will probably be another year or two. Mr.
Cardenas said yes, the ones near completion are Bear Ln., Airline Rd., probably
90%, Williams Dr. is about 60%, Staples St. has just started so this is about a year
away. Kostoryz Rd. is under 90%, Mansheim is about 90%, Robert Dr. is 70%,
Wooldridge Rd. is about done from Rodd Field to Quebec Dr. Mr. Cardenas said
once they are finished with design, there is a lot of review involved with
Engineering Services and there is a process to get it advertised for a bid for
construction and that takes up to a month or so before it can be approved by City
Council. Some of these have already gone through the advertising process even
though they say they are still under design. He believes some of these have
already started the construction bids, but most of them have been completed.
e. Update of Red Light Camera Program: Mr. Cardenas presented the board with a
statistical report on the Red Light Camera Program that was submitted to the City
Council. Mr. Cardenas described a typical diagram where there is a camera
installed. He said some motorists get the misconception that every leg of an
intersection is photo enforced and that is not entirely true. Mr. Cardenas
proceeded to say most of the intersections have one approach which is photo

enforced. Mr. Cardenas said to take a look at this particular example, which is
Staples and Williams where northbound Staples approaching Williams is the one
that's photo enforced. However, the whole intersection has to be signed giving
an advanced warning that the intersection is photo enforced. Mr. Cardenas also
discussed the "Yearly Tally of Total Number of Accidents" at a certain
intersection, including all approaches. Mr. Cardenas said this is for the whole
intersection and we have the capability to go to every approach at the
intersection. Mr. Cardenas said the program started on the green bar, which is
2007-2008 which shows an increase in accidents. These accidents include rear
end collisions and there is a downward trend as years progress which can be seen
in 2008-2009 then 2009-to-present. The entire program has thirteen (13) cameras
but only twelve (12)intersections. One intersection, Everhart and Holly Rd., has a
camera on two approaches and the cameras are on Everhart Rd.
Mr. Cardenas said most of the cameras were installed in late spring of 2007.
Next, Mr. Cardenas discussed the "Type of Accidents at Each Intersection". He
said the accident reports were looked at for every intersection whether
pedestrian, cyclist, head-on, all those accidents, this was raw data and started
separating them by type of accident. Mr. Cardenas said that the rear end
collisions were already high and he stated that the rear end collisions were
predominately high but they increased because of implementation of the of the
red light program. However, t»bone type accidents were reduced. Next, Mr.
Cardenas showed diagrams of each intersection which shows where the cameras
are at each approach of the intersection. Ms. Cudd inquired about something
that was in the news media which reported right turns were under some kind of
controversy. Apparently some motorists are stopping and then inch up a little bit
so they could see better when they turn.
Mr. Cardenas said if you are on the stop bar and you stop, you are not getting a
violation. Mr. Cardenas said that the red light camera intersections in the
southside have more accidents than the ones on the westside because it goes with
the traffic. Mr. Cardenas said that the final chart that you will see is the "Yearly
Associated Cost". This formula was done by the Federal Highway Administration.
The formula is an accident cost and is used for statistical purposes only and
should not be used for budgeting and for money loss or revenues. There is a cost
associated with the injuries, property damage, and fatalities. Mr. Cardenas
continued to say there is an indirect cost to the public. Mr. Cardenas said that
the City Council had asked for an associated cost and this is what was provided to
them.
