HomeMy WebLinkAboutMinutes Transportation Advisory Commission - 03/22/2010 a s RECEIVED• APR 302010 Transportation Advisory Committee CITY SECRETARY'S OFFICE Meeting Minutes Monday, March 22, 2010 Call Meeting to Order- Bill Green, Chairman, called the meeting to order at 2:34 pm. II. Approval of Minutes -Minutes of February 22, 2010 were approved. III. Presentations and Discussions - a. Monthly Traffic Fatality Report: Captain Jerry Vesely reports no new fatalities since last month's meeting. He reports that over the spring break week, forty-five (45) total DWI arrests were made. Out of these, fourteen (14) gave a breathalyzer average of 0.15, thirteen (13) gave blood, four (4) had to have a mandatory blood draw, eleven (11) refused and CCPD had to acquire a mandatory blood -search warrant, and two (2) were arrested for DUI underage drinking. Seventeen (17) of the total DWI arrests were a result of crashes. He updates the committee that there has been two-hundred and fifty seven (257) DWI arrests so far this year, where at this point last year there were one-hundred and eighty two (182) DWI. arrests. The DWI arrests have increased forty one percent, due to officer awareness and the addition of two (2) DWI squad officers that work six (6) out of seven (7) nights a week. Capt. Vesely reports that these officers average about one (1) to two (2) DWI arrests each every night. b. Monthly Bicycle and Pedestrian Subcommittee Report: Karen Beard reports to the TAC that the sub-committee is currently looking more in depth at a Safe Passing ordinance currently used in other cities. She informs the TAC that the subcommittee wants to keep the language the same as other cities to make enforcement easier. The subcommittee is also working with the city on giving input to the update of the Urban Transportation Plan's bicycle and pedestrian plan. c. Ocean Drive updates: Mr. Cardenas reports that there have been traffic counts done on Ocean Drive, however, he has not finished up the report at this time. Item is tabled until a full report and recommendation is provided to the committee from Charlie Cardenas. d. Ranger and Saratoga signal timing update: Mr. Cardenas informs the committee that the signal times have been maxed out on Saratoga at this intersection and city crews have cleaned the vehicle detection lenses. He also states that with the daylight savings time change, the reflections of the sunlight on the pavement can sometimes play a role in the malfunction of the detection cameras. With the cleaning of the lenses, the intersection will be monitored to make sure the problem has been fixed. e. Burney and Everhart signal timing update: Item tabled until next month. f. Cell phone signage: Charlie Cardenas informs the committee that the schools on Alemeda, Greenwood, Lipan and Padre Island have been installed, with Flour Bluff school zones next to be installed. Captain Jerry Vesely, CCPD, informs the Page 1 of 2 SCANNED A committee that as of March 9, 2010, tickets were allowed to begin being issued, although he is not certain if any had. He states that it is not hard to notice a cell phone talker and he is certain the police officers will not hesitate to issue a ticket. Karen Beard advises the city to prioritize adding the signage to the Oak Park Elementary school zone on Leopard Street, due to some complaints she has received from teachers at this location. g. TXDoT center median at Montana Mike's: Charlie Cardenas informs the committee that late November to early December, construction is scheduled to begin for the Staples Street median project. When this is complete, there will be no left turns allowed out of Montana Mike's. IV. Staff Recommendations requiring Committee Review for Recommendations/ Actions- a. Appointments to the composition of the Bicycle and Pedestrian Sub-committee: No action taken. V. Identify items to be placed on a future agenda - • Doddridge speed limit sign update • TAC vacancies • Election of committee officers VI. Public Comment- • Freddy Ramirez, 3402 Ocean Drive: Mr. Ramirez informs the committee that his organization, Be Kind to Cyclists, has partnered with Google to get bicycle routing information on their website. This is scheduled to go live on May 2, 2010.. He also states that he hopes the Bicycle and Pedestrian subcommittee will continue the issue with parking in bicycle lanes and asks the city to comply with the current MUTCD and AASHTO manuals. VII.
