Meeting Minutes
Monday, July 27, 2009 CITY SECRETARY'S OFFICE
Call Meeting to Order - Mr. Bill Green, Chairperson, called the meeting to
order at 2:38 p.m.
II. Approval of Minutes - Mr. Green entertains a motion to approve the minutes.
Mr. Glen Jones moves to approve the minutes from May 18, 2009 and June 22,
2009. Mr. Curtis Rock seconds that motion. Motion passes.
Ill. Presentations and Discussions -
a. Monthly Traffic Fatality Report: Sgt. Mike Pena reported eighteen (18)
fatalities to date.
b. Discussion on NAS representation on the committee with possible action
to be taken: Mr. Charlie Cardenas informs the Transportation Advisory
Committee that there have been several efforts to contact the Naval Air
Station by City Staff, as well a member of the Transportation Advisory
Committee. Staff recommends to the committee to reappoint someone or
make a decision to alter the TAC's composition to not include the chief of
Naval Air Station security as a member. The Naval Air Station's security
officer has traditionally been a member of the Transportation Advisory
Committee, but the committee has the authority to modify that based on
the attendance record. Mr. Cardenas calls to the TAC's attention the
attendance record of the Naval Air Station's past two representatives. Mr.
Green confirms that the last meeting the Naval Air Station has been present
to was in June 2008. Mr. Green questions Mr. Cardenas on whether there
has been any direct communication with NAS security. Mr. Glen Jones
announced that he has left two messages with NAS and has not received a
response. Mr. Cardenas also states that City Staff has attempted to call NAS
security as well. Out of courtesy, Mr. Green recommends holding off any
action until there is direct communication from the NAS on whether they
would like to continue to serve on the committee.
c. House Bill 55: Cell phone •use prohibited in school zones: Mr. Cardenas
summarizes House Bill 55 that was recently passed, which prohibits a
vehicle operator to use a cell phone in an active school zone. There will be
supplemental signs used on existing school zone signs. Mr. Cardenas informs
the committee that he met with the Corpus Christi Police Department legal
representative, Trisha Dang, and is currently ironing out the state
transportation code and the statute before the city can enforce it. This bill
is effective September 1, 2009 and Mr. Cardenas wanted to provide the TAC
with the information regarding House Bill 55 in the event of an ordinance

being passed by City Council. Mr. Green questions if staff is prepared to
bring TAC a draft of the proposed city ordinance, since the Transportation
Advisory Committee must review and provide a recommendation to the City
Council. Mr. Cardenas notifies the committee that after speaking with the /
City's Legal Department, City Council can approve this bill without TAC's
approval. The Transportation Advisory Committee does not need to take
action on this item.
IV. Staff Recommendations requiring Committee Review for
Recommendations/Actions -
a. Appointments for any vacancies to the Bicycle a Pedestrian
Subcommittee: Chairperson entertains a motion to table this action until
Ms. Karen Beard returns with her recommendations. Mr. Price moves to
table this action. Mr. Jones seconds. Motion passes.
b. Motion to direct staff to draft an amendment to remove the incumbent
security officer at the Naval Air Station as a member of the
Transportation Advisory Committee: Mr. Green entertains a motion to
table this action until city staff can return with the names of the
representative and a form of written message. Mr. Jones moves to table this
item. Mr. Edd Price seconds. Motion passes.
V. Identify items to be placed on a future agenda -
• Signals on Corn Products Road and Leopard-Street .
