Meeting Minutes CITY SECRETARY'S OFFICE
Monday, June 22, 2009 �---
I. Call Meeting to Order — Mr. Green, Chairperson, called the meeting to order at
2:37 p.m.
II. Approval of Minutes — Bill Green, chairman, tabled this item, due to wrong date
on agenda.
Ill. Presentations and Discussions—
a. Monthly Traffic Fatality Report: Police department representative was not
present. Karen Beard tabled the item.
b. Development services draft amendment to the Corpus Christi Urban
Transportation Plan: Bob Payne with Development Services presented to
the Corpus Christi Urban Transportation Plan to the committee. He begins
with a background on arterial roads. An A-3 arterial road is a six (6) lane road
with medians, requires 130' of right of way and serves 36,000 trips per day.
An A-2 arterial is a four (4) lane road with medians, requires 100' right of way
and serves 25,500 trips per day. An A-1 arterial is a four (4) lane road with a
continuous left turn lane, requires 95' right of way and serves 25,000 trips per
day. Payne informs the committee that Weber Rd, Everhart Rd, Staples St
and Airline Rd are currently classified as A-1 arterial roads that should have a
maximum of 25,000 trips per day. However, a study done in 2006 shows
Weber Rd at 38,000, Everhart Rd at 28,000, Staples St at 40,000 and Airline
at 33,000 trips per day. The consultant on an MPO study stated that these
roads are operating at level F, the worst rating possible.
Payne discusses eleven (11) recommendations being presented to the
committee.
1. Recommendation to maintain Ennis Joslin as A-3 arterial from SPID
to Holly Rd.
2. Recommendation to decrease Ennis Joslin from an A-3 arterial to an
A-2 arterial south of Holly Rd.
3. Recommendation to maintain Holly Rd as an A-3 arterial, east of
Rodd Field Rd.
4. Recommendation to decrease Wooldridge Rd from an A-3 to an A-2
arterial, east of Rodd Field Rd.
5. Recommendation to increase Airline Rd to an A-3 arterial, from SPID
to Wooldridge Rd.
6. Recommendation to increase Staples St to an A-3 arterial, south of
Saratoga Blvd.

7. Recommendation to decrease Navigation Blvd from an A-3 to an A-1
arterial, between IH-37 and Old Brownsville Rd.
8. Recommendation to delete the proposed adopted plan designation for
a C-1 collector for the Compton. Rd extension, east of Flour Bluff
Drive. This is to avoid a safety conflict with the SPID off ramp.
9. Recommendation to reconfigure the Airline Rd and Rodd Field Rd
intersection to create a 90 degree intersection.
10. Recommendation to remove the Williams Drive extension, east of
Rodd field Road, or realign it to avoid crossing the drainage ditch near
Lexington Boulevard.
11. Recommendation to use a half-mile grid pattern or arterial and
collector streets south of Oso Creek to assure connectivity.
c. Traffic back up at Staple crosswalk in front of Ray High School: Mr.
Cardenas states that Sheila Cudd requested a discussion on the three
crosswalks crossing Staples St. in front of Ray High School. He informs the
committee that two of these crosswalks are located at controlled intersections
and the third crosswalk is a mid-block crosswalk. Mr. Cardenas explains that
one of the concerns was the traffic back up as students are using the mid-
block crosswalk. Mrs. Cudd shares with the TAC that she drove in that area
recently and she thinks there is no solution. Mr. Cardenas states that this is a
valid and warranted crosswalk and that there is a bus stop used by many
students at the mid-block crosswalk. In addition these three crosswalks have
appropriate signage but do not have a pedestrian button crosswalk flasher.
Mr. Cardenas informs the TAC that this is due to the false sense of security
pedestrian button flashers create. The flasher will flash amber to alert
vehicular traffic, not red, signifying to stop. Pending a discussion with RTA,
members on city staff that deal with American's Disability Act and the school
district, Bill Green requests that this item come back to the committee after a
more equitable solution is reached.
d. Report on the Bicycle and Pedestrian Subcommittee: Karen Beard
begins with an overview of the Bicycle and Pedestrian Subcommittee's first
meeting. In the meeting, they discussed the current bicycle lane locations and
the condition of these lanes, focusing on Holly Road, where the sealant
ruined the bicycle lanes. Mr. Cardenas informs the committee that seal coat
rock gives life to the pavement underneath the roadway and since the bicycle
lanes were in great condition, the lanes did not get a sealant coat. Ocean
Drive is an example of a seal coat, where a smaller rock was used from Ennis
Joslin to Oleander and the overlay is working out great. Mr. Cardenas
explains that seal coating is ten times cheaper than hot mix, hence, the
reasons that seal coating is economically preferred.

a. Appointment for Vice Chair: Bill Green, chairman, entertains nominations
for Vice Chair. Eloy Barrera Soza nominates Daniel Carrizales. Curtis Rock
seconds that nomination. Mr. Carrizales nominates Karen Beard. Mr. Rock
seconds that nomination. Mr. Rock nominates Glen Jones. Mr. Carrizales
seconds that nomination. Chairman closes nominations. Edd Price motions to
close nominations and Mr. Soza seconds.
Votes are as follows:
Bill Green for Glen Jones;
Karen Beard for Daniel Carrizales;
Daniel Carrizales for Glen Jones;
Eloy Barrera Soza for Glen Jones;
Curtis Rock for Glen Jones;
Sheila Cudd for Glenn Jones and
Edd Price for Daniel Carrizales.
Glen Jones wins position of Vice Chair with five (5) votes.
b. Appointments to the Bicycle & Pedestrian Subcommittee: Karen Beard
nominates Dave Cochran for the Bicycle & Pedestrian Subcommittee. Edd
Price seconds. Motion passed.
c. Establish a School Zone:
• On Park Road 22 near Bob Hall Road update — Karen Beard entertains
a motion to take no action on this item. Mr. Soza seconds. Motion passes.
V. Identify items to be placed on a future agenda—
• Discussion or action item on NAS position, depending on the rules and
regulations.
VI. Public Comment — Tim Clower, representing Smith and Joslin, comments on
the extension of Williams to Paul Jones. Mr. Clower states that he does not
foresee a traffic congestion problem in this area, as opposed to Staples and
Everhart. There will not be as much retail in the area where Williams Road will be
extended. His suggestion is to not extend Williams past the ditch, as shown on
the Urban Transportation Plan, which could become very costly.
Reagan Brown, representing Peterson Development Company, agrees with Mr.
Clower's views on the Williams extension. He also disagrees with changing Ennis
Joslin Road from S.P.I.D. to Holly Road to an A-2 arterial road. This sections
should remain as an A-3 arterial road as shown on the Urban Transportation
Plan now to accommodate for any future growth..
