Meeting Minutes
Monday, March 23, 2009 CITY SECRETARY'S OFFICE
Call Meeting to Order- Mr. Green, Chairperson, called the meeting to order at
2:35 p.m.
II. Approval of Minutes — Motion made by Ms. Beard, seconded by Mr. Rock to
approve the minutes for February 16, 2008. Motion passed.
Ill. Presentations and Discussions
a. Monthly Traffic Fatality Report — Sgt. Mike Pena reported (4) four fatalities
to date.
b. Mr. Cardenas discussion on:
• Montana Mike's Driveway— Mr. Cardenas explained the accident history
on Huntwick Avenue and Staples Street, identifying only 20 accidents in
the last (6) six years and (1) one fatality in 2003 at this intersection. Mrs.
Beard questioned the temporary use of delineators to prevent accidents.
Mr. Cardenas informed the committee that the Traffic Engineering
Department and TxDot are working on using temporary delineators until
the proposed median project is completed in 2010. Using the medians will
eliminate 90 % of the accidents. Also, Mr. Cardenas mentioned that
TxDot and the Traffic Engineering Department are working on a proposed
traffic signal on Patti Drive and Saratoga.
• Red Light Camera Update — Mr. Cardenas affirmed that the test period
on the (3) three new cameras on Ocean Drive at Airline, Staples Street at
Kostoryz Road and Baldwin Blvd and Greenwood Drive are on the final
stages. Mrs. Beard inquired about the legislation filed on the Red Light
Cameras on Staples, Weber and SPID by Solomon Ortiz Jr. Mr.
Cardenas is working on a response with an update of the statistical data
prior and after to the red light program and the update on the MMA for Mr.
Ortiz. In addition, Mr. Cardenas will provide a letter explaining the different
statistics on rear end collisions. Mrs. Beard requested that the busiest and
most dangerous intersections will be included in the response to Mr. Ortiz.
• Bicycle Subcommittee- Mr. Cardenas introduced and recommended that
Gretchen Arnold be part of the Bicycle Subcommittee. Ms. Arnold
mentioned that Bicycle Subcommittee will be reporting to the
Transportation Advisory Committee once a month. In addition, Ms. Arnold
said that this committee will help find alternative modes of transportation.

Mr. Carrizales asked if an MPO member can be part of the Bicycle
Subcommittee as a non voting member. Mr. Cardenas replied yes. Mr.
Green, chairman, entertained a motion for a nominee from the
Transportation Advisory Committee to serve as a member to the Bicycle
Subcommittee. Mr. Soza motioned himself as a nominee, seconded by
Ms. Cudd. Mr. Jones motioned Mrs. Karen Beard as a second nominee,
seconded by Mr. Rock. Mrs. Brown called the role as follow:
Glenn Jones voted for Karen Beard.
Eloy Barrera voted for Eloy Barrera.
Sheila Cudd voted for Eloy Barrera.
Daniel Carrizales voted for Karen Beard.
Curtis A. Rock voted for Karen Beard.
Karen Beard voted for Karen Beard.
Mr. Karen Beard won the votes for nominee (4)four to (2) two.
■ Municipal Maintenance Agreement Update - Mr. Cardenas informed the
Committee that TXDOT has informed him that the city is now responsible
for signing the MMA. Mr. Cardenas explained to the Committee that there
are differences between the old and new MMA on what the state or city
responsibilities are within the city. In addition, there is a cost involved with
mowing and sweeping of non-controlled access highways. Mr. Cardenas
will find out what city department is in charge of street sweeping or if the
city contracts street sweepers. Mr.. Green asked Mr. Cardenas how many
more issues within the MPO remain unresolved with TXDOT and a
timeline on when those issues will be resolved. Mr. Cardenas advised that
there are (8) issues that need to be resolved between the city and TXDOT
with no timeline on when agreements will be met, but updates on those
issues will be given at the following TAC meeting.
• Establish a School Zone at Sands Drive adjacent to Flour Bluff High
School - Mr. Cardenas addresses both school zone issues at once. Both
concerns were called in the week prior to this meeting. In Flour Bluff, the
establishment of a school/speed zone on Sands Drive adjacent to Flour
Bluff High School. Residential and pedestrian traffic in that area want a
school zone to slow down traffic.
• Consideration of a School Zone on PK22 near Bob Hall Road — Mr.
Cardenas addresses the Park Road 22 school zone issue next, and starts
by informing the TAC that Park Road 22 is the city's responsibility under
the current MMA. In addition, residents want a reduction of speed and a •
school zone on Park Road 22. Mr. Cardenas states that school zone's are
an engineering judgment and are based on the safest routes to school.

School zones are automatically placed in front of a school where the
address of that school is at. Mr. Green, Chairperson, requested that Mr.
Cardenas look into traffic calming recommendations and accessibility
improvements on both school zone items. Mr. Cardenas informs that
installing rumble strips, additional lighting, and pedestrian signage are
other ways of addressing these issues as well.
c. Upcoming Transportation Advisory Committee members'
appointments — Mr. Green asked the Traffic Engineering Department to
contact Mr. Daniel Holmes to find out if he is still interested in serving on the
TAC. Committee was informed that (3) three consecutive absences at
committee meetings yields an automatic disqualification of the adjournment.
Mr. Green entertains a motion to remove a member of the TAC due to being
absent (3) three time in a row. Glen Jones made a motion to remove Jerry
Trevino from board. Karen Beard seconded that motion. Decision of removal
was a unanimous recommendation to city council and city secretary's office.
Contact Naval Air Station on whether Mr. Jones will begin participating or
have him replaced if he no longer wishes to be a part of the TAC.
