HomeMy WebLinkAboutMinutes Transportation Advisory Commission - 02/16/2009 JRECEVEI I Transportation Advisory Committee FEB 1 1 2010 Meeting Minutes Monday, February 16, 2009 CITY SECRETARY'S OFFICE Call Meeting to Order— Mr. Green, Chairperson, called the meeting to order at 3:50 p.m. II. Approval of Minutes — Motion made by Ms. Beard, seconded by Mr. Soza to approve the minutes for November 24, 2008. Motion passed. Ill. Presentations and Discussions a. Monthly Traffic Fatality Report — Tabled for next meeting due to Sgt. Mike Pena being absent to present the fatality report. Motion Made by Mr. Soza, seconded by Mr. Curtis. b. 2008 Yearly Report — Mr. Cardenas informed the committee of the slightly increase in the 2008 fatal accidents in comparison to the 2007 fatal accidents. Mrs. Beard mentioned that alcohol related accidents are not always accurate because an alcohol test is not always required in an accident. c. Mr. Cardenas discussion on: • Montana Mike's Driveway — Mr. Cardenas, Traffic Engineer, presented to the committee (2) two alternative configurations for Staples Street and Huntwick. Mr. Cardenas recommended configuration "B", this configuration will combine access to Montana Mike's, Advance Auto Parts and the Apartment complex. Mr. Cardenas confirmed that TxDot is moving forward with the negotiations for sharing the cost of the driveway with all the parties involved. The time frame for this driveway to be completed will be sometime in 2010. Mr. Green asked the Traffic Engineer to bring an accident report on a right turn only for Staples Street and Huntwick for next the meeting. • Traffic Study on Yorktown Blvd. between Everhart Rd. and Weber Rd. - Mr. Cardenas explained the warrant study at Yorktown Blvd. and Oso Parkway mentioning that it didn't meet the warrants for a stop sign because the traffic volume at Oso Parkway and Kaw Lake were low. Mr. Cardenas recommended new striping, narrowing the lanes to slow down the traffic in .Yorktown Blvd. as well as increasing the signage. Also, Mr. Cardenas said that the intersection on Weber Rd. and Yorktown Blvd. does meet the warrants for a traffic light. SCANNED Page 1 of 2 ■ Red Light Camera Update — Mr. Cardenas discussed the upgrade of the system to add (6) six red light cameras, but after further review it was decided to add only (3) three cameras. The location of the (3) three new approaches are: Ocean Drive at Airline Road, Staples Street at Kostoryz Road, Baldwin Boulevard at Greenwood Drive. The operation of these new cameras will start until the middle of March. Mr. Cardenas explained that the decision was discussed with Red Flex and the locations were based on traffic counts, violations and past accident history. Mr. Green requested for the next meeting a specific date on when the cameras are going to start working and a copy of the press release. ■ Bicycle Subcommittee- Mr. Cardenas informed the committee of the composition for the bicycle subcommittee (handouts were given out last meeting). Mr. Cardenas asked the committee members to think who the appointees could be and to submit possible candidates to him or Mrs. Brown. Mr. Cardenas mentioned that the RTA is not officially part of the composition for the bicycle subcommittee. Also, Mr. Cardenas stated that this subcommittee will report to the Traffic Advisory Committee once a month. IV. Staff Recommendations requiring Committee Review for Recommendations/Actions — • Terms of Traffic Advisory Committee members and Committee procedures- Information was given out to the TAC members to let them know the expiration date on their terms. • Installation of a Speed Zone at the 100 to 200 block of Ayers Street and the 100 to 200 block of Elizabeth Street. Mr. Cardenas asked the committee to take action in creating a new speed zone by lowering the speed from 30 mph to 20 mph on Ayers Street from the east side of the • southbound lanes of Ocean Drive to the west side of Santa Fe Street. Also, on Santa Fe Street from Ayers Street to Elizabeth Street, and on Elizabeth Street from Santa Fe Street to the west side of the southbound lanes to Ocean Drive. It was also recommended to have an amber flashing light operating on business hours only. Motion made by Mrs. Beard, seconded by Mr. Soza. V. Identify items to be placed on a future agenda- Mr. Green suggested to add to this item the following: • Any other items With this stated committee members have the opportunity to suggest any othertopics for future agendas.
