Approval of Minutes — Mr. Green stated that he did not make the motion to approve the July minutes and that the Mr. Soza made the motion to approve the July 21, 2008 minutes. Mr. Green stated that this correction needs to be made. Mr. Green also stated that the Carmel Parkway discussion needs to have a correction on that the closure. The correction would be that Development Services and the Developer would agree to drainage easement access for the right-of-way being closed for Storm Water access. Motion made by Mrs. Beard with the corrections being made to the July 21, 2008 minutes, seconded by Mr. Soza to approve minutes for July 21, 2008. Motion passed. III. Committee Reports a. Monthly Traffic Fatality Report — Mr. Cardenas introduced Mr. Mike Pena, CCPD. Mr. Green asked if the TAC had seen the fatality accident report for the incident on July 9, 2008. Mr. Green stated that if fatalities are not presented due to lack of representation that we carry them over to the next meeting. Mr. Green opened the discussion for questions and comments. No comments were made. b. Traffic Engineer's Report - Mr. Cardenas provided the committee with the following information: • Top 10 dangerous intersections — These will continue to be updated and added to the Monthly Traffic Fatality Reports. Mr. Cardenas also stated that most of the accidents are occurring on the on highway systems, and it is centralized on the main corridors. To take a proactive approach the City of Corpus Christi is increasing signal coordination at these corridors. Mr. Jones asked how many of these intersections have red light cameras at • them. Mr. Cardenas stated that none of these intersections have red light cameras set up. TxDot has said that if the City wants to put a red light camera up on a state right-of-way the latest Municipal Maintenance Agreement will have to be signed. 1983 was the last Municipal Maintenance Agreement that was signed. Mrs. Beard stated that there is one red light camera located at Williams and Staples. Mr. Green asked if the number of accidents represent this calendar year. Mr. Cardenas stated that the number of accidents represent the current calendar year January to December 2008. • Name Change of SH 361 to "The Island Road" — The City of Port Aransas sent a letter to the City of Corpus Christi asking them to concur with the City of Port Aransas on changing the name of SH 361 to The Island Road; • SCANNED Page 1 of 5 they did get permission from TxDot. TxDot told them that this would be okay with approval from The City of Corpus Christi City Council. The City of Corpus Christi has ordinance 49-1 that states policy and procedures on naming or renaming or changing names of streets to include highways. It says that if someone who lives on this road request a name change the City can do it. This situation is different because it was from another jurisdiction asking for the name change. The same ordinance says that the City Secretary and the City Traffic Engineering do an investigation on the impacts of changing the name. Mr. Cardenas stated that he is at the end of his investigation of impacts. Mr. Cardenas will be making a recommendation to the City Secretary to hold a public hearing on the name change. This will presented to the TAC during a future meeting. • Riverwood Drive from a one way to a two way street — This was changed to a one way street in 2002 because of an accident at Riverwood and FM 624. Now that there are medians on FM 624 that keep cars from crossing FM 624 the change back to a two way street. Mr. Green stated that Mr. Cardenas should come back to the TAC on why this change will work. Mr. Cardenas stated that this will be presented to the TAC at a later date.' • Median Project on FM 2444 (Staples) from FM SH 357 (Saratoga) to Oso Parkway and also from Hunt Drive to Roddfield. This will restrict the left turning movements on Saratoga Blvd. Mr. Cardenas has asked Wilber Smith and Associates to do a presentation at the next TAC meeting. This will give more information. Mr. Green gave additional background information on the Wilber Smith project was done under a PS and E Evergreen contract with TxDot Corpus Christi District and they had an initial public hearing and got comments and input on access treatment on Staples from Oso Parkway to Saratoga and then along Saratoga from Hunt to Roddfield Road, with the idea of eliminating the bad behavior such as Montana Mikes as an example. Now they are prepared to have there next series of public meetings in terms of what there recommendation might be on controlling the traffic. As part of this public outreach they want to come to this committee to see what kind of comments and questions the committee may have before they have there public meetings. Mr. Green also stated that no action would be required for this presentation, only comments and questions would be needed. He also stated that he was a consultant member of the consultant team that was awarded the contract by TxDot how ever he is not under contract yet. For Legal reasons Mr. Green will turn this discussion over to another committee member when it is presented at the next meeting. • Speed limit ordinances — An update and presentation will be given in August 2008. c. Presentation of Bond 2008 Projects — Mr. Green stated that the presentation was over Bond 2008 and not Bond 2004. Mr. Charlie Cardenas, City Traffic Engineer introduced Mr. Pete Anaya and he presented the Bond Page 2 of 5 Project 2008. Mr. Anaya went over the following propositions stating that voters would be allowed to vote on each individual proposition. Proposition one Street Package: $ 104,610,000 Proposition two Fire Department Package: $ 6,250,000 Proposition three Police Department Package: $ 3,340,000 Proposition four Public Health Package: $ 1,150,000 Proposition five Public Facilities Package: $ 3,050,000 Proposition six Park & Recreation Package: $ 21,600,000 Proposition seven Bayfront Master Plan Package: $ 13,000,000 Total Bond Issue 2008 Package Price $ 153,000,000 Proposition seven Bayfront Master Plan package was show as a stand alone project as per City Council. This will go towards bayfront section closer to Buford and Sunrise Beach. Mr. Green stated that this portion fronts the Memorial Coliseum and that there is a separate committee that is deciding what to do with the Memorial Coliseum. This committee would present ideas to the City Council with a target of November for presenting this. Mr. Anaya stated that in the back of the booklet there were foldouts that show the different projects that are being proposed. City Council chose to focus on the heavier traveled roads. Glen Oak (Flour Bluff Drive to Waldron) 7. Hustlin' Hornet (Debra to Laguna Shores) • 8. Whitecap Blvd. (Park Road 22 to Gulf of Mexico) 9. Tarlton Street (Ayers to Crosstown) 10. Kostoryz Road (SPID to Holly) 11. Flato Road (Bear Lane to Bates) 12. Wooldridge Road (Quebec to Oso Parkway) 13. Yorktown (Waldron to Laguna Shores) Paving Assessments $ 2,230,000 1. Viola (Ayers to Gollihar) Mr. Anaya stated that page 3 in booklet goes into more detail on each bond issue. Mr. Green opened the discussion for question and comments. Mrs. Beard asked if each Bond issued would be voted on separately, Mr. Anaya stated that they would be voted on separately. Mr. Green asked what would this bond do to our annual tax rate. Mr. Anaya stated that the $ 153,000,000 would not affect this tax rate. Our tax rate will stay the same. Mrs. Beard asked if the Bond 2004 was successful. Mr. Anaya stated that it was success and the goal is to have all of the work completed with in four years. Mrs. Beard made the comment that a presentation should be made on Bond 2004 letting the public know that the money was well spent. IV. Staff Recommendations Requiring Committee Review/Recommendations - None V. Issues for next scheduled Transportation Advisory Meeting — Median Project on FM 2444 (Staples) from FM SH 357 (Saratoga) to Oso Parkway and also from Hunt Drive to Roddfield. This item was discussed in the City Traffic Engineers Report. VI. Previous/New Concerns a. Possible four-way stop sign at Oso Parkway/Yorktown Blvd. to reduce speeding. — Mr. Cardenas, City Traffic Engineer stated that now that school has started this will give the City a true traffic counts and true volumes and speeds. This will give us the best counts that we can get due to the fact that there is more activity during school. This analysis should be complete by the September 22, 2008 for the warrants for this four way stop. Mr. Jones asked if there we other techniques to slow drivers down. Mr. Cardenas responded by saying that they only way to record speeders is to use the red light running cameras program. What can be used are the driver feedback signs. These can let drivers know how fast they are going. These can tell us how many time drivers went over the speed limit. The City of Corpus Christi does not have these devices. Mr. Cardenas also stated that staff can perform these short term speed studies manually by using radar guns and the counts using the hoses. Mr. Green asked how much information does the City of Corpus Christi need before to warrant a four way stop. Mr. Cardenas stated that they City did a speed study years ago that was done when school was not going on and it did not warrant a four way stop. The speed study is being done again during school. b. Montana Mikes driveway — Mr. Cardenas, City Traffic Engineer stated that Montana Mikes wants to not just close off the existing driveway and the fake driveway but re-a-line the driveway. This will all be discussed in more detail during the next meeting. Mr. Green asked it removing the fake driveway was as simple as having City Code enforcement tells them to remove the drive. Page4of5 Mr. Cardenas responded by saying that he has not gotten any further information for this question because of what will happen during the meet with Montana Mikes.
