Mr. Green then announced that Curtis Rock and Damien Holmes was reappointed by City Council and Jerry Trevino was appointed as the replacement for Richard Bailey II. Approval of Minutes — Motion made by Mr. Rock, seconded by Mr. Holmes to approve minutes for February 25, 2008. Motion passed. Ill. Committee Reports a. Monthly Traffic Fatality Report - Capt. Mike Pena was not present to report on the fatality report. b. Traffic Engineer's Report - Mr. Cardenas introduced himself as the new City Traffic Engineer. Mr. Cardenas reported on the following items: • Traffic Engineering would getting new traffic counters that will be able to determine vehicle classification; such as eighteen wheelers or other heavy vehicles. • Traffic Engineering is in the process of creating a web link under the Engineering Services website with information such as; Parade, overhead banner, street closure, and neighborhood event permit applications and instructions, as well as street light outage request and construction projects. • Speed limit ordinances were passed through City Council back in 2002 and signs are just now being replaced through out the city. Traffic Engineering Staff is in the process of updating these speed signs during Neighborhood Initiative programs are taking place. This will also give staff a chance to replace signs that are not part of the NIP as well. Charlie also stated that the city uses the Maximo system and the Balance Score card systems for tracking speed signs that have been upgraded. The Annaville rule area of the city needs to be updated more than any other area of Corpus Christi. • Ordinance 49-3 was last updated in 1975 — Traffic Engineering wants to amend ordinance to reflect the TMUTCD (Texas Manual of Uniform Traffic Control Devices). This will help with consultant plans, construction traffic controls plans, and street closure Traffic control plans. This ordinance will also affect ordinance 53-195 and permits on ROW ordinance 53-71. Need to look into Clarkwood / BU SH 44 • Clarkwood /BU SH 44—This intersection needs to have the traffic signals • removed and replaced with a four-way stop. SCANNED Page 1 of 3 • Business Ayers/ SH 286 This intersection needs to be studied by TxDot to add a four-way stop. • SH 286/FM 43 (Weber Road) —This intersection also needs a four-way stop. • TAC Packets — Sending them out via email vs. mail/hand deliver. Mr. Rock stated that sending them out via email was a faster way to receive them. • Traffic Signals - Charlie introduced Tony Salinas, Superintendent of Traffic Signals. IV. Staff Recommendations Requiring Committee Review/ Recommendations c. Recommendation to City Council to propose Speed Zone Change on U.S. 77 - Staff recommends to amend Code of Ordinances Section 53-254, Speed Limits; by establishing the speed limit on U.S. 77 from IH 37 South to the City Limits to be changed from 55 miles per hour to 70 miles per hour. The last time a speed study was conducted on this portion of U.S. Hwy 77 was in 1999. Mr. Cardenas, City Traffic Engineer stated that TxDot recently performed a speed study and this study showed that this section should be at the 70 mph speed zone. Mr. Green was concerned about the FM 624 fly over, merge capabilities and the speed increase. Council pending TAC approval until TxDot can prove speed limits and travel speed. V. Issues for next scheduled Transportation Advisory Meeting a. Proposed Speed Zone Change on U.S. 77. b. Clarkwood.and HWY 44 four way stop. c. FM 43/Weber Road and HWY 286 four way stop. d. Red Light Camera — Self addressed envelope has the wrong address listed. Veronica Ocanas will follow up on this matter. e. Bond 2008 — Mr. Green stated that he would like a presentation of the Bond 2008. f. Top 30 dangerous intersections — Mr. Jones asked if the TAC could the top 30 dangerous intersections in Corpus Christi. Mr. Cardenas, City Traffic Engineer stated that Maggie Ware can work with the crash data and get the top 10 for the current year. VI. Previous/New Concerns a. Possible four-way stop sign at Oso Parkway/Yorktown Blvd. to reduce speeding. — Mr. Cardenas, City Traffic Engineer stated that a new traffic study will need to be conducted for the growing population. He also stated that it may lead to a possible signal warning sign/light. b. Vehicles using northbound turning lane to accelerate and merge with southbound traffic. Left turns onto Weber Road from McDonald's driveway south of Saratoga Blvd. — Mr. Green stated that left turn dividers. Mr. Cardenas, City Traffic Engineer will speak with TxDot about the dividers. c. Conversion of street lighting — AEP has completed their sweep of converting the old mercury lights to high pressure sodium lighting. d. Permissive left turns — Mr. Cardenas, City Traffic Engineer stated that this is Page 2 of 3 now in the split faze of low volume and high volume roads with protected left turns. e. Montana Mikes driveway — Mrs. Beard stated that the TxDot did not approve the original driveway and now it is confusing drivers. Montana Mikes is saying that TxDot won't remove this driveway. TxDot did not approve the original driveway and made them move it. Now there is a fake driveway. f. Adding a new entrance to NAS Corpus Christi. VII. Public Comment— None VIII.
