CALL TO ORDER - Meeting called to order at 2:30 p.m. by Chairperson LW rt -n
introduced Mr. Charlie Cardenas as the new City Traffic Engineer and also introduced City
Council Member Nelda Martinez to the committee members. Mr. Cardenas introduced himself
to everyone and mentioned that Nan Bailey, recording secretary, will be retiring on Friday,
February 29th and encourages everyone to attend a farewell reception being held in her honor
that Friday at 3:00 p.m. on the 6th Floor at City Hall.
II. APPROVAL OF MINUTES - Motion made by Mr. Soza, seconded by Mr. Carrizales to approve
minutes for January 28, 2008. Motion passed.
III. MONTHLY TRAFFIC FATALITY REPORT - Capt. Mike Pena reported the fatality report for 2008.
Five (5) fatalities were reported for the year.
IV. Capt. Robert McDonald gave an overview of the Red Light Camera Monitoring/Active
Intersections Program. Stated the ten (10) cameras are up and fully operational. The basis of
having the cameras is designed to reduce accidents. About 10,397 violations have been issued
in the 6-month period since the installation of the cameras. The fine for running a red light is
$75.00 per violation. Tickets are not being issued to motorists turning right; unless, not coming
to a complete stop before making the right hand turn. Rear end collisions have increased due
to the short period of time, since the cameras were installed, but as time elapses these types
of collisions should observe a decline. Right angle collisions should also see a decline.
Currently, the cameras are only on city right-of-way and not on state right-of-way. The city is
interested in a "municipal maintenance agreement" with TxDOT to allow the installation of red
light cameras along TxDOT highways.
The camera on Doddridge St. and Ocean Dr. will be out for five (5) months due to construction
on Doddridge St. Suggestion to move camera to Ocean Dr. and Airline Rd. or add 11th camera
to the list. A Public Service Announcement will be issued to the community to make motorists
aware of number of violations issued since the installation of the red light cameras.
The committee suggested installing more cameras and giving an update of program in four (4)
months with new statistics.
V. STAFF RECOMMENDATIONS REQUIRING COMMITTEE REVIEW and or RECOMMENDATIONS -
Recommendation to City Council to propose Speed Zone Change on U.S. 77, which
recommends to amend Code of Ordinances Section 53-254, Speed Limits; by establishing the
speed limit on U.S. 77 from IH 37 South to the City Limits to be changed from 55 miles per hour
to 70 miles per hour. The last time a speed study was conducted on this portion of U.S. Hwy 77
was in 1999. Mr. Green suggested to table this action for additional information for next
month upon staff review. Motion was made by Mr. Seiler, seconded by Mr. Bailey to table this
action.
VI. DISCUSSION ITEMS - Time Table from City Traffic Engineer for Municipal Maintenance
Agreement with TxDOT. Mr. Seiler discussed bringing Intersection Collision Diagrams to the
Transportation Advisory Committee as well as the Monthly Traffic Statistics Report.

VII. CITY'S TRAFFIC ENGINEER'S REPORT- Mr. Cardenas talked about several special events on the
horizon and items going up to City Council for approval. A traffic control plan will be
developed for all special events and approved by the City Traffic Engineer.
VIII. Issues for next scheduled Transportation Advisory Meeting - Proposed Speed Zone Change on
U.S. 77 and Speed Limit Change on Ennis Joslin Road.
