CALL TO ORDER - Meeting called to order at 2:30 p.m. by Traffic Manager, Ricardo Guzmanin the absence of Chairperson Green and as Vice-Chairperson Foster had termed out. II. ELECTION OF OFFICERS Floor was open for nominations for Chairperson and Vice- Chairperson. Motion made by Daniel Carrizales, seconded by Ms. Beard to elect Mr. Green as Chairperson. Motion passed unanimously. Ms. Beard made motion, seconded by Mr. Rock to elect Mr. Bailey as Vice-Chairperson. Motion passed unanimously. III: DESIGNATION OF CITY SECRETARY AS PUBLIC INFORMATION - Motion made by Ms. Beard, seconded by Mr. Carrizales to appoint the City Secretary as the Public information Officer as specified by State law. Motion approved. IV. APPROVAL OF MINUTES - Motion made by Ms. Beard, seconded by Mr. Carrizales to approve minutes of April 23, 2007. Motion passed. I V. MONTHLY TRAFFIC FATALITY REPORT - Capt. Vesley reported six (6) fatalities to date. Capt. Vesley further'stated that at the same time in 2006 there were twelve fatalities and in 2005 there were fifteen fatalities. DWI arrests to-date total thirty (30). VI. STAFF RECOMMENDATIONS REQUIRING COMMITTEE REVIEW and or RECOMMENDATIONS - 1. Two Year Update to the Urban Transportation Plan - Robert E. Payne, Senior Planner, Development 1Services Department - Mr. Payne stated the since the last Transportation Advisory Meeting, staff; had discussed the Urban Transportation Plan with both the Texas Department of Transportation; and the Metropolitan Planning Organization staff with both groups in agreement with the proposed changes to the plan. Several changes resulted to the draft plan from these meetings as follows: The City of Corpus Christi is growing steadily towards the south and northwest as areas to the north and east of the city are surrounded by Nueces and Corpus Christi Bay. This steady growth toward the south and northwest' is putting pressure on South Padre Island Drive, IH37, and other freeways is needed. Other metropolitan areas have also provided a loop system to relieve traffic congestions such as the 610 and South Loops in Houston and the 410 and the Anderson Loops in San Antonio. The Southside Mobility Corridor can only be illustrated conceptually at this time in lieu of a detailed alignment study to be conducted by TxDOT and/or the Metropolitan Planning Organization. The importance of an alignment study can not be understated as new freeways typically take 20 to 25 years to construct from conception to!completion. Given the direction of growth and rate of increasing traffic on SPID the alignment study is a high transportation priority for the City of Corpus Christi. The purpose of the Transportation Plan is to build a transportation network to accommodate the adopted Future Land Use Plan, Guide capital improvement decisions, and guide development decisions especially pertaining to the amount of right-of-way to be dedicated during the platting process. City Charter requires a public hearing be held by Planning Commission and by City Council before adoption as an element of the Comprehensive Plan. Streets included are Ennis Joslin Road, Wooldridge Road, Holly Road, Slough Road, Oso Parkway Realignments, Collector Streets south of Oso Parkway, Mustang Trail, Sessions Road, Country Road 52, Jones Tract, Delgado and Castenon Streets, Staples Street between Saratoga Boulevard to Oso Creek, Simpson Street, Timbergate, intersection of Timbergate and Patti Drive and Weber Road. Motion made by Karen Beard, seconded by Daniel Carrizales to accept two-year update of the Urban Transportation Plan. Motion passed. SCANNED 2. SPEED ZONE CHANGE ON SPUR 3 FROM SPID TO TEXAS.A&M CORPUS CHRISTI - Mr. Guzman stated that the Texas Department of Transportation has requested a speed zone change on Spur 3,from South Padre Island Drive to Texas ABM Corpus Christi. Spur.3 is composed of the segment of Ocean Drive from Texas ABM University Corpus Christi to the intersection of Ennis Joslin with Ocean Drive and with Ennis Joslin between Ocean Drive and SPID. Land uses along the Spur 3 corridor can be characterized as almost fully developed with the following uses: 1. Ocean Drive Frontage - Land uses along this section include Texas ABM University Corpus Christi along the eastern most frontage with a node of commercial uses located at the western most portion of the segment (intersection of Ocean Drive and Ennis Joslin). Other than the University use and the commercial use, uses can be described as Corpus Christi Bay waters and the Cayo del Oso, including several wetlands areas. 2. Ennis Joslin Frontage - Land uses along this section primarily include a fully developed residential area with only two large undeveloped tracts which are located on both sides of Ennis Joslin with one east of the McArdle intersection and one located southwest of the intersection. In addition to residential and undeveloped lands, other residential serving users include a wastewater treatment plant, a private golf course, Oso Pony Baseball Park, East Guth Nature Park and a group of commercial retail uses at the northeast corner of Ennis Joslin and SPID. A speed study was completed by TxDOT and the 85 percentile speed warrants a speed limit change. Staff reviewed TxDOT's request and concurs with the proposed changes except for the area from South Padre Island Drive to a point 300 feet north of McArdle. This area of Ennis Joslin will remain at,35 MPH because of the curves on Ennis Joslin andthe visibility issues approach SPID traveling south. The full access driveway to the apartments within this zone is also a concern. Staff recommendation is to amend Code of Ordinances 53-254, Speed Limits; by establishing the speed limit on Spur 3 from a point 300 feet north of McArdle Road to a point 300 feet south of Carson to be 45 mph at all times and amend Code of Ordinances Section 53-254, speed Limits; by establishing the speed limit on Spur 3 from its intersection with Ocean Drive to a point approximately 700 feet east of Sand Dollar Boulevard to be 45 mph at all times. Motion made by Karen Beard, second by.Chris Rock to accept staff recommendation as presented. VII. RECOGNITATION of Audience/Public Concerns not scheduled on Agenda - Mr. Guzman recognized and commended six year term member Robbie Foster and out-going member Mike Beavers. VIII. DISCUSSION ITEMS - Vice-Chairperson Bailey, introduced and welcomed two new members to the Transportation Advisory Committee- Keith Roper and Andrew Dimas to fill the vacancies. Chief Galan, NAS Corpus Christi stated that a new barrier gate is to be installed on the Federal property line to help with security enforcement. . IX. CITY'S TRAFFIC ENGINEER'S REPORT 1. Red Light Camera Update - Status of Installation and HB 1119 Mr. Guzman stated that Reflux has contracted with Star Operations to install red-light cameras.' At the intersection of Everhart/Holly the red-light camera, has been in operation for several months. Asecond camera is being installed at this intersection along with a camera installation at Gollihar/Greenwood; Airline/McArdle and Ocean/Doddridge. An additional six should be up andrunning at Baldwin/Ayers, Gollihar/Ayers; Weber/Holly; Williams/Staples for a total 10 cameras to be installed by end of July, 2007. . Capt. Vesley reported that 345 red-light tickets have been issued for the northbound intersection of Everhart/Holly. House Bill 1119 relating to red-light cameras was signed by the Governor last week. This bill will affect how generated funds will be appropriated after expenses. Additionally, Capt. Vesley reported that 50% of the State funds will be receiving will be spent on Trauma Centers and the remaining 50% must be ear-marked for traffic enforcement and traffic engineering issues and upgrades of the traffic signals. Also, if red-light traffic citations are not paid by a motorist, this citation will be attached to the person's vehicle registration the following year. The City of Corpus Christi is in the 90% compliance category with HB 1119. Also, after a motorist receives their third citation, the fine will double to $150.00. Criteria must also be established for installation of new red-light cameras. 2. Traffic Safety Effort - Speeding Hot Spots and School Zone Safety - Mr. Guzman stated that the CCPD has been diligently working on identified speeding hot spots throughout the City. Citizens are notified in the Corpus Christi Caller and on Channel 10 of these locations and speeding will be strictly enforced. Summer school zone safety is also being enforced since CCISD is conducting summer school throughout the City. The TAC was also informed that AEP was conducting their second quarterly review of the City's residential street lights at this time. Also, TxDOT's contra-flow lanes and requirements are in place to implement in the event of an impending hurricane. X. Issues for next scheduled Transportation Advisory Meeting - None XI.
