CALL TO ORDER-Vice-Chairperson Sher called meeting to order at 1:35 p.m. Electi•• est ;:;...

for recommendation for Interim appointment of Chief Brian Clements to the Transportation Advisory
Committee. Consensus was unanimous.
II. APPROVAL OF"MINUTES"-Chairperson Sher called for approval of minutes for meeting of June 28,
• 2004.Motion was made to approve minutes as presented by Mr.Seiler,seconded by Mr.Green. Motion
carried.
III. MONTHLY TRAFFIC FATALITY REPORT (ATTACHMENT"A") - Capt. MacDonald reported that
there have been to-date twenty(20)fatalities, twelve (12) are alcohol related.
IV. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT for(June,2004), (ATTACHMENT"B")

Mr. Foster inquired of Staff regarding allocation of funding the new City jail. Mr. Escobar stated he will
provide information to Mr. Foster at the next meeting.

VI. STAFF RECOMMENDATIONS REQUIRING COMMITTEE REVIEW -
Lozano Elementary School - Proposed one-way change for Aztec Street - Establish of a one-way
traffic pattern between the hours of 7:15 am to 8:15am and 2:45pm and 3:45pm during school days
only, on Aztec Street from Blake Street to Osage Street- Motion made by Mr. Seiler, seconded by Ms.
Gonzalez to recommend proposed one-way change school zone at Lozano Elementary School. Motion
passed.
Tuloso-Midway Intermediate School,1921 Overland Trail-Proposed one-way change for Oregon
Trail-one way going into the neighborhood (west) and Goodnight Loving - one-way going out of the
neighborhood (east) traffic pattern between the hours of 7:15am to 8:15am and 2:30pm to 3:30pm
respectively during school days only. Motion by Mr. Seiler, seconded by Mr. McNair to recommend
Overland Trail be made a one-way street during the hours of 7:15am to 8:15 and 2:30pm to 3:30 pm.
Motion passed.
Hospital Zone on Alameda Proposed Changes-Mr.Escobar stated this Hospital Issue was initiated
in 1999, and has been monitored for the last several years. City Staff has been receiving complaints
regarding the length of the zone itself and the duration since the zone is continually in effect. City
Council has asked City Staff to revisit this issue and see if conditions still warrant the hospital zone as
is. Staff asked Kevin St. Jacques and his firm to investigate the issue with data gathered the last two
(2)years on usage of pedestrians,vehicles,speed,etc. Mr. St.Jacques was asked to analyze and make
recommendations.
Mr.St.Jacques stated to facilitate the movement of traffic along Alameda Street yet enhancing the safety
of pedestrian crossings of Alameda Street, the following work items are proposed:
1. Eliminate the Hospital Zone 20 mph speed zone by change of ordinance and simultaneously
reduce the posted speed to 30 miles per hour in this segment of Alameda Street.
2. Remove the HOSPITAL ZONE sign pedestal and flashing beacon from.northbound Alameda north
of Ropes Street, and replace with a HOSPITAL warning sign plus a REDUCED SPEED 30 sign on
anew post.

3. Keep School Zone as is. Replace HOSPITAL ZONE sign on southbound Alameda south of Texan
Trail with appropriate SCHOOL ZONE SIGN. Add a HOSPITAL warning sign plus a REDUCED
SPEED 30 sign on a new post for southbound Alameda approximately 100 feet in advance of
Texan Trail.
4. Enhance the safety of two existing crosswalks,at Sinclair Street and across from the main entry
to Driscoll Children's Hospital, by creating a pedestrian refuge in the median so that pedestrians
can cross one direction of traffic at a time without worrying about the continuous left turn
movement in the median. Initially this is to be done by painting solid yellow the full width of the
median for 30 feet either side of the crosswalk including a rounded end,with only a semi-circular
rounded end on the side at Sinclair.
5. Install a 4-inch white edge line stripe at the edge of the outside travel lanes northbound and
• southbound,designating a 10-foot wide travel lane to provide strong channelization which tends
to calm traffic. To keep cars from parking alongside the road,designate the 4 to 5 feet between
the edge line and the curb as a bike lane.
At this time,Mr. Escobar stated the purpose of this presentation is his findings of his investigation. The
next step is to schedule a public hearing for residents and business owners to get their input,comments
and suggestions. After the public hearing, the Committee would then take action, with modifications
recommended and then forwarded to the City Council for a final decision. Discussion followed.
Motion made by Mr Sher, seconded by Mr. Seiler to proceed with Public Hearing at the next
Transportation Advisory Committee meeting to be held on August 23, 2004. Motion approved.
VII. DISCUSSION ITEMS:
Bond Issue 2004.-In response to Council direction during the June 22, 2004 Council meeting, Staff
submitted a revised recommended Bond Issue 2004 package proposal for Council discussion. This
proposal contains four(4) options of varying amounts and propositions. The options include:
Option 1: A$70M package exclusively of streets. There is no tax increase associated with this option
and it consists of only 1 proposition. The utility cost association with this.option is $30,319.00.
Option 2: A $70M package which includes street, public health &safety and public facility projects.
Thereis no tax increase associated with this option and it consists of three propositions requiring three
separate votes. The utility cost associated with this option is $27,081.000. To allow for additional
projects the Waldron road Street project has been dropped from options 2, 3 and 4 so the associated
utility costs has decreased.
Option 3: An $80M package which includes street, public health & safety, public facility, park and
recreation and economic development projects. A 1-cent tax increase will be required and the proposal
consists of five separate propositions. The utility cost associated with this option is $27,081.00.
Option 4:A$90M package consisting of street,public health&safety,public facility,park and recreation
and economic development projects. A 2-cent tax increase will be required and the proposal consists
of five separate propositions. The utility cost associated with this option is $27,081.00
City Council directives have been used in compiling this revised recommended bond proposal. Staff has
made every effort to factor in consideration of project location,current physical condition of streets and
facilities,traffic counts,accident rates,capacities,and anticipated development. All street locations have
been recently accessed for need and ability to complete the project with the allocated funding.
MPO Update for TIP (Transportation Improvement Program) - Committee was given a
spreadsheet of the Total Metropolitan Mobility (MM) Fund Allocation 1992-2006 Category 7 Projects
Summary Sheet as per meeting of February 5, 2004 Transportation Policy Committee Meeting.
Proposed Meeting Time Change - Motion made by Mr. Foster, seconded by Mr. Green to leave
meeting at 1:30 p.m. Motion failed. Discussion followed. Motion made by Mr. Sher,seconded by Mr.
Green to change meeting time to 2:30 p.m. Motion passed.

Public Hearing of Alameda Hospital Zone
Election of Chairperson/Vice-Chairperson - Postponed due to lack of quorum.
Bids on TxDOT - Letting ADA Improvements: Alameda and Santa Fe Streets and Weber Road
Discussion - regarding sale of alcohol at TAMU-CC sponsored events.
