CALL TO ORDER- Chairperson Alejandro called meeting to order at 1:40 p.m.
II. APPROVAL OF "MINUTES" - Chairperson Alejandro called for approval of minutes for meeting of
October 27, 2003. Motion made by Mr. Sher, seconded by Mr. Davenport to approve minutes as
presented.
III. MONTHLY TRAFFIC FATALITY REPORT(ATTACH M ENT"A") -Capt.MacDonald stated there have
been a total of twenty-eight(28) fatalities to date.
IV. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT for October,2003), (ATTACHMENT"B")
-Total accidents were up 4%; Alcohol/Drug.Related Accidents up 15%; Injury Accidents up 5%;Total
injuries up 3; Fatal Accidents up 32%with Fatalities up 47%. Confirmed Alcohol related statistics- 16
out of 28- 57% as of October, 2003.
Capt.MacDonald stated that the Corpus Christi Police Department on November 26th,27th,28th and 29th,
2003 are sending out seven (7) officers for patrolling DWI's. An additional $25,000 grant for overtime
will be utilized for DWI enforcement from December 19, 2003 to January 31, 2004.

VI. STAFF RECOMMENDATIONS REQUIRING COMMITTEE REVIEW
A. Proposed Amendment to Corpus Christi Urban Transportation Plan:Cimarron Boulevard
proposed to terminate at Oso Parkway and not continue across Oso Creek.
Mr. Bob Payne, with the Planning Department stated that the extension of Cimarron Boulevard
across Oso Creek is shown on the 2003 Corpus Christi Urban Transportation Plan. Since the
1980s, transportation plans had indicated Cimarron Boulevard would terminate at Oso parkway
on the north side of Oso Creek. This change was recommended and eventually adopted in the
2003 transportation Plan to enhance the connectivity between the north and south sides of Oso
Creek. Prior to this change, bridge crossings of Oso Creek were planned at two mile intervals.
The Cimarron Boulevard crossing of Oso Creek would have enabled a bridge crossing at a one
mile interval between the adjacent paralleling arterials(future extension of Rodd Field Road and •
the existing section of Staples Street. Developers of King Estates Unit 19 and Queen's Estates
subdivisions are located on the west and east sides of Cimarron Boulevard next to Oso Creek.
ANi�ED Each subdivision involves the extension of Oso parkway, intersection of Oso Parkway with
Cimarron Boulevard and the extension of Cimarron Boulevard across Oso Creek,thus bringing on
thisdeletion_of Cimarron Boulevard extended as a designated collector.street,-between-the-Oso

parkways on the north and south sides of Oso Creek.
Also, the extension of Oso Parkway in Kings Crossing in the two (2) across Cimarron Boulevard
and combined with Cimarron Boulevard extended will create safety concerns due to the angle of
approach at intersection. Due to the existing term. of Oso Park, a 90 degree angle
intersection vi :jmarron Boulevard and Oso Parkway cannot De achieved. Cimarron Boulevard
could be extended as a short, low speed neighborhood street to the south; however, a higher
volume street with higher speeds would be inappropriate and potentially unsafe.
Extension of a collector street across the Oso Creek is not cost effective. An extensive bridge
structure would be required to cross the Oso Creek for a collector roadway. Potentially significant
environmental issues would also have a costly impact.
Amendment to the plan allows the continuation of the Oso parkway without interruption.
Mr.Davenport questioned the heavy traffic congestion circulation on Bear Lane around the Mireles
Elementary School. Ms. Teniente stated that a Bond Issue is needed as there is no funding
presently available.
Motion made by Mr. Foster, seconded by Mr. Alejandro that the bridge be removed. Discussion
followed.
Consensus of the Committee is to alleviate the congestion created by the traffic generated from
the students attending the school.
Motion was withdrawn by Mr. Foster and second by Mr. Alejandro. Hearing no motion from
Committee to approve recommendation by Planning Committee, motion fails. Committee
suggested Planning Committee come back with different viable options proposed by Committee.
Two preliminary plats are being tabled from request by property owners until this issue is
resolved.
VI. DISCUSSION ITEMS-
A. Elimination of cross-over movement at Park Road 22 and Aquarius Road-Mr.Ismael
Soto with the Texas Department of Transportation stated that the Department will be eliminating
the cross-over movement at Park Road 22 and Aquarius Road with a raised"wormlike"median
avoiding the movement of a left turn at Aquarius Road. Mr. Soto stated that a meeting will be
held with the homeowners before a final decision is made.
B. Municipal Court Resolution in support of excessive speed related fines be allocated
to the Corpus Christi Police Department for necessary enforcement and/or equipment. Mr.Joseph
Harney, Assistant City Attorney stated he had drawn up a 'rough' draft of a Municipal Court
resolution in support of proceeds from excessive speed related fines be allocated to the CCPD for
necessary enforcement as Mr. Seiler's request.
Discussion followed.Mr.Harney stated he would contact Municipal Court for a detailed breakdown
of charges listed on the back of the ticket and any other pertinent information.
VIII. CITY TRAFFIC ENGINEER'S REPORT-
Curtis Clark Drive/South Staples Street Update-An aerial map and schematic of Curtis Clark was
distributed to the Committee showing the recent development on Curtis Clark Drive through the
platting process the developer is required to extend the street and in this situation it extends and
will be connected to Williams Street.
The initial concern is the safety and delay motorists exiting Curtis Clark at the westbound
approach and during peak hours. The analysis conducted shows that the 8-hour volumes are
close to warranting a traffic signal installation. Traffic counts were taken during construction and
therefore the study needs to be redone.
_._At_this-time,.action.-to-be..taken.is the installation of a"DO NOT BLOCK"-intersection-signage on-----------
the northbound approach to South Staples before crossing Curtis Clark Drive. The second the re-
stripping of the westbound approach; presently a open pavement with no center line or
delineation of westbound lane usage. Double yellow-line for a short section along with the
installation c wo-lane approach is being considered for( allation.The traffic count gathered
was during ....r..struction on South Staples and will likely cnange after this is stabilized. The
construction of a new bus stop paid by RTA to be placed between Williams and SPID will be an
indirect improvement to this location. In addition this Curtis Clark Drive extension to Williams
Drive is almost complete and will be monitored for any further warranted improvements.
Ms. Teniente distributed a hand-out to the Transportation Advisory Committee showing the
Seasonal Message Signs and the fourteen (14) locations these signs were presently located. Mr.
Alejandro proposed leaving the messages,locations and date change-outs be left to the discretion
of the acting City Traffic Engineer.
IX. ISSUES FOR THE NEXT SCHEDULED TRANSPORTATION ADVISORY COMMITTEE MEETING
No meeting to be held in December.
X. PREVIOUS CONCERNS/NEW CONCERNS-
New Concern: Staples Street between Williams and SPID- Mr. Sher is requesting better
communications between all entities involved in construction and the businesses at this
intersection and area. Ms. Teniente stated that a meeting was held and apologizes for lack of
notification to the Regional Transportation Authority and will follow through with project.
