MINUTES
(Meeting of July 28, 2003)

I. CALL TO ORDER-Chairperson Alejandro called meeting to order at 1:33 p.m.
II. APPROVAL OF"MINUTES"- Chairperson Alejandaro called for approval of minutes for meeting of
April 28,2003. Motion made by Mr.Torres,seconded by Chief Bennett to approve minutes as presented.
III. MONTHLY TRAFFIC FATALITY REPORT(ATTACHMENT"A") -In the absence of Capt.MacDonald,
Sgt. Pena and Sgt. Lynch stating thee have been total sixteen (16) fatalities to date.
IV. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT for May, 2003), (ATTACHMENT"B")-
Total accidents were up 2%;Alcohol/Drug Related Accidents up 13%; Injury Accidents down 2%;Total
injuries up 3%; Fatal Accidents up 25%with Fatalities up 33%. Confirmed Alcohol related statistics-
9 out of 16- 56% as of June, 2003.
Mr.Torres asked if and what percentage of City's property damage is reimbursed?

VI. STAFF RECOMMENDATIONS REQUIRING COMMITTEE REVIEW- None
VII. DISCUSSION ITEMS-
A. Changes in traffic volumes nearby arterials following start of construction on Spur 3, Phase 2,
Ennis Joslin between Ocean Drive and SPID (SH 358).
Spur 3 Phase 2 is a utility and street construction contract under the administration of TxDOT.
Project was let in April, 2000 and utility work stated in August, 2000. Utility and street work
extended from SPID to Nile Drive until more recently in Spring, 2003.
Ms. Mary Frances Teniente, Design Engineer in the absence of Mr. Escobar, stated that the Texas
Department of Transportation is contemplating total closure to thru traffic on Ennis Joslin Road from
Alameda Street south to Carson Street so that contractor may complete project in a six-month shorter
time frame.
Chief Bennett stated that the NAS Northgate is closed and opens for peak hours only and would like to
be notified on any changes to be made due to Ennis Joslin construction.
Mr. Seiler stated he would like to see plan for neighborhood traffic control. Mr.Torres asked how would
neighborhood be notified of proposed changes in traffic patterns.
B. Discussion of Driveway Ordinance Amendments - Draft of the Manual of Driveway Design and
Construction Standards was briefly discussed.

VIII. CITY TRAFFIC ENGINEER'S REPORT-
Ocean Drive/Morgan Avenue Intersection Delineators - Concerns addressed was the difficulty of traffic
being able to observe delineators approaching from Morgan Avenue, incorrect cross-hatching and no U-
turn signage.
IX. ISSUES FOR THE NEXT SCHEDULED TRANSPORTATION ADVISORY COMMITTEE MEETING
X. PREVIOUS CONCERNS/NEW CONCERNS-
Mr. Seiler expressed the following concerns:
Update of sequencing of construction on SPID/Crosstown and
On-street parking meters at Corpus Christi Beach/Surfside
Walker Parking Study revealed the need to increase parking fee in Central Business Area.
Status of Transportation Advisory Signage - approximately twenty-five (25) signs are available for
rotation process.
Mr.Ybarra questioned the left turn restrictions on Ayers/SPID on Friday,July 25,2003 around 12:30 am.
TxDOT stated that the Contractor for Crosstown/SPID was removing the concrete low profile barriers and
installing drums as part of a change in traffic control plan. This change was completed by 1:00 am and
the left turn restrictions had been removed on Ayers Street.
