APPROVAL OF"MINUTES"- Motion made by Mr.McCain,seconded by Mr. Davenport to approve minutes as published. Motion passed. III. COMMENTS BY CHAIRPERSON andlor VICE-CHAIRPERSON - Chairperson Alejandro announced that Chief McCain is retiring and today would be his last meeting. Chairperson Alejandro thanked Chief McCain for serving and contributing his time to the Committee. At this time,Chief McCain introduced his replacement,Chief Karla Bennett. IV. RECOGNITION OF AUDIENCE/PUBLIC CONCERNS -None V. MONTHLY TRAFFIC FATALITY REPORT (ATTACHMENT "A") - In the absence of Capt. Tisdale, Sgt. Scott Leeton presented the monthly traffic fatality report,stating that there have been four(4)fatalities for the month of August,the highest month this year. Sgt. Leeton introduced Lt. Ramp, who is filling in for Capt. Tisdale while he is on military leave. Brief explanation of the fatality accidents followed. Mr.Seiler updated the Committee on the status of the Pedestrian Grant. Mr. Moss expressed concern over the length of time the grant process has taken and feels the State is"dragging its feet". VI. MONTHLY TRAFFIC ACCIDENT EXPERIENCE REPORT(July,2000), (ATTACHMENT"B")- Mr.Seiler briefly stated that total accidents were down 13%with a total of 681 accidents for the month of July,2000. Alcohol/Drug Related Accidents are up 27%, Injury Accidents down 36%. Fatal Accidents are up approximately 40%. Confirmed alcohol related statistics are at 45%. In terms of the Top 27 High Accident Locations Staples/SPID and Weber/SPID intersections remain the top two(2)with no real changes in the remaining accident locations. VII. DISCUSSION ITEMS A. TRAFFIC safety concerns by Mr.Andres Ferdin for Ramsey Street near Horne Road-Mr.Andres Ferdin,2516 Home Road,Corpus Christi,Texas- Resident of apartment complex located at Home Road and Ramsey Street. He along with the residents of the complex are requesting help with this dangerous intersection. Motorists traveling South from Kostoryz Road attempting to exit West on Home Road speed,causing motorists to careen on several occasions into the apartment complex or cause rear-end collisions due to failure to yield right-of-way. Mr.Seiler stated he was familiar with the intersection and a work order was issued to erect some"chevron"signage to keep motorists to the left. Lighting will also be improved and the perimeter of the traffic islands will also be painted for greater visibility. Home Road is scheduled for redesign in the November,2000 Bond Election. Mr. Ferdin inquired if perhaps a speed hump could be installed to slow speeders. Mr.Seiler stated that speed humps are allowed on residential streets only. Mr. Seiler noted to Sgt.Leeton to advise Capt.Tisdale of situation for speed monitoring. B. REVIEW of McArdle Road Phases 1 &2 Street Improvement Project -Mr.Seiler briefly discussed the McArdle Road Projects. Phase I-between Weber Road and Everhart Road is under construction as the present time with the utilities being installed and Phase II between Carroll Lane to Weber Road will begin its utility construction in the next few weeks. McArdle will be a three-lane roadway,including a center continuous left turn lane. Intersection widening at Weber Road will provide dedicated left turn and right turn lanes. Continuous sidewalks on both sides of street,ADA compliant improvements,continuous street lighting,traffic signal upgrade at Weber/McArdle and storm sewer utility improvements will also be included in street project. Mr. Moss inquired if the completion of these projects can be expedited? Mr. Seiler stated that the Contractor will be allowed to completely close off McArdle to speed up construction and completion. CONTINUED discussions on parking control issues at new U.S.Federal Courthouse Area -Mr.Seiler stated that Staff recommended one-way traffic patterns on each of Water and Belden Streets between Power Street and Chaparral Street, and installation of parking meters on these same streets, at a rate of$0.50/hour for long term parking. Mr.Seiler further stated that a general consensus was reached among Federal Courthouse officials and other affected property owners not to provide one-way patterns on Water and Belden Streets due to overriding security- related issues. Therefore, staff is agreeable to maintaining two-way traffic patterns on each of Water and Belden Streets. Staff is still needing additional time to study all remaining parking supply issues with affected parties and will have a report in its September,2000 meeting. Mr.Alejandro asked if there are any plans to re-surface existing streets in this immediate area. Mr.Seiler that Fulton Construction will be converting the "laydown yard"into a park area. D.- REVIEW of Northwest Area Development Plan Update transportation issues-Mr.Seiler stated that the Northwest Area Development Plan is an informational package for Committee's review. Mr.Mic Raasch,City Planner with the City's Planning and Zoning Department gave a brief report,listing meetings with various interested parties including the Northwest Business Association to receive their input,follow-up meeting the Transportation Advisory Committee in September,2000 to receive comments from the Committee. The intent of this update is to focus on transportation and future land use issues. The growing traffic congestion in.the Northwest area is well-known as one of the fastest increasing traffic areas of the City,compounded by the limited street infrastructure,and of equal concern to each of the City of Corpus Christi, Texas Department of Transportation and Nueces County. The primary purpose of this update is to provide a guide for capital improvements that will relieve the congestion problem. Future land use must also be addressed since the transportation network is a function of the land uses that it will serve." Mr.Alejandro asked if there were any contentious issues associated with this proposed plan. Number 1 issue will be FM 624 and CR 52. Tuloso Midway is constructing a new elementary school and a new subdivision is being developed in adjacent area and traffic circulation will be an issue. Another school is on the drawing board off on Leopard Street/Rand Morgan area. Chief McCain inquired if the US 59 Corridor will having a bearing on the traffic situation. Mr.Raasch stated that along with the US 59 Corridor,the US 77/IH69 will also have an effect and they will both be considered in the Development Plan. Mr.Moss inquired if any of the issues included in the Northwest Area Development Plan are included in the 2000 Bond Issue. Mr. Seiler indicated that projects included in the Bond Issue are the City's share of the funding for FM 624 improvements,the McKinzie Road rehabilitation improvements and funding for neighborhood street improvements. VIII. STAFF RECOMMENDATIONS SUBMITTED FOR COMMITTEE APPROVAL OR REVIEW REVIEW of application to the City of Corpus by Mr. Paul D. Carangelo to close and abandon the Hudsell Avenue undeveloped City street right-of-way abutting the Cayo Place and Oak Harbor Subdivisions in the Flour Bluff area- Mr.Seiler stated at the request of Mr.Carangelo item was pulled from Agenda to allow him to consult with other property owners in the area. IX. CITY TRAFFIC ENGINEER'S REPORT A. Mr. Parks.will be attendance at Tuesday, August 29th City Council meeting updating the Council on highway department projects anticipated for the 2-3 year time frame along with funding. Council will also be receiving a report on the Packery Channel issue. X.. COMMITTEE MEMBER ISSUES for FUTURE TAC COMMITTEE MEETINGS-None XI. PREVIOUS CONCERNS-None • XII. NEW CONCERNS-Mr.Ybarra-How often are the City Ordinances-relating to traffic reviewed? Mr.Seiler stated he reviews the ordinances approximately 2-3 times a year. Mr.Ybarra stated he has a problem with the Center Left Turn Ordinance. Mr. Seiler explained the reasoning for this ordinance. XII. ADJOURNMENT-Meeting adjourned at 2:37 p.m. Ot00:2
